Prospects for the use of the “model budget” in the distribution of equalization grants in Russia

The paper analyzes the impact of the “model budget” on the problems of intergovernmental relations in the Russian Federation: a high proportion of expenditure obligations of regional and local budgets and a high degree of interregional inequality in fiscal capacity and socio-economic development. It was concluded that the planned broader use of the “model budget” will not solve the problem of unfunded mandates and will lead first to a significant reduction in incentives for regional authorities to develop the territorial revenue base, and then to economic slowdown in the country. As an alternative approach to improving intergovernmental relations, options are being considered for adjusting the parameters of the equalization transfers distribution formula, the procedure for determining their total volume and calculating the budget expenditure index. In solving the problem of unfunded mandates, an equally important role is given to the procedure for preparing a financial and economic rationale for draft laws.

For the effective functioning of local governments an important role is played by the sufficiency of the revenue base of local budgets. It is the municipal level of power in the Russian Federation that is responsible for the most important social expenditures of the state. The purpose of this work is to analyze the revenue sources of local governments, as well as the expenditures of municipal budgets in Russia in the framework of the sub-federal fiscal policy. A set of calculations based on materials from municipalities of the Russian Federation allows to determine the main directions of formation of revenues and expenditures of budgets of local governments, as well as assess the impact of the budget policy of regional authorities on incentives for the socio-economic development of municipalities. The analysis of budget revenues and expenditures by types of municipalities in Russia has been carried out in order to identify their budget solvency both in statics and in dynamics. The results of the study can be applied in studying the possibilities of improving budget policy in the direction of leveling and stimulating local governments to strengthen their own revenue base. It has been concluded that the improvement of intergovernmental relations should include measures to strengthen the tax potential of municipalities, which is impossible without ensuring stable fixed tax revenues for local budgets.

Introduction. The development of modern Russia is characterized by a high degree of differentiation in the level of socio-economic development of the constituent entities of the Russian Federation. Interregional cooperation is one of the tools to overcome this differentiation. Although new forms of such cooperation have been emerging, its potential remains underestimated. The purpose of the study is to analyze the existing and prospective forms of cooperation between the regions of Russia. Materials and Methods. The study based on a structural and substantive analysis of regulatory legal acts of the federal and regional levels, as well as on strategic planning documents, various forms of budget reporting, bilateral and multilateral agreements between the constituent entities of the Russian Federation aimed at identifying various areas, tools and mechanisms for ensuring interregional cooperation. Results. The authors have considered the tools of interregional cooperation that involve direct financial participation of regional authorities or economic entities. The role and prospects of horizontal subsidies and budget loans provided by one region to another have been identified, their legal and regulatory justification has been given; a financial assessment has been made, and the identified practices have been analyzed. In terms of the implementation of public procurement from suppliers based in other regions, the authors have estimated the degree of how closed or open the constituent entities of the Russian Federation are. Discussion and Conclusion. The authors have confirmed the idea that interregional cooperation in Russia is still underdeveloped and lacks legislative and scientific-methodological justification. The authors also assess the prospects for further development of interregional cooperation in Russia and suggest a number of measures to promote it. The results of the study can be used in the interests of the authorities to improve the system of regulation of various mechanisms of regional cooperation, as well as to develop the scientific potential in this area.

The article is devoted to the study of the impact of the resilience of Greek migrants on their expectations for future employment in connection with resettlement to permanent residence on the territory of the Russian Federation. The survey was applied on two original questionnaires and psychological testing (a questionnaire of resilience; methods of assessment of job satisfaction; scale of satisfaction with life). Some differences in the expectations of migrants are established. Thus, persons with a high degree of vitality are focused on the fact that the future work would be pleasing, stable, and there would be career prospects. Migrants with a low degree of resilience rely on a special social status of work and a good relationship with the leader. The general pattern is that resilience gives workers labour mobility, potentiates their confidence in the correctness of the decision on migration. Ultimately, migrants linked their lives to the host country through work.

