The presented work reflects the author’s algorithm of mathematical processing and possible interpretations of the results obtained when creating expert analytical systems using computer technology. As initial parameters for the construction of neural networks of the second level, it is proposed to use individual results of calculations of the ratios of a number of laboratory indicators capable of forming a single functional cluster (leukogram, indicators of water-electrolyte balance, protein fractions, etc.). Further, using the proposed calculation algorithm and the archive database, structural features in the ′deformation′ of the ratio panel were compared against the background of the growth of each indicator, a matrix table was built reflecting the degree (correlation coefficients, KCr) of the coincidence of the features of the formation of the structure of the obtained panels of the parameters determined in individual observations. At high values of KCr, a conclusion is made about their (determined parameters) unified participation in the mechanism of emerging disorders. Thus, the system allows you to establish a leading complex of associated relationships by changes in the structure of ratios in the selected panel, corresponding to the dynamics of deviation of the target (analyzed) indicator, thereby differentiating the different mechanisms of formation of pathological deviations in this patient, the manifestation and balance of their values in the system-wide response, to evaluate the specific value of the absolute indicator as the final result of such interaction at the time of examination of the patient. The approach used, proposed by the authors, allows us to evaluate not only quantitative relationships, but also the features of the manifestation of the functional properties of the evaluated indicators. All of the above significantly expands the informativeness of the obtained laboratory data, allowing us to build a reasonable paradigm of the connections of the emerging complex of pathological disorders in each individual case. In the list of references, the authors cite publications as concrete examples of the use of the proposed approach in assessing a complex of disorders with different pathological processes using different panels in calculations.

In any healthcare crisis, people typically seek out information and news about infections, expert analysis of the situation, government policies, sources of support, and so on. Research on other types of crisis situations have shown how individuals draw on information from official sources, the media, and their own contacts in order to make sense of what is going on, understand the risks, and decide how to respond to the situation at a personal level. This chapter examines what is known about individual information behaviors during a pandemic and the implications of these. The chapter includes consideration of levels, patterns, and changes in information consumption during a pandemic; the links between information consumption and pandemic-related behaviors; information content and messaging styles as tools for achieving pandemic management goals; the role of online information channels in supporting daily life during a pandemic; and technology and access to information in light of the COVID-19 pandemic to support various life activities.

ObjectiveTo perform a bibliometric analysis of studies that evaluated the barriers to access to cancer palliative care (PC).MethodsThis was a bibliometric review using MEDLINE; EMBASE; Web Of Science; LILACS and the Cochrane Library. A search was conducted with the terms Barriers, Palliative Care and Cancer. Articles whose objectives targeted barriers to access to PC were considered, regardless of the year of publication. The setting is articles published from 1987 to 2020.ResultsA total of 6158 articles were identified, of which 217 were eligible for analysis. The USA and UK being the countries with the largest number of articles on the subject (n=101, n=18, respectively). After expert analysis, the barriers were grouped into nine categories.ConclusionsBarriers related to symptom control were identified in 19% of the eligible articles, along with barriers related to health, which with 24% of occurrence in the articles, were the most frequently cited barriers. Countries which have implemented PC for some time were those with the greatest number of publications and in journals with the highest impact factors. Cross-sectional study design continues to be the most frequently used in publications.

Abstract: The purpose of this study is to develop a learning media product application of variations in the game of pencak silat for the fourth grade primary school KKG PJOK in Kedungkandang District, Malang City. This research uses the Research and Development method. The results of the learning expert evaluation were 73 percent, the media expert evaluation results were 96 percent, the game expert analysis results were 96 percent, the PJOK expert analysis results were 75 percent, the results of the analysis of the martial arts expert obtained 89 percent, the results of small group trials were obtained 84 percent and the results of large group trials were obtained 86 percent. Based on these results, it is concluded that products produced are stated to have accuracy, attractiveness, suitability, ease, clarity, and effectiveness for use. Abstrak: Tujuan dari penelitian ini adalah yaitu mengembangkan sebuah produk media pembelajaran aplikasi tentang variasi permainan pencak silat untuk KKG PJOK Sekolah Dasar kelas IV di Kecamatan Kedungkandang Kota Malang. Penelitian ini menggunakan metode Research and Development atau penelitian pengembangan. Hasil dari evaluasi pembelajaran diperoleh 73 persen, hasil dari evaluasi ahli media diperoleh 96 persen, hasil analisis ahli permainan diperoleh 96 persen, hasil analisis ahli PJOK diperoleh 75 persen, hasil analisis ahli pencak silat diperoleh 89 persen, hasil dari uji coba kelompok kecil diperoleh 84 persen dan hasil uji coba kelompok besar diperoleh 86 persen. Berdasarkan hasil tersebut disimpulkan bahwa produk yang dihasilkan dinyatakan memiliki ketepatan, kemenarikan, kesesuaian, kemudahan, kejelasan, dan keefektifan untuk digunakan.

