Estimation of willingness to pay for wastewater treatment

The aim of this study is to analyse residents' acceptability (willingness to use) of a wastewater treatment plant in their region and to evaluate citizens' Willingness to Pay (WTP) for the public provision of central wastewater treatment. We present a case study on rural and seaside tourist areas of the Municipalities of Lappaion, Georgioupolis and Krioneridas located in North-West Crete. For this purpose, a double bound dichotomous choice format contingent valuation study was conducted where members of 326 households were interviewed with face to face interviews. Mean WTP was found to be 44 € to be paid as an additional charge on the water bill, which is considerably higher than the estimated amount needed for the investment.

Abstract Incorporating the health impacts into all kinds of policy decisions has become the shared expectations of policymakers and the public, hoping to obtain the most significant health benefits with the least policy costs. The value of statistical life (VSL), which represents the additional cost that individuals are willing to reduce the risk of death, is a core tool for monetizing health impacts. Though VSL has been widely studied internationally, the existing VSL research in China has limitations on regional representativeness, questionnaire design, and discussion of influencing factors. To fill these research gaps, we selected six representative cities in six typical provinces based on cluster analysis and conducted a face-to-face contingent valuation interview (n=3936) from March 7, 2019, to September 30, 2019, using the hypothetical vaccine as the payment tool followed by double-bounded dichotomous choice questions. The respondents' willingness to pay (WTP) to reduce the death risk from air pollution was elicited and used to quantify the VSL of typical urban residents. Also, we discussed the determinants of WTP and VSL in comparison with previous studies. Results showed that the WTP varied from 455-763 yuan, corresponding to a VSL range of 3.79-6.36 million yuan (price in 2019) in different cities. Therefore, the VSL in China in 2019 was estimated to be 5.10 million yuan, which was 1.2-41 times of the previous studies (in 2019 price). It was also proven that influencing factors such as monthly expenditure levels, environmental concerns, risk attitudes, and assumed market acceptance, which had been seldom discussed in previous studies, had significant impacts on the WTP and the VSL. There were substantial differences in the influencing factors of residents' WTP in different cities, which provided a reasonable explanation for the large gap of the VSL among six representative cities.

The study deals with the evaluation of the recreational benefit of a reclaimed water reuse project in the municipality of Ferrara, north Italy, by means of the contingent valuation method. It also provides an analysis of the public acceptance of the project, determined by eliciting the willingness of the local people to contribute to the realization of this project in monetary terms (their willingness to pay). The project involves the upgrade of the existing wastewater treatment plant by conventional (rapid sand filters) and natural (constructed wetland) treatments. The latter will be constructed within the urban park surrounding the wastewater treatment plant area and will combine the objectives of both wastewater treatment with recreational services, since they will create equipped green areas open to the public. The study is based on the answers provided by 400 respondents, who are residents in the four districts of the municipality of Ferrara. It emerges that willingness to pay is strongly influenced by the socio-economic characteristics of the respondents, with an amount on average of 48 €/family.

The volume of Treated Wastewater (TW) produced in Oman is increasing, due to increased connection of houses to the sewage network and increased construction of wastewater treatment plants. Despite 68% of the TW been used for irrigating urban landscapes, 10.3 Mm3 TW has been discharged to the sea in 2014. Wastewater treatment plants are owned and operated by private companies, which aspire to sell excess TW, particularly to farmers, in order to recover cost of wastewater treatment. This paper has used the Contingent Valuation Method (CVM) to estimate the farmers’ Willingness to Pay (WTP) for TW for farm irrigation. Seventy two farmers responded to a face-to face interview on eliciting WTP to purchase TW as irrigation water, out of a total population of 400 farmers in Seeb region who have farms in proximity to a wastewater treatment plant. The results indicated that farmers’ WTP for TW was on average 0.111 OR/m3. WTP for TW was significantly affected by the income of farmers and whether the farm is a market oriented or non-market hobby oriented farm. The percentage of farmers willing to pay the average price or higher was 38%. Most farmers are not willing to pay the price currently charged by the wastewater treatment company for landscaping irrigation (0.220 OR/m3) given the large volumes required for farm irrigation. Even rich farmers maintaining hobby farms are willing to pay only 0.128 OR/m3 versus 0.087 OR/m3 by the market oriented farmers. The WTP for TW is higher than the prices reported (OR 0.005 to 0.023 OR/ m3) for groundwater used in agriculture in Oman. .

This study sought to determine farmers’ willingness to pay (WTP) for 2-wheel tractor hiring services in Northwestern Ethiopia. Survey questionnaire related to CVM was designed and face-to face interview were made to collect the data. Moreover, focus group discussion used to generate qualitative information on household characteristics. Both purposive and stratified sampling techniques were used based on gender, wealth class and soil type of the sampled households. For the study, a total of 144 farm households were considered using double bounded contingent valuation methods approach with an open-ended follow-up question. The study result indicated that the mean amount of money farmers is willing to pay was 1121.026 ETB (56.05 USD) per hectare. Econometric results confirm that the education level of households, land size of households, male labor availability and soil type were the factors that affecting the farmers’ level of willingness to pay positively. However, age of households and tropical livestock unit (TLU) were the factors that affected the same negatively. About 80% of the sampled farmers were willing to use 2-wheel THS. The finding of this study showed that farmers demand for improved 2-wheel THS is high. Hence, there is a need to consider the above factors to introduce 2-wheel tractor hiring service for cultivation practice in the study area.

Management of Waste Electric and Electronic Equipment (WEEE also called e-waste) has become an issue of critical importance recently also in the frame of industrial ecology besides waste management per se, mostly due to their content in hazardous materials and the extensive implications of any intervention in a broad industrial spectrum. The effectiveness of any landfill diversion scheme depends on its acceptance by the local community and the industry, as well as adequate funding. This paper presents a contingent valuation approach in order to examine public environmental awareness and to assess the willingness-to-pay (WTP) for the environmentally sound management of WEEE in Greece, based on a suitable, customized and easy-to-comprehend questionnaire. The survey revealed a still relative public ignorance on the subject and a reluctantly limited WTP. The latter is mostly triggered by the fact that respondents believed that associated expenses should be covered either by authorities or manufacturers (protest votes). However, based on the responses of those declaring a positive WTP, the average fee respondents are willing to pay exceeds the current recycling fee. Thus, existing recycling fees could be potentially increased in order to cover additional expenses for the development of infrastructure in areas not currently included in the national WEEE recycling program, as well as to provide the public with a dense network of disposal sites/bins in an effort to boost participation and WEEE recycling rates.
