This study examines the impact of foreign aid on the institutional quality (IQ) of the OIC countries. Using the data of OIC countries for the three-year average period from 1991 to 2016, the system GMM finds that aid in general deteriorates the IQ for the aid recipient countries. However, quantile regression suggests that the negative impact of foreign aid on institutional quality (IQ) is relatively greater in the countries where the existing quality of institution is poor. The findings of the study suggest that improving the existing capacity is essential for reaping the optimum benefit of foreign aid on institutional development.

Objectives: The aim of this study was to describe the developing health technology assessment (HTA) activities in Brazil, both historically and in the present day.Methods: This report is a descriptive analysis based on personal experiences of the authors and on selected literature.Results: Interest in HTA in Brazil began in the mid-1980s. Several seminars and consultations were held, often with invited foreign participants. A cadre of people with knowledge and expertise in HTA was gradually developed. In 2003, several policies were developed by the federal government of Brazil to encourage HTA and base clinical, management, and policy decisions on HTA. During the past 5 years, institutional development has been rapid in government, private companies (mainly prepaid health plans), academia, and research institutes. Further policy changes are needed to maximize the impact of these developments. Nevertheless, although the growing network of HTA programs will have a considerable impact on Brazilian health care, further institutional development could stimulate this change.Conclusions: It would be desirable if the Federal Ministry of Health of Brazil were to proceed to develop a national agency for HTA.

Abstract:This paper seeks to quantify the impact of transaction costs on cross-country economic growth. Our evidence from a cross-country panel data regression analysis reveals a persistent and robust negative effect of increasing transaction costs on the path of economic growth. The growth-enhancing effects of lower transaction costs are confirmed after controlling for the set of conditioning variables and further demonstrated in a cross-country growth model calibration. The results provide evidence that transaction costs might indeed be central to the study of cross-country productivity differences, suggest the importance of contractual relations and indicate their significant impact on cross-country economic performance over time.

Review of more than 100 articles accessed in literature survey for the last decade of dynamic China–Africa economic relation has been done with an objective of examining the nature and perspectives of Sino–Africa relation along Trade, FDI and Aid channels. China–Africa relation is a win–win in the short and medium run but the long-run impact is far from clear. Governance issues, environmental concern, asymmetric trade relation, prospects for African industrialisation, technology transfer and employment generation, and so on are debatable issues in most of the literatures assessed. Beneficial roles include that coordinated involvement of Chinese private sector alongside with State-owned enterprises and integrated application of trade, aid and FDI tools from Chinese side would remain to be a beneficial scheme in the African context. Researches can take up the impact of the relation on multilateral and bilateral development actors role in Africa; collaboration mechanisms among the actors; impact on sustainability of natural resource extraction; Africa’s industrialisation and technology transfer; Africa’s Global Integration and Institutional Development; Role of Private Actors; Sector specific impacts of the relationship.

The relationship between nationalism and public policy remains largely unexplored. Focusing on the link between sub-state nationalism and social policy, this article formulates three main arguments. The first is that social policy is likely to factor into processes of identity- and nation-building spearheaded by sub-state nationalism, and that nationalist movements typically trigger pressures for the decentralization of social policy. The second is that recognizing the importance of this connection should not lead to hasty conclusions about the impact of societal and institutional pressures on public policy. Nationalism is not only a societal force; it is also a political construction that reflects broad institutional legacies. The third is that the historical sequence of nationalism and policy development may create institutional forces preventing the congruence between policies and ethno-linguistic boundaries, in spite of pressures emanating from nationalist movements. The analysis of Social Security politics in contemporary Belgium provides ground to these claims.

Pondok Pesantren Al-Basyariyah merupakan suatu lembaga yang mencoba menerapkan sebuah kebijakan dalam upaya pengembangan lembaga pendidikan islam yang dipimpinnya. Hal ini tentunya merupakan suatu wujud kepekaan dan kepedulian terhadap berbagai perkembangan realitas sosial yang seringkali mendatangkan berbagai dampak dalam setiap sisi kehidupan termasuk dalam dunia pendidikan pondok pesantren.Salah satu segi kehidupan organisasional yang amat penting untuk selalu mendapat perhatian pimpinan puncak suatu organisasi adalah menyesuaikan kemampuan organisasi yang dipimpinnya dengan perubahan-perubahan kondisi lingkungan yang pasti selalu terjadi. Untuk dapat menampung akibat dari segala perubahan yang selalu terjadi itu, manajer puncak mutlak perlu mengambil suatu langkah strategis guna mengantisipasi dari dampak perubahan tersebut -positif atau negatif- terhadap keberlangsungan hidup organisasi yang bersangkutan. Tujuan penelitian ini adalah untuk mengetahui perencanaan pengembangan kelembagaan yang dilaksanakan sebagai suatu kebijakan pimpinan Pondok Pesantren Al-Basyariyah dan langkah-langkah pengembangan kelembagaan yang ditempuh di Pondok Pesantren Al-Basyariyah. Policy is a guideline for acting or applying a strategy to get a specific goal from an institution or organization. Al-Basyariyah Islamic boarding school is an institution that tries to implement a policy in the development of the Islamic education institution it leads. This is certainly a form of sensitivity and concern for various developments in social reality which often have various impacts in every aspect of life, including in the world of Islamic boarding school education.One aspect of organizational life that is very important to always get the attention of the top leadership of an organization is to adjust the ability of the organization they lead to changes in environmental conditions that are sure to always occur. To be able to accommodate the consequences of all the changes that always occur, top managers absolutely need to take a strategic step in anticipating the impact of these changes - positive or negative - on the survival of theorganization concerned.The purpose of this study is to determine the institutional development planning implemented as a policy for the leadership of the Al-Basyariyah Islamic Boarding School and the institutional development steps taken at the Al-Basyariyah Islamic Boarding School.

Under the background of digital economy, technological diversification and R&D internationalization are important strategic choices for eMNCs, represented by China, to seek advanced technological resources and create competitive advantages. This paper takes China's listed MNCs from 2009 to 2019 as the research object and applies a non-equilibrium panel negative binomial fixed effect regression to investigate the impact mechanism of technological diversification of China's MNCs on enterprise innovation performance and the moderating effect of overseas R&D networks. Results show that the related technological diversification of MNCs has a significant positive impact, and the unrelated technological diversification and their innovation performance are in inverted U-shaped relationship; overseas R&D networks have significant moderating effect while the breadth and depth of the moderating effect are not the same; significant differences exist in the moderating effect of overseas R&D networks due to the heterogeneity of institutional development levels among regions in China.