The processes taking place in the modern world allow us to say that interstate integration is actively developing, and as a result, similar processes are observed in the sphere of law. In this regard, it is clear that there is a need to reflect and identify general trends in the transformation of Russian legislation under the influence of integration processes. This article attempts to identify the relationship between legal and economic integration, to determine the role and place of the EAEU integration processes in the ongoing changes in Russian business legislation, and to formulate proposals to improve the effectiveness of legal integration. First of all, it is necessary to understand the nature of the process, and the historical, legal and economic aspects of integration within the EAEU are monitored and analyzed. In addition, the results of a detailed analysis of both the regulatory component, in terms of the regulation of economic spheres, and the positions of a number of researchers of integration processes, which allowed to draw an unequivocal conclusion about the high degree of influence of the EAEU integration processes on the business legislation of the Russian Federation. Trends in the impact of the EAEU Court on legal integration and, as a result, on the transformation of Russian law have also been revealed. The opinion formulated proposals to improve the effectiveness of legal changes in the sphere of business law of Russia in connection with the integration processes of the EAEU, as well as the opinion on the need to consider the issue of giving the EAEU Court the power to resolve disputes of economic entities of the EAEU member states (international arbitration court). Attention is also drawn to the need for closer cooperation between national executive, legislative, judicial and law enforcement authorities.

Yuriy Pochta is a member of a group of independent experts of the Congress of Local and Regional Authorities, which is the pan-European political assembly representing local and regional authorities from the forty-seven member states of the Council of Europe. The Congress entrusted the Group of Independent Experts on the European Charter of Local Self-Government with the task of producing a comparative academic study. This study is based on information from Council of Europe member States affected by the regionalisation process and on recent regionalisation developments in Europe. The intention is to review the situation regarding regionalisation since the 2007 report of the European Committee on Local and Regional Democracy (CDLR). Following on from this, the idea is to achieve a broader understanding of the phenomenon from both the legal and institutional angles. The main aim of this study is to evaluate regionalisation trends, towards both more and less regionalisation, in individual countries and consequently in Europe as a whole. At the same time it seeks to determine whether the various countries considered actually have regional institutions as defined by the 2009 Council of Europe Reference Framework for Regional Democracy. In preparing his section on Russia, Yuriy Pochta proceeded from the fact that the modern Russian state emerged relatively recently - at the turn of 1980-90-s. of the 20th century and its formation, including its federal structure continues. It is shown that since 2007 the process of regionalization of the Russian Federation is developing successfully. Having opted for the creation of a democratic society, post-Soviet Russian Federation borrowed Western model, adapting it to its own circumstances. The impact of these conditions leads to the fact that it is quite difficult to relate the existing Russian federal system to the classic Western model. On this occasion Russian and Western scholars participate in a lively debate about the nature of Russian federalism - whether it is real or a simulation, whether it is in the crisis. But in 2014, in connection with the entry of the Crimea and Sevastopol to the Russian Federation, Russian federalism issues become even more urgent, raising a number of questions about the evolution of Russian federalism, the possibility of the organic integration of the two new subjects in the federation in a situation of sharp complication of Russia's relations with the West, led by the United States, caused by the political and socio-economic crisis in the Republic of Ukraine.

The article shows the possibility of solving the problem of horizontal budget equalization withinthe framework of the Russian model of program budgeting, implemented through the system of federal, sub-federal governmental programs and municipal programs. To achieve this goal, it is proposed to solve two interrelated tasks: increasing the budgetary self-sufficiency of the subjects of the Russian Federation and redistributing intergovernmental transfers in accordance with their socio-economic characteristics. To solve the first task the necessity of providing the process of management (development, implementation and monitoring) of governmental and municipal programs with the proposed measures aimed at ensuring control of the ratio of budget expenditures for the implementation of social and commercial projects is substantiated. These measures should be complemented with a time-limited policy of redistributing intergovernmental transfers, taking into account the different socio-economic situation of the subjects of the Russian Federation. For this purpose, test indicators have been calculated to determine the extent to which the annual dynamics of the actual distribution of the volumes of intergovernmental transfers between the subjects of the Russian Federation for each of the eight federal districts for the period 2000–2018 corresponds to the criterion proposed by us in previous works. Those were the negative value of the Spearman's ordinal correlation coefficient between the variables “the share of non-repayable receipts” and “the budgetary self-sufficiency potential”. An attempt is made to establish a correlation relationship between the calculated values of these indicators and the socio-economic characteristics of the federal districts. It is concluded that for a correct assessment of the impact of governmental program budgetingon regional development, it is necessary to take into account the parameters of programs at all levels of the budgetary system of the Russian Federation in the context of a separate territory, i.e. subject of the Russian Federation or their group.

