In October 2017, the Coordinating Board of the US Committee on the Marine Transportation System tasked the MTS Resilience Integrated Action Team to identify the impacts, best practices, and lessons learned by federal agencies during the 2017 hurricane season. The RIAT studied the resiliency of the MTS by targeting its ability to prepare, respond, recover, and adapt to and from disruptions by turning to the collective knowledge of its members. Utilizing interagency data calls and a targeted workshop, the RIAT gauged the disruptive effect of the 2017 hurricane season and how Hurricanes Harvey, Irma, and Maria affected the operating status of at least 45 US ports across three major regions. This report identifies recommendations to better understand how the MTS can prepare for future storms and identifies activities by federal agencies that are contributing towards resilience. Such actions include hosting early pre-storm preparedness meetings, prioritizing communication between agencies and information distribution, and maintaining or updating existing response plans. Recommendations also target challenges experienced such as telecommunication and prioritization assistance to ports and critical infrastructure. Finally, the report offers opportunities to minimize the impacts experienced from storms and other disruptions to enhance the resilience of the MTS and supporting infrastructure.

The analysis in hand provides a brief assessment of the United States’ and Canada’s marine transportation system and relevant search and rescue (SAR) support in relation to the Northwest Passage, with the purpose of examining to what extent these countries’ relevant infrastructure resources are able to meet the expected growth of shipping operations and business activities in the Arctic. Through an extensive literature review, this assessment will specifically describe the most important influences upon the maritime transportation system, with the issue of certain geographical details and the capabilities of existing ports standing out. Additionally, vessel activity trends and vessel traffic routing measure initiatives will be examined. Furthermore, the SAR infrastructure details and means to render assistance to people in distress along the Northwest Passage will be discussed. The reality remains that port characteristics are limited and vessel traffic routing measure initiatives and upgrades to SAR assets are commendable but slow-paced. It is true that both the United States and Canada are taking proper measures to build up infrastructure needs, but they both may run out of time to put adequate infrastructure in place to deal effectively with the changing environment.

This article aims to advance the psychodynamic understanding of imagination failures by studying lessons learned in the US government’s public inquiry into September 11th, 2001 (9/11). Analyzing the findings of The 9/11 Report, I theorize that two forms of macro-level hubris—America’s “hubris of empire-building” and Al Qaeda’s “hubris-nemesis complex”—amalgamated in a uniquely generative manner leading to events on 9/11. Previous studies of public inquiries often demonstrate that inquiry reports are monological story-telling performances used to create sense-making narratives that function hegemonically to impose a simplified version of reality to assign blame and depoliticize events in order to facilitate closure after shocking events. In contrast, findings here suggest that by constructing a critical narrative, The 9/11 Report may serve as a new type of public inquiry report that invites learning about the complex factors that underpin crisis. The article concludes by identifying fruitful areas of future research and ways to theorize further about the collective psychodynamics of macro-level hubris and the psychodynamic factors that hinder learning and contribute to imagination failures.

<p>On 4 august 2020, one of the biggest non-nuclear explosions the world has seen in recent times took place in the Port of Beirut. Caused by the detonation of 2,750 tons of ammonium nitrate, inadequate stored in a warehouse in the port, the blast destroyed much of the city’s port and the surrounding infrastructure and severly  damaged the dense residential and commercial areas within 5 km of the explosion site. The impact of the explosion, which registered as a 3.3 magnitude earthquake according to the U.S. Geological Survey, was felt as far away as the island of Cyprus.</p><p>Athough the event was an technological hazard, the impact of the explosion is similar to a standardised natural disaster.</p><p>According to UNDP, a total of 200 000 residential units were affected with an estimated of 40 000 buildings damaged; 200 people lost their lives, around 6 000 individuals were injuried and around 300 000 people were displaced.</p><p>Such figure are comparable to other large-scale disasters such as Cyclone Vayu in India, which occured in June 2019 or the displacement caused by the Typhoon Vongfong, in the Philippines.</p><p>The frequent increase of the natural disasters  puts pressure on the critical infrastructure of the cities. The disruption of the transportation system,  which is vital for the sustainable daily operations, are having a big impact on the economical, enviromental and social dimension of a city system. Among the various types of transportation system, ports are a focal point because of its strategic role for the economic growth of cities,regions and  global network. In addition, they are nodal points for the social and economical activity of the inhabitants.</p><p>Although the ports have played a key role in the development of their host cities, they are also vulnerable to a broad range of risks and threats because of a particular spatial character: the location at the intersection of land and sea.  </p><p>The study of the Beirut’s Port explosion examines the impact of port failures on the host urban enviroment and the relationship between hazards, vulnerability and the impact. The vulnerability of the port to disasters results  to the vulnerability of its host city. A context –based understanding  of the impact of the disaster and the elements at risk is essential to identify appropriate risk management strategies. The location of the port within the urban environment, in densely populated area, as in case of Beirut are some of the characteristics of the port cities that can magnify the impact of disasters to which they are prone.  The study will focus on a collection of data that records the impact and allows visualisation of the complex patterns of the disaster risk reduction.</p><p>The impact caused by the Beirut’s port explosion reminds us about the important role of the ports in their host cities and how fundamental is to identify the port’s infrastructure  exposure to hazards and risks.  Lessons learned from such event may be useful to reduce disaster risks in the port cities.</p>

