Environmental safety can be considered as an integral and one of the most important parts of the concept of sustainable development of a coal-mining region, since the environmental risks occupy one of the leading places among the risks of backbone enterprises of such regions due to the particularities of the coal industry and its impact on the environment. In the article, environmental safety is assessed through indicators of the quality of atmospheric air and water, as well as investments in the restoration and protection of the environment; discrepancies were revealed between the amount of financial investments allocated to nature restoration measures and the results of the anthropogenic impact of coal mining enterprises on the biosphere; emphasis was placed on the need to improve the efficiency of funds allocated for environmental protection and rational use of natural resources. Considered priority areas of environmental activities implemented in the framework of the environmental policy of JSC SUEK-Kuzbass. The effectiveness of the system of environmental remediation measures developed by the Company, their adequate funding, makes it possible to place the Company among the industry leaders in environmental and social responsibility for its activities.

The need to reduce the environmental load as the most important factor of improving the quality of life of the population and preventing the outflow of human resources from the coal mining region is substantiated in the article. The study allowed identifying a number of socio-economic threats associated with the influence of high environmental load in coal mining regions, namely: the presence of adverse sanitary and hygienic factors affecting the state of health and the quality of life of people; the excess of the average Russian share of jobs with unsatisfactory conditions for ensuring their compliance with sanitary and epidemiological standards and regulations in coal mining regions; increase in the incidence rate. The entire list of identified threats has the most direct impact on the indicators of population growth and migratory movement leading to a lack of human resources in a region. First of all, it is proposed to reduce the environmental load of a mining region through the implementation of a concept aimed at improving the environmental safety of the industry at all stages: from exploratory activities to mine abandonment. And secondly, the environmental load should be reduced on the basis of a set of measures affecting such important areas of regional economic development as diversification of industrial production (increasing the share of industries with lower environmental load on the ecosystem), developing a high-tech business and mainstreaming responsible consumption ideas in the public mind and businesses.

The article presents an analysis of the problem of human resource retention in the coal-mining region. It is emphasized that along with the factors of economic development it is advisable to take into account the socio-cultural needs and preferences of employees to ensure the preservation of human resources and the development of human capital on this basis. The article substantiates the need to rely on the actual socio-cultural needs of the subjects of professional activity when building activities for the development of the socio-cultural space of the coal-mining region. The article analyzes the implementation of strategic measures for the creation of the Siberian Cluster of Arts from the point of view of the development of the socio-cultural space of the region for the retention of human resources. The empirical part of the article is presented by the results of the study of socio-cultural needs, leisure preferences and the assessment of the attractiveness of the factors of living in Kuzbass by employees of the coal industry enterprises of the region. The sample population included 93 respondents living in the following cities: Kemerovo, Berezovskiy, Kiselevsk, Novokuznetsk, Polysaevo, and Prokopyevsk. The main method of collecting information was a survey conducted through GoogleForms. The analysis uses methods of mathematical statistics, quantitative and qualitative analysis of the results, and analysis of the significance of socio-cultural needs for the respondents.

The ecological traits of the settlement of ants Formica aqiulonia Yarrow were studied in areas influenced by various anthropogenic factors (recreation, coal industry, increasing road traffic). We have revealed that ants are sensitive to any effects and in the overwhelming cases disappear from the contaminated area. Anthills with a dome diameter of 0.65-0.80 appeared to be the most resistant to various anthropogenic factors. No changes in the diet of F. aquilonia have been detected in the zone of coalmine impact. On the contrary, in the areas with a high recreational impact, the proportion first and second instar larvae of the Colorado beetle is increasing, which makes it possible to consider this species as a biological defense.