Subject. This article deals with the issues related to the national economic security of the State in today's conditions. Objectives. The article aims to develop a set of special measures for additional business support to reduce the impact of restrictions imposed against the background of quarantine and the pandemic spread, and which would help prevent collapse of business entities. Methods. For the study, I used the methods of theoretical, systems, logical, and comparative analyses, and tabular and graphical visualization techniques. Results. The article proposes possible measures to support business aimed at reducing the costs of business entities due to the restrictions caused by the pandemic, that complement and explain the activities proposed by the President and Government of the Russian Federation, taking into account the regional and municipal levels. Conclusions. The uncertain current situation requires constant adjustment and adaptation of public policy in accordance with specific circumstances. Ensuring the country's economic security and sustainability associates with creation of a business organization system that connects public administration tools and business support and development opportunities under the changed environment.

Приведены результаты исследований по изучению влияния промышленной технологии возделывания картофеля на развитие, урожайность и качество продукции. Выявлена положительная реакция растений на подкормку K2SO4 в период посадки. Корреляционно-регрессионный анализ урожайности и качества клубней выявил высокую степень достоверности результатов опыта. Содержание нитратов и тяжелых металлов в клубнях было ниже допустимых величин.The results of studies on the impact of industrial technology of potato cultivation on growth, yield and quality of products. There was a positive response of plants to fertilizer K2SO4 in the period of planting. Correlation and regression analysis of yield and quality of tubers revealed a high degree of reliability of the results of experience. The contents of nitrates and heavy metals in tubers was below the permissible values.

Introduction. T e leading place in the structure of occupational morbidity of agricultural machine operators is occupied by vertebroneurological diseases, the development of which can be associated with the impact of ergonomic factors of labor activity. T e aim of the study is to assess the ergonomic factors of working conditions on mobile agricultural machinery and to identify their impact on the formation of health disorders of agricultural machine operators. Materials and methods. Complex physiological and ergonomic researches at operation of tractors and combine harvesters of old samples of domestic production including an assessment of the organization of workplaces on compliance to requirements of ergonomics and anthropometric data of workers, temporary, statodynamic, biomechanical characteristics of working poses and movements, a functional condition of machine operators (130 people aged 20–45 years with professional experience of work not less than three years) in dynamics of a work shift are carried out. Anthropometric studies were conducted among male machine operators (663 people) aged 18–59 years and with experience in the profession for more than three years. Results. The discrepancy between the size and space-layout parameters of workplaces ergonomic requirements and anthropometric data of machine operators, causing the formation of uncomfortable working positions, increasing physical activity and the severity of the labor process. A high degree of correlation between changes in the parameters of the neuromuscular system and the severity of the discrepancy between the ergonomic parameters of anthropometric characteristics of machine operators (r=0,7). T e results of the research allowed to determine the priority measures for the prevention of vertebroneurological diseases in agricultural machine operators. Conclusions. T e organization of workplaces on domestic tractors and combine harvesters of old samples does not meet the ergonomic requirements and anthropometric data of machine operators, which is the reason for the formation of an uncomfortable working posture, increased statodynamic physical activity, early development of fatigue and fatigue in the process, which can cause the development of pathological conditions of the spine and ligamentous apparatus. Ergonomic improvement of workplaces is one of the priority measures to preserve the health of agricultural machine operators.