Terrorism and violent extremism have undoubtedly become among the top security concerns of the 21st century. Despite a robust agenda of counterterrorism since the September 11, 2001 attacks, the evolution of global terrorism has continued to outpace the policy responses that have tried to address it. Recent trends such as the foreign fighter phenomenon, the rampant spread of extremist ideologies online and within communities, and a dramatic increase in terrorist incidents worldwide, have led to a recognition that “traditional” counterterrorism efforts are insufficient and ineffective in combatting these phenomena. Consequently, the focus of policy and practice has shifted towards countering violent extremism by addressing the drivers of radicalization to curb recruitment to extremist groups. Within this context, the field of countering violent extremism (CVE) has garnered attention from both the academic and policy-making worlds. While the CVE field holds promise as a significant development in counterterrorism, its policy and practice are complicated by several challenges that undermine the success of its initiatives. Building resilience to violent extremism is continuously challenged by an overly securitized narrative and unintended consequences of previous policies and practices, including divisive social undercurrents like Islamophobia, xenophobia, and far-right sentiments. These by-products make it increasingly difficult to mobilize a whole of society response that is so critical to the success and sustainability of CVE initiatives. This research project addresses these policy challenges by drawing on the CVE strategies of Canada, the US, the UK, and Denmark to collect best practice and lessons learned in order to outline a way forward.

Abstract Concerns about infectious disease in mega-shelters following hurricanes should be a top priority. The COVID-19 pandemic demonstrated the challenge of implementing standard evacuation and sheltering procedures for hurricanes during an outbreak of a respiratory disease and the lessons learned from the 2020 hurricane season must be applied to future response efforts. In this article, we examine the current risk framing for hurricane preparedness and response utilizing Prospect Theory. We also examine how the COVID-19 pandemic has complicated this traditional framing and offer a new framework for which to provide adequate sheltering following a hurricane, while minimizing the risk of respiratory disease to those seeking shelter. We argue that such a framework is necessary to protect American citizens in future hurricane seasons.

ABSTRACT The US Financial Services Sector (FSS) is commonly regarded as one of the most successful in addressing cybersecurity through public–private partnership and as a potential model for less advanced sectors. However, how well the sector has actually fared remains poorly understood. Based on publicly available material and in-depth interviews with those intimately involved in business–government collaboration on cybersecurity in the FSS, we analyze how and why collaboration evolved into its current form. We find that considerable gaps remain, which both reveal limitations in the current policy framework for the FSS and suggest lessons for other critical infrastructure sectors.

IntroductionThe US federal data landscape is evolving through the implementation of the Foundations for Evidence-Based Policymaking Act of 2018 and the 2020 Action Plan of the Federal Data Strategy (FDS). The Act and Plan seek better data governance; making data accessible and useful for the American public, businesses, and researchers; and improving how the government uses data to make decisions and for program oversight. Objectives and ApproachThis paper provides a brief overview of the Evidence Act, describing what has already been implemented and what is forthcoming and how it involves population data linkages. We will also describe the FDS, using the Five Safes framework to categorize its priorities for federal agencies. ResultsWe explain how the Evidence Act established new roles for Chief Data, Evaluation, and Statistical Officials. We describe efforts to set learning agendas and data inventories in agencies. We point to some successes, such as new repositories for tools and metadata, and progress on forming an advisory committee to explore how the US could build a National Secure Data Service. We tie the FDS action plan to these Evidence Act efforts, showing how agencies and communities of practice are expected to develop over time. We focus on the ten actions that involve shared solutions across government that focus on ethics, privacy, tools and standards. Conclusion / ImplicationsThis paper shares updates on US federal data policy that started with the 2016 Commission for Evidence-based Policymaking, up through the current administration’s efforts to leverage data as a strategic asset. We highlight accomplishments, opportunities, and challenges for federal policy, noting how political will and funding ultimately affect progress.

SEAD – a project funded by the US National Science Foundation’s DataNet program – has spent the last five years designing, building, and deploying an integrated set of services to better connect scientists’ research workflows to data publication and preservation activities. Throughout the project, SEAD has promoted the concept and practice of “active curation,” which consists of capturing data and metadata early and refining it throughout the data life cycle. In promoting active curation, our team saw an opportunity to develop tools that would help scientists better manage data for their own use, improve team coordination around data, implement practices that would serve the data better over time, and seamlessly connect with data repositories to ease the burden of sharing and publishing. SEAD has worked with 30 projects, dozens of researchers, and hundreds of thousands of files, providing us with ample opportunities to learn about data and metadata, integrating with researchers’ workflows, and building tools and services for data. In this paper, we discuss the lessons we have learned and suggest how this might guide future data infrastructure development efforts.
