Environmental safety can be considered as an integral and one of the most important parts of the concept of sustainable development of a coal-mining region, since the environmental risks occupy one of the leading places among the risks of backbone enterprises of such regions due to the particularities of the coal industry and its impact on the environment. In the article, environmental safety is assessed through indicators of the quality of atmospheric air and water, as well as investments in the restoration and protection of the environment; discrepancies were revealed between the amount of financial investments allocated to nature restoration measures and the results of the anthropogenic impact of coal mining enterprises on the biosphere; emphasis was placed on the need to improve the efficiency of funds allocated for environmental protection and rational use of natural resources. Considered priority areas of environmental activities implemented in the framework of the environmental policy of JSC SUEK-Kuzbass. The effectiveness of the system of environmental remediation measures developed by the Company, their adequate funding, makes it possible to place the Company among the industry leaders in environmental and social responsibility for its activities.

A three-pronged approach to sustainable development of coalmining regions, which involves the combination of social stability, economic efficiency and environmental sustainability, is discussed in the article. The factors that restrain the increase in the social well-being of the population and the reduction of the environmental burden are identified in the context of the presented limitations on the implementation of the concept of sustainable development of coal mining territories.

A systematic approach to the analysis of sustainable development of a coal-mining region, substantiated in the light of the growing and intensifying problems of an ecological, technological, social nature, determined by the specifics of territorial functioning, which causes a high susceptibility of the regional economy to external challenges, the main of which is currently high volatility of coal export prices, is presented in the article. In the conditions of the existing excessive orientation of the development of coal-mining regions towards the influence of the economic factor based on the principle of extracting maximum benefits, which, among other things, have historical prerequisites, there is a need to revise the theoretical concepts of sustainable development of territories from the point of view of a systematic approach that substantiates interconnection of many more components of sustainable development of regional economies. Thus, it is advisable to present the analysis of sustainable development of a coal mining region through the interaction of five interdependent components: culture and education component, social well-being component, science and innovation component, environment component and economic efficiency component.

The research features integration of Russian economy into the model of sustainable development proposed by the United Nations Organization. The authors considered the main goals of sustainable development and their prospects in Russia. The paper focuses on the case of Kuzbass (Kemerovo region) as a typical resource-type mining region. The authors studied how the local authorities implement the sustainable development concept, solve demographic problems, preserve biodiversity, and protect forests. The research involved elements of systematic and integrated approach. The authors believe that the sustainable development of a mining region depends on the implementation of the best available technologies, energy efficiency, creating green spaces, and production safety. The research also featured the role of coal mining enterprises in the formation of the regional model of sustainable development and achieving the main target priorities of sustainable development in accordance with the UN Program. The article describes the roadmap of the sustainable development model for Russian territories, as well as regional national projects, e.g. digital platforms in coal mining and environmental protection. The authors emphasize the need for reclamation of disturbed lands by coal mining companies.
