Purpose As increasing numbers of people with disabilities return to the community, it is necessary to equip them with skills to succeed in this technological world. The purpose of this paper is to evaluate the effect of attendance, satisfaction, goal achievement, and transportation on a goals-based computer-training program for people with physical disabilities (n=130). Design/methodology/approach Regressions, distribution comparisons, and correlations were retrospectively conducted on data from a computer-training program for people with disabilities. Participants were aged 20-100 and were diverse in terms of education, diagnoses, and living situation. Findings Results indicated that people with physical disabilities from diverse demographic and -contextual backgrounds could participate in a goals-based computer-training program. Factors that affected the computer-training program included method of transportation (p=0.034), perception of goal achievement (p=0.000), and attendance rates (p=0.001). A strong correlation was found between support available for computer use and continued computer use (p=0.000). Research limitations/implications Goals-based computer-training approaches that are client-centered may lead to increased perceptions of goal achievement and program satisfaction for people with disabilities, which could be used as outcomes to monitor success of such programs. It is also important to consider the effect of transportation and attendance rates on computer-training programs. However, results of this study were limited by its retrospective nature. Originality/value This study provides empirical data on factors that affect goals-based computer-training programs and evidence for the efficacy of such programs for individuals with disabilities. This can be used for program development and future research.

Today, there is the emergence of a large number of different ICTs and their wide application in the education process. A variety of training programs, different ways of presenting and perceiving information-all this is among them and is a necessary element of learning in the modern world. Moreover, their use in the classroom is a mandatory requirement prescribed in the state educational standard. The use of ICT is one of the most effective tools. Computer training programs allow you to train different types of speech activity and combine them in different combinations. The use of ICTs also contributes to the formation of sociolinguistic skills, to understand sociolinguistic phenomena, automate speech actions, create communicative situations, as well as ensure the implementation of an individual approach and the intensification of independent work of students.

Introduction. The competitive advantage in the field of critical knowledge and technology exacerbates the problem of the effectiveness of intellectual activity and the means of its support in science, production and education. Such visual aids, formed by conceptual and graphic elements, such as concept maps, frames, structural logic diagrams, etc., contribute to the theoretical analysis and generalisation of the formed images and representations of learners. According to the degree of the development of these visual aids, the emphasis shifts from the function of visibility to the function of the organisation of activities. The term “visibility” (associated with the initial images of perception and representation) is substituted by the term “regulator” (focused on the organisation of further activities of the student). The hypothesis assumes the expediency of the development of conceptual and graphic means of visualisation in the form of visual didactic regulations, which are the subject of research.The present research aims: to discuss the problem of the creation of didactic regulations for educational activities; to study the development of conceptual-graphic means of visibility and factors for improving their functionality; to forecast the development of this type of means based on the visualisation of the logical-semantic modelling of knowledge; to clarify terminology and applied aspects; and to conduct experimental approbation in the conditions of distance learning.Methodology and research methods. The research methodology is based on the fundamental didactic principle of visualisation, which is necessary for the transition in the process of cognition from sensory perception to abstract thinking and contributes to the combination of abstract thinking with visualisation in teaching. The research methodology is also based on the method of logical-semantic modelling of knowledge and the following criteria for the study of conceptual-graphic means of visualisation: the application of the cognitive principles of knowledge representation; the use of universal instructional analysis activities to transform knowledge; the applicability of graphical representation of content. The methodology for the formation of didactic regulations included a visual presentation of the results of logical-semantic modelling of knowledge using universal educational actions and coordinate-matrix graphics. The method of experimental approbation of regulations in distance learning involved: the participation of students of four specialities and university teachers; a questionnaire survey of students; mastering, designing and using didactic regulations on the topic of experimental studies.Results and scientific novelty. The search on the databases of scientific documents of the Russian Academy of Education, the Electronic Scientific Library, Scopus, WOS and the Internet revealed the apparent lack of research and development of didactic regulations of a conceptual-graphic type. It was established that the main reason for the development of conceptual and graphic means of visualisation is the complexity of the tasks to be solved in science, production and education. It is demonstrated that the improvement of the functionality of conceptual and graphical tools is explained by the application of the principles of cognitive visual representation of knowledge and the method of logical-semantic modelling. The basic structures of the regulations were predicted and formed; the terminology of the research approach was clarified; the application of the tools for educational and project-based activities, interfaces of computer training programs is considered.Practical significance. The functionality of visual didactic regulators expands the potential of visibility and complements the tools of the teacher and the student. Moreover, they can be used in teaching technologies, research activities and design, when creating computer training programs.

The study was conducted to find out whether or not professionalizing human resources is a vital response to the increasing onslaught of technology. Specifically, this study sought to determine the extent of qualification standards used among the engineer respondents as compared to Civil Service Standards, the management support on the initiation, development, and propagation along Local Scholarship Programs, Computer Training Programs, and Other Measures to beef up the existing capabilities of the respondents, and the frequency of occurrence on the issues they found in the organization. Qualification standards, management support on measures to beef up the existing capabilities of the respondents, and issues have implication to develop human resources. In support to National and Global Competitiveness and Excellence, the human resources are considered as the ultimate wealth of the nation should be given real priority, more opportunities and support on quality education, relevant training and development to sustain engineering competencies and versatility. Building a high quality and excellent human resources will result to building quality infrastructure projects and a progressive world. Indeed, it’s the engineers’ responsibility to provide a society with sustainable development not only on technological but in environment terms as well and the increasingly limited resources.