The need to implement a project to provide scientific support for financial planning for the development of territorial communities in eastern Ukraine is due to the presence of major risks arising from the military conflict and the COVID pandemic. The implementation of the project on decentralization of fiscal processes in territorial communities in the East of Ukraine will help communities to orientate in financial planning, as well as will benefit other stakeholders. The purpose of the article is to substantiate the project on the need and possibility of scientific support for the decentralization of fiscal processes in territorial communities in eastern Ukraine. The object of research - territorial communities in eastern Ukraine. Methods used in the study: comparative and expert analysis, detailing and generalization. The hypothesis of the study was the assumption that the project to decentralize fiscal processes in local communities in eastern Ukraine should be implemented by experts - economists and lawyers in the number of six people who will perform the proposed list of scientific and analytical work within - six months. Presentation of the main material: in order to intensify the process of decentralization of fiscal processes in territorial communities in eastern Ukraine, it is appropriate to implement a project involving the formation of a group of experts (economists and lawyers), logical and related research to be carried out by specific experts. which should get the appropriate results. The proposals developed by experts will create sustainable financial mechanisms that will help reduce the risk of disasters at the community level. The originality and practical significance of the study lies in the proposal to involve in the project relevant specialists who must perform the established list of scientific and analytical work and obtain concrete results. Conclusions and prospects for further research. Substantiation of the project on the need and possibility of scientific support for decentralization of fiscal processes in local communities in eastern Ukraine led to the conclusion that the project will help local communities in eastern Ukraine to understand the features of financial planning, as well as benefit other stakeholders. financial opportunities and sources of development of territorial communities in order to strengthen their economic potential. The proposals developed by experts will create sustainable financial mechanisms that will help reduce the risk of disasters at the community level. Further research should be aimed at implementing the proposed proposals and evaluating their effectiveness.

The purpose of the article is to assess the accessibility of electronic educational resources (EER) published in the university Moodle Learning Management System (LMS). The analysis involved 22 EERs in mathematical and information technology disciplines, located in the Moodle LMS of the V. I. Vernadsky Crimean Federal University. The examination algorithm included analysis using the Web Accessibility Evaluation Tool (WAVE) and expert analysis of web accessibility using visual, auditory and manual methods based on 89 checklist attributes. In the result of the analysis, multiple accessibility errors of the Moodle platform and the EERs hosted on it were found. The most serious platform problems include: lack of compatibility with text browsers; errors of reproduction by screen readers; errors of content reproduction on mobile devices. The list of accessibility errors made by the authors of EERs includes: incorrect design of hyperlinks (22.7 % of the EERs); lack of subtitles (13.6 %), transcripts (22.7 %), synopses of video lectures (27.3 %); lack of alternative descriptions for figures (68.2 %); time limit for tests (9.1 %); lack of special markup for mathematical notation (36.4 %) and program code (13.6 %), etc. Results of the survey show need in training of EERs’ authors in technologies for developing accessible educational web content. It is advisable to familiarize web developers deploying an LMS at universities with the basics of web accessibility, LMS accessibility functions and modules in order to select the most suitable platform, determine and install the required set of accessibility tools. Before launching all EERs should be subject to mandatory examination for compliance with the web accessibility guidelines.

Application Programming Interfaces (APIs) are software tools that help different programs work together. APIs can improve an organization's presence on the Web with tools that integrate various useful, popular programs. This study aimed to identify appropriate web-based APIs used by the most popular public library websites for presentation on Iranian public libraries’ websites. For this purpose, we conducted this study in two stages: In stage one, Web APIs were identified by reviewing the websites of the top public libraries in the world. Then, in stage two, using the obtained results, important Web APIs were selected utilizing experts' opinions (the heuristic method). In stage one, the 30 Web APIs in two categories were identified: 10 public Web APIs and 20 private Web APIs. Then, in stage two, 7 public APIs and 17 private Web APIs for these websites were selected, based on expert analysis. The results of this study can be used to improve the design of public library websites and enhance the communication of such websites' presence on the Web.

The total number of automobiles in Russia currently equals 55 mln., 45 mln. of which are passenger cars. Although the number of traffic accident is going down year by year, the problem remains very urgent, the number of people killed in such accidents is over 16 th., and the number of injured — 190 th. One of the most common types of traffic accidents is accidents with pedestrians, which happen through the fault of drivers or the pedestrians themselves. The conducted analysis made it possible to establish the influence of visibility from the driver’s seat in modern vehicles of М1 category on this type of traffic accidents. The analysis of visibility from the driver’s seat, specifically determining the angles of blind spots formed by the pillars of front windows, was done for one of the flagship Japanese models Toyota Land Cruiser 200. Research showed that the angle of blind spots formed by the front pillars of the bodies of a number of modern cars can exceed the value set by the Russian state standard (GOST) by 30 %. It is recommended to conduct an investigative experiment to assess the visibility from the driver’s seat when examining the circumstances of road accidents with pedestrians.

This article proposes a methodology for assessing the state of arable fields based on the use of Sentinel 2 satellite data. The essence of this methodology is cluster analysis of NDVI vegetation index profiles for a number of years, as well as expert analysis of the obtained results. The proposed method for assessing the state of arable fields has been tested on the example of arable lands of East Kazakhstan Agricultural Experimental Station LLP. This method can be used to optimize crop placement.
