The implementation of social welfare development programs in developing countries is generally focused on the empowerment program of the poor, which is more nuanced in a participatory approach involving the community, business and government. empowerment is considered appropriate to be one of the policy choices in the development of social welfare today. The development of social welfare based on the principle of empowerment is intended that in the handling of the poor, it must be done through increasing the capacity of human resources to increase independence (Law Number 13 of 2011). Regional development has an impact on national development. Poverty reduction policies realized through community empowerment programs have become the main agenda and prior development in Baleendah Subdistrict, especially Rancamanyar Village. One of the poverty alleviation programs through community empowerment carried out in Rancamanyar Village is the Housing Assistance Program for uninhabitable houses. Various local government efforts to reduce the number of uninhabitable houses are still considered uneven. With the limited management and processing of survey data in the regions, it is one of the factors that do not help the existing policies. With the construction of a geographic information system for uninhabitable homes, one of the efforts that must be taken by the local government in order to support and assist in making decisions for uninhabitable houses is to conduct geographical analysis and mapping of uninhabitable houses in Rancamanyar Village, so that help is not the wrong target.

This article is the fourth in a series to celebrate the 70th anniversary of the ILR Review. The series features articles that analyze the state of research and future directions for important themes this journal has featured over many years of publication. Starting with Survey of Income and Program Participation (SIPP) data from 2008 to 2013, the authors link administrative data from Social Security and five large means-tested transfers—Supplemental Security Income (SSI), Supplemental Nutrition Assistance Program (SNAP), public assistance (PA), the Earned Income Tax Credit (EITC), and housing assistance—to minimize errors within the SIPP data. Social Security cuts the poverty rate by a third—more than twice the combined effect of the five means-tested transfers. Among means-tested transfers, the EITC and SNAP have the largest effects. All programs except for the EITC sharply reduce deep poverty. The relative importance of these programs differs by family subgroup. SSI, PA, and housing assistance have the highest share of benefits going to the pre-transfer poor, whereas the EITC has the lowest. Finally, the SIPP survey data alone provide fairly accurate estimates for the overall population at the poverty line, though they understate the effects of Social Security, SNAP, and PA. Differences in effects are striking, however, at other income cutoffs and for specific family types.

This paper examines the processes and outcomes of a post-disaster housing assistance program delivered by an NGO, Islamic Relief Bangladesh (ISRB), in one of the villages worst affected by Cyclone Aila in Bangladesh in 2009. The findings, based on both qualitative and quantitative data collected in the field, reveal that the selection of the most suitable beneficiaries for housing aid was subject to undue influence from both elected and unelected leaders. A broad tendency on the part of ISRB to deliver houses through a top-down approach left little room for meaningful consultation with local people. The recipients thus felt excluded and became passive recipients. Although ISRB adopted a ‘build back better’ principle in the delivery of the housing assistance, the capacity of the new houses to withstand a severe cyclone remains limited. Despite some unhappiness with the process through which the housing was delivered, and dissatisfaction with certain aspects of the houses, most recipients were satisfied overall as they would have been unable to build houses of the same quality by themselves due to their poverty. These findings should be of direct value for relevant government agencies, NGOs, and donor agencies in the future delivery of more successful outcomes in post-disaster contexts in Bangladesh and elsewhere.
