The ‘sustainability’ debate strongly suggests that the viability of ecotourism is in danger unless policies which promote the natural resource base are pursued. This paper considers the sustainability of ecotourism in the particular context of wildlife amenities, using dynamic analysis. It is well known that in the presence of externalities the competitive market equilibrium is suboptimal. Static and dynamic optimal tax policies are derived which are designed to decentralize the social optimum; thereby internalizing the externalities and guaranteeing the sustainability of both the wildlife species and tourism. In particular, the dynamic policy suggests that park authorities should increase taxes as the wildlife stock increases.

A mathematical model of the dynamic behaviour of natural recreational resources in the presence of ‘disturbance’ elements is presented, with a park taken as the natural resource and its users as the element of ‘disturbance’. A thorough analysis of the park/users system makes it possible to establish its response to external stimuli as well as the conditions under which it admits equilibrium states. Several models for the optimal management of the system are considered, both from the standpoint of ecological conservation and from that of the enjoyment of the natural environment. It is thus hoped this paper will contribute to the building of a method for optimal control of recreational resources, in order to prevent the onset of environmental degradation processes.

The aim of the research is a retrospective analysis of the history and stages of development of digital land reclamation in Russia, the definition of «Digital land reclamation» and trends in its further development. In the framework of the retrospective analysis the main stages of melioration formation are determined. To achieve the maximum effect of the «digital reclamation» requires full cooperation of practical experience and scientific potential accumulated throughout the history of the reclamation complex, and the latest achievements of science and technology, which is currently possible only through the full digitalization of reclamation activities. The introduction of «digital reclamation» will achieve greater potential and effect in the modernization of the reclamation industry in the «hightech industry», through the use of innovative developments and optimal management decisions.
