The aim of this paper is to explore what endogenous factors dominate in the regional development of Latvia. To achieve the aim, the following tasks were established: to examine the theoretical background of regional development; to analyze the endogenous factors of regional development in Latvia; to evaluate the significance of the endogenous development factors of regions by using expert evaluation method. The following research methodology was used: literature review, graphical method, expert evaluation method and logically constructive approach – for data evaluation and result analysis; synthesis method – to combine the elements in a unified system; social research methods – to obtain the primary information and to carry out its verification. For expert evaluation data processing the statistical and data analysis methods were used, including the data parametric grouping and correlation calculations, and the average calculations of the factors corresponding to each group. The analysis of the statistical data and the independent expert evaluation results allow concluding that the most important factors influencing regional development are the government decisions and the existing infrastructure, as well as the influence of migration, the distance from the centre and the availability of investment. These findings on regional development apply particularly to a small country where geographically and historically has formed a single highly-developed economic and political centre – the capital, and where does not exist a secondary centre. The research findings confirm the thesis that the endogenous development factors are the primary in the regional development

The choice of risk assessment procedure is one of the essential stages of efficient structuring of processes on prevention, localization and elimination of the consequences of accidents at main pipeline transport facilities. The authors analyzed themed publications and regulatory documents, governing procedures of risk assessment and forecasting of the consequences of possible accidents, and defined main problems in this area. Procedure for the risk assessment of accidents at main pipeline facilities was developed, the basis of which is the expert evaluation method. The procedure includes the determination of the main criteria for the assessment the probability of accident initiation and development and the evaluation of the severity of its consequences, an expert evaluation of criteria significance, their classification, and creation of a rating for hazardous pipeline sections. The application of the procedure application allows to specify the list of facilities that require high priority forecasting of accidents consequences, thus to optimize the distribution of resources and the overall increase of efficiency in planning while defining forces and special technical devices, necessary for containment and rectification of emergencies. Expert evaluation method application allows considering the specifics of certain enterprises, their technical and technological peculiarities, thereby increasing forecasting accuracy.

The paper presents the main advantages of hydrocarbon-based drilling mud. It is shown that mentioned types of drilling mud are produced both on the mineral and diesel fuel basis and positively impact the overall drilling rate of the wells. Alongside with this, the information on existing complications in the drilling of V and VII horizons of Bulla-deniz field has been generalized, in the context of which improved recipes of drilling mud proposed. Using expert evaluation method, the structural-mechanical and colloid-chemical properties of the drilling mud types have been compared. A new structure for wells of Bulla-deniz field has been offered.

Groundwater pollution under the intense of human activities in the Quanzhou coastal area strongly threatens the supply safety of groundwater sources. Based on hydrogeological conditions and the pollution load in this field, the multi-index evaluation method of pollution sources and improved DRASTIC model were employed to assess groundwater pollution risk. The rating and weights of each important factor were determined by expert evaluation method and three-level groundwater pollution risk index were obtained using ARCGIS software. The results show that groundwater pollution risk at the industrial-intensive areas are dominant. So it is necessary for government to control the emmision of pollutant from inducstry in the Quanzhou area.

The increasing number of pawnshops working in the shadow economy has been an important problem in Russia for several years. The paper investigates the dynamics of the number of registered pawnshops, the reasons for the toughening of their AML/CFT regulation and analyzes the further development of the industry. Based on the analyzed data, the forecast of the number of registered pawnshops up to 2020 is compiled using the consolidation of the moving average methods and the analytical trend alignment, as well as the expert evaluation method. The main methods of pawnshop activity regulation have been analyzed and an expert evaluation of the effectiveness of their implementation has been carried out. The results obtained during the study allowed the authors to formulate a hypotheses on increasing the effectiveness of the methods under consideration, as well as to offer their methods for regulating the activity of pawnshops in the field of AML/CFT. Keywords: AML/CFT, "gray" pawnshops, non-credit financial organizations, high-risk activities, the Central Bank of the Russian Federation, internal control rules.

The paper describes the problem of the uncomfortable use of a computer manipulator, based on various ergonomic indicators among users. The analysis of aesthetic and ergonomic parameters in similar product models. Three artistic images of a computer manipulator thematically related to the main function of the designed product were selected. For each artistic image, a conceptual design of the product body was created. Using the method of expert evaluations, design professionals determined the most promising outline solution of the case in terms of aesthetic qualities and compliance with the main function of the product. An experimental prototyping of the design object was carried out using sculptural clay and foam, followed by expert evaluation and refinement of the shape of the body of the product and the location of the components. The result of the study was a mock-up of a computer manipulator with a bionic shape. The object has a spectacular appearance due to the bright image of a stylized fish, and also corresponds to aesthetic and ergonomic parameters.

Purpose: This article provides a detailed description of the stages of development of an information system of personalized psychophysiological testing using expert evaluation. The process of the information system design is presented, the developed functional models, database and algorithm of testing by students-experts are demonstrated. Methodology: As a result of the analysis, the features of commercial educational institutions in the field of practical psychology, as the main influencing factor can be identified as the amount of practical training in the direction of «Psychology», which is very different from the standard curriculum. Result: In the learning process, students, who acts experts, face following problems: absence of a clear structured hierarchy of indicators (test questions) in the evaluation of tests; lack of a procedure for formalization and evaluation of various qualitative and quantitative indicators (certain types of tests; lack of an effective tool that provides support for decision-making on the selection of personality type. The proposed system will solve these problems. Applications: This research can be used for universities, teachers, and students. Novelty/Originality: In this research, the model of Development of the Procedure of Testing with the Application of the Expert Evaluation Method in Psychophysiology is presented in a comprehensive and complete manner.

In this article expert evaluation method is presented in the scope of production management in construction tasks realization detailing the nature, features and methods of implementation. Theoretical concepts are illustrated with examples and comments of the results, which contributes to a better understanding and practical application of the expert evaluation method. We recommend following method to form the expert group that will ensure the competence of their future judgments: the organizers of the expert analysis develop, on their own judgment, a list of ten people, who in turn will name ten more people, who are they believe would be necessary to include in the number of experts. From 110 candidates obtained that way, ones who are mentioned most commonly in the lists are chosen. Normally, this number would not exceed 20-30 people. The material in the article allows us to conclude that the possibilities of the method are quite broad, it can be used in solving various problems in the field of the construction industry.
