Purpose Given the spread of multi-level governance tools, interaction between local and regional governments has become an important mechanism for service delivery and the implementation of public policies. The purpose of this paper is to empirically test a model of cooperative relations affecting local governments and thus having impact on local autonomy and dependence. Design/methodology/approach This paper takes previous typologies as a starting point to theoretically build and empirically test a model of cooperative relations based on two selected indicators: the degree of autonomy-dependence and the degree of rigidity-flexibility of the cooperative system. In a second step, the authors stimulate the model numerically to match real data on it coming from South European local governments to assess the functioning of the theory in a concrete space and time. Findings The combination of the aforementioned concepts, creates a four-option theoretical model that describes four possible situations where cooperative intergovernmental relations can be empirically placed. Originality/value This paper points out the need to incorporate empirical studies to trace the characteristics and evolution of the cooperative relations between local governments and upper tiers. This is particularly relevant if the authors are referring to mechanisms that can vary through time. In the current big and open data era, this empirical process will become easier and more affordable. In this context, local government studies benefit from particular features that improve the operation of this kind of analysis: large “N” configuration (a large number of units to be included) and a reasonable equivalence in concepts and bodies that allows comparability.

Satisfactory nationwide development without constructive local governments’ input is mutually exclusive. Meaning that institution of effectual local administrations not to produce deleterious interaction-effect of development is essential. This paper evaluates published articles between 2010 and 2020 on Nigerian context to comprehend what undermines impactful local governments’ participation in national development to pinpoint lessons for African nations. It addresses the question of how abject local government in place do not support its positive involvement in overall national development. The intrinsic purpose of local government according to the classical theory’s logic is the paper’s theoretical foundation. Deriving from a literature review methodology, the paper proffers reform agendas to enhance optimal efficacy of local administrations in the intergovernmental relations schemes for development in Africa from literature insights of the Nigerian situation. The analysis parallel the three thematic codes evolved from the classical theory’s justification of local government: optimization of local governance, enhancement of local democracy, and facilitation of efficient local services delivery. It observes that implementation of ineffectual decentralization policies and lack of local autonomy are critical factors undermining optimum development in Nigeria, viz African countries. Whereas, decentralization and local autonomy accentuates the centrality of local government in the national developmental trajectory.

The paper analyzes the impact of the “model budget” on the problems of intergovernmental relations in the Russian Federation: a high proportion of expenditure obligations of regional and local budgets and a high degree of interregional inequality in fiscal capacity and socio-economic development. It was concluded that the planned broader use of the “model budget” will not solve the problem of unfunded mandates and will lead first to a significant reduction in incentives for regional authorities to develop the territorial revenue base, and then to economic slowdown in the country. As an alternative approach to improving intergovernmental relations, options are being considered for adjusting the parameters of the equalization transfers distribution formula, the procedure for determining their total volume and calculating the budget expenditure index. In solving the problem of unfunded mandates, an equally important role is given to the procedure for preparing a financial and economic rationale for draft laws.

The attempts to reconstruct the instruments of interbudget relations take place in all federations. In Russia such attempts are especially popular due to the short history of intergovernmental relations. Thus the review of the ¬international experience of managing interbudget relations to provide economic and social welfare can be useful for present-day Russia. The author develops models of intergovernmental relations from the point of view of making decisions about budget authorities’ distribution. The models that can be better applied in the Russian case are demonstrated.

This chapter follows the rise to power of the Shamsins, the Bayt al-Shillif, and associated ʻAlawi families as Ottoman tax concessionaries. It shows that their position of local autonomy, rather than having evolved out of some domestic or “tribal” leadership structure, resulted from a paradigm shift in Ottoman provincial administration as well as from a very favorable economic context, in particular the development of commercial tobacco farming in the northern highlands around Latakia. If the eighteenth century witnessed the emergence of a veritable Ottoman–ʻAlawi landed gentry, it also saw increasing social disparities lead to large-scale emigration away from the highlands toward the coastal and inland plains as well as toward the Hatay district of what is today southern Turkey.
