The procedure for action in cases of a threat or an accident at oil pipeline transport facilities is defined in the relevant plans for emergency spillage prevention and response – ESPR. The purpose of the article is to analyze the requirements of the legislation in the field of development and approval of ESPR. The specifics of ESRP development at trunk pipeline facilities in Russia are noted, the US experience in combating oil and oil products spillage is presented. The problematic issues in the development and approval of ESRP, relevant for the domestic system of main oil pipeline transport, have been considered. It was established that the Federal Law No. 207-FL, adopted in July 2020, fundamentally changed the outdated and required revision approach to the coordination and approval of ESRP. At the same time, further work is needed to create a regulatory framework that establishes requirements for ESRP, as well as to improve ESRP, taking into account modern methods of predicting accidents, identifying emergencies, risk-oriented approaches to planning measures to localize and eliminate accidents, the specifics of operating organizations.

By building on compensation literature, the current study explored and identified the ties between workers’ competencies, corporate cultures, and compensation schemes. These schemes were typically the subject of literature on the factors dealing with the implementation of incentive systems for pay for performance (PFP) or problems that can lead to a PFP system’s failure. Unfortunately, when it comes to research that HR education practitioners may do, the literature has been scarce. It shows which organizational elements might be necessary to examine when deciding whether a PFP or an alternative compensation program is acceptable. This study aimed to add insight into this gap in research. The findings of this study showed from the use of data from 385 American employees in the manufacturing industry that there are significant relationships statistically between employee competencies and organizational cultures and those findings can be corroborated with existing researches, suggesting compensation schemes were related to multiple types of competence organizations and different organization cultures, thus adding meaningfully to the current literature.

With increasing changes in the contemporary energy system, it becomes essential to test the autonomous control strategies for distributed energy resources in a controlled environment to investigate power grid stability. Power hardware-in-the-loop (PHIL) concept is an efficient approach for such evaluations in which a virtually simulated power grid is interfaced to a real hardware device. This strongly coupled software-hardware system introduces obstacles that need attention for smooth operation of the laboratory setup to validate robust control algorithms for decentralized grids. This paper presents a novel methodology and its implementation to develop a test-bench for a real-time PHIL simulation of a typical power distribution grid to study the dynamic behavior of the real power components in connection with the simulated grid. The application of hybrid simulation in a single software environment is realized to model the power grid which obviates the need to simulate the complete grid with a lower discretized sample-time. As an outcome, an environment is established interconnecting the virtual model to the real-world devices. The inaccuracies linked to the power components are examined at length and consequently a suitable compensation strategy is devised to improve the performance of the hardware under test (HUT). Finally, the compensation strategy is also validated through a simulation scenario.