Abstract Urbanization in Ukraine has led to the development of the Lviv-Volyn coal basin. One of the main negative factors in the operation of coal basins are mine dumps. In addition to environmental hazards, waste heaps of coal mines violate the attractiveness and aesthetics of towns. The wastewater from waste heaps is a secondary factor in reducing the environmental safety of the coal-mining region. These waters are concentrated at the foot of landfills forming the man-made reservoirs. The research presents the negative factors of mine dumps and the results of physical and chemical analysis of subtericone wastewater and its impact on environmental pollution. It is established that the most polluted is the wastewater from waste heaps of the Mezhyrichanska mine which is caused by its operating process. The man-made polluted wastewater from heaps is a secondary factor in reducing the level of ecological danger of the coal-mining region. These waters are concentrated at the foot of landfills in the form of man-made reservoirs. The aim of the research is to indicate the negative factors of urban waste heaps by studying the physical and chemical properties of underspoil waters within the cities of Chervonograd and Novovolynsk.

The key role of investment and innovation activities of coal industry enterprises in improving the environmental safety of regions specializing in coal mining is substantiated in the article. The coal industry enterprises are recognized by the world scientific community as the absolute leader in the field of negative impact on the environment and industrial production waste generation. In this regard, one of the most important tasks of increasing the investment and innovation activities of coal companies, the introduction of modern technologies should be not only an increase in labor productivity and production efficiency, but also a reduction of anthropogenic impact on the environment. Despite the obviousness of the presented thesis, the trends characterizing the coal industry as the most inert and low-innovative sphere, which follows the path of extensive development, continue to dominate. The insignificant increase in investments in fixed assets, periodically followed by a recession, the reduction of trapped and neutralized air polluting substances, the lack of demand for innovations in the coal industry, as well as their low impact on ensuring compliance with modern technical standards, procedures and rules, bear evidence of low responsibility of business entities and inefficient measures of state economic policy in the field of improving environmental safety in the commodity-dependent regions.

A three-pronged approach to sustainable development of coalmining regions, which involves the combination of social stability, economic efficiency and environmental sustainability, is discussed in the article. The factors that restrain the increase in the social well-being of the population and the reduction of the environmental burden are identified in the context of the presented limitations on the implementation of the concept of sustainable development of coal mining territories.

The article is devoted to the study of the problems of mining industry development and its impact on the development of rural areas in the region. It is revealed that the intensive development of the mining industry is accompanied by negative environmental consequences associated with the impact on socio – economic development and the formation of a comfortable living environment and, as a result, the quality of life of the population of rural areas. The Kemerovo region characterized by a pronounced intensive development of the coal industry accompanied by air pollution, rejection of land with high fertile potential, and degradation of renewable natural resources. The activities of mining companies accompanied by the release of highly toxic and carcinogenic substances into the air. As a result, there is an increased morbidity and mortality of able-bodied residents of the region, a low life expectancy, and a decrease in the total rural population, which is faster than the urban population. To solve the identified problems, the author’s model of creating a comfortable living environment in the mining region proposed. The model makes it possible to assess the attractiveness of the territory when deciding on the future place of residence, and, also allows you to make informed management decisions aimed at improving the quality of life of people.

The article analyzes the trends of the strategy of sustainable development of coal industry in Kuzbass and the prospects for its development. The main problems connected with the coal enterprises operations are identified, possible ways of their solutions are presented within the framework of the adopted "Strategy for social-and-economic development of the region for the period up to 2035". Having analyzed the program under study, the proposals for its correction or addition in terms of improving the ecology of the region, social-and-economic development, preserving the natural landscape and biogeocenosis were made. The options for transporting coal and increasing the level of coal production technologies in underground mining were proposed. The article provides statistical data on coal mining for the period 2009-2020, and international experience of coal-mining countries. The authors consider the problems of export and transportation of coal, the impact of world prices on coal production. In addition, the authors of the article focus on the legal and legislative consolidation of the main conditions for control and regulation of the subsoil use in Kuzbass, make proposals for its effectiveness, in order to reduce social tension, environmental pollution, reduce the risk of earthquakes, and preserve coal resources for future generations.
