In catch-up cycles, the industrial leadership of an incumbent is replaced by a latecomer. Latecomers from emerging economies compress time and skip amplitude by breaking the original strategic path and form a new appropriate strategic path to catch up with the incumbents. Previous studies have found that the original strategic path is difficult to break and difficult to transform. This paper proposes a firm-level framework and identifies the impetus and trigger factors for latecomers to transform the strategic path. The impetus is the mismatch between strategic mode and technological innovation capability. The trigger is the progressive industrial policy. Based on a Chinese rail transit equipment supplier’s (China Railway Rolling Stock Corporation; CRRC) catch-up process, this paper finds that the strategic path transformation is an evolutionary process from mismatch to rematch between strategic mode and technological innovation capability. With the implementation of industrial policy, the technological innovation capability will change. The original strategic mode does not match with changed technological innovation capability, which leads to performance pressure. With the adjustment of industrial policy, a new strategic mode adapted to new technological innovation capability emerges. This paper clarifies the source that determines successful catch-up practices for latecomers and contributes to latecomers’ sustainable growth in emerging economies.

Modern/colonial civilization has already breached several planetary boundaries and its ecological footprint is overwhelming the Earth’s carrying capacity. The ecological space for the growth of modern urban civilization is at its breaking point. We conduct two case studies, of Russia and Brazil, to show that the aspirations of semi-peripheral “emerging economies” to catch-up, clone and compete with the West within the hegemonic terms of an ecologically unsustainable and socially stratifying civilizational model requires their systematic practice of internal colonialism and regional subimperialism. Playing catch-up with the North and its unsustainable mode of political economy demands the present-day rehearsal, in accelerated, compressed and subimperial modes of the structurally violent practices that have underpinned the North’s “rise” to planetary dominance. Yet in striving to catch-up and join in the overconsumptive and exploitative lifestyle of economic cores, large “emerging economies” like thebricsare in an economic, political and military crash course against the hegemonically-entrenched Northern core powers they aspire to emulate, in what looks like an increasingly volatile scramble to grab whatever dwindling ecological space is left in a rapidly degraded planet.

ABSTRACT The influence of technological learning on industry-level catch-up has long drawn substantial attention in the catch-up research field. However, the underlying mechanisms of technological learning and the unique catch-up context in large emerging economies are much less explored. To explain the technological learning processes of latecomers that face the technology gap and strive to build differentiated competitive advantage, this study builds on the absorptive capacity perspective and deconstructs technological learning processes into two mechanisms: technology decomposition and technology recombination. The former entails decomposing advanced technologies into pieces, parts, or modules, while the latter entails the process of capturing market opportunities through recombining knowledge from diverse sources into commercial products through localized innovations and adaptations. Then, we propose a unique ‘ladder-like’ catch-up context (i.e., technology ladder and market ladder) and investigate how the technological learning process and the unique catch-up context jointly affect industrial catch-up performance in China. Using seven-year panel data from Chinese manufacturing industries, the results indicate that only technology recombination has a significantly positive relationship with industrial catch-up performance. In addition, the market ladder strengthens the positive impact of technology recombination on industrial catch-up, while the technology ladder weakens the positive impact of technology decomposition on catch-up.

<p><em>The COP21 Agreement harbours a conflict between Third </em><em>w</em><em>orld and First world countries that has cropped up in tensions in all meetings by the UNFCCC. On the one hand, there is the catch-up set of countries—emerging economies—that have recently “taken off” economically and that will not accept a trade-off between economic development and environmental need of cutting emissions. On the other hand, there is the set of mature economies that grow sluggishly and have started to cut back on fossil fuels, especially coal. The first set of nations want the second set to pay for their gigantic energy transformation in a few decades—decarbonisation. The first set claimed that they had not created the big problem originally, and that fairness requires that the rich help the poor. At the COP21 summit, a deal was struck, worth 100 billion dollars per year to fund a Stern (2007) like Super Fund. But will it really be put in place and made operational?</em></p>

<div><p><em>The so-called Third World must now start developing implementation strategies of the COP21 objectives. In both emerging economies and poor countries, CO2:s area rather high except some countries where CO2:s are very high. Thus, the energy reliance upon coal – wood or solid – as well as petroleum must be transformed somehow. Hydro power requires lots of water, which further global warming may deny – look at Venezuela today. Thus, major investments in wind, solar or/and nuclear power are called for, which will have to be partly financed by the COP21 superfund. Yet, implementing a major decarbonisation conflicts with the developmental goals of Third World countries whatever they may be: “catch-up”, reducing poverty, UN development framework, etc. Implementation theory (Wildavsky, Sabatier) teaches us humbleness about the likelihood of goal fulfillment.</em></p></div>

<p><em>The global warming problematic is in reality decided not by the UNFCCC or IPCC with its mastodon meetings. The decisive players are the states of the following BIG polluters of CO2: China, India, Indonesia, Brazil, Russia Mexico, South Korea, Canada, Australia and the US, despite the fact that its present government already has defected from the common pool regime, set up in Paris 2017, These countries together with international shipping and aviation are putting out more than 50% of the CO2s. However, they are little interested, because they emphasize the policy-making of socio-economic development, either economic growth with rich countries or the “catch-up” strategy with poor or emerging economies. Resilience will decide which countries can support the consequences of climate change.</em></p>

In this paper, we theoretically and empirically investigate factors that contribute to product innovation by firms in emerging markets. Combining the innovation literature with the latecomer literature on ‘catch-up’ strategies of firms in newly industrialized economies, we posit that access to foreign knowledge is essential for fostering product innovation. In particular, we investigate how innovation clusters formed by inward foreign direct investments in an emerging market and export activities of a firm are effective channels for acquiring foreign knowledge. We also suggest firms that invest in research and development and marketing activities benefit further from access to foreign knowledge due to increased absorptive capacity. Empirically, we employ information on over 160,000 indigenous manufacturing firms in China in 2005–2006. We find strong empirical support for our theoretical framework and conclude by discussing the implications for both theory and managerial practice.
