The article reveals the main reasons that hinder the development of infrastructure and logistics of Russian grain exports. These include, first of all, the underdevelopment of production, transport and market infrastructure; traditional discrepancy between the placement of grain production volumes and the capacities of elevators and granaries; significant stretching of rail and road communications, as well as shortcomings in the use of vehicles; the imperfection of the logistics schemes for the promotion of grain cargo and the relatively high cost of the services provided during their storage and transshipment. Therefore, the accelerated development of infrastructure and transport and logistics support for grain export deliveries in the country should include: an increase of almost one and a half times the nominal grain transshipment capacity; priority development of port infrastructure in the Baltic and Azov-Black Sea basins; increase in throughput capacity of port railway stations, access roads and highways; improving the management of grain commodity flows, the basis of which should be the introduction and development of the principles, forms and methods of logistics, the development and implementation of logistics schemes; reduction of infrastructure and logistics costs within the vertical grain supply chain.

Jean Echenoz’s text presents Victoria’s story who runs away from Paris, believing that she has killed her lover. Her straying (that embraces the form of a relative deterritorialization in a Deleuzian sense) lasts one year and it is built up geographically upon a descent (more or less symbolical) to the South of France and, after that, she comes back to Paris and encloses the spatial and textual curl. From a spatial point of view, she turns into a heterotopia (Foucault) every place where she is located, fact that reflects her incapability of constituting a personal, intimate space. The railway stations, the trains, the hotels, the improvised houses of those with no fixed abode are turning, according to Marc Augé’s terminology, into a « non-lieux » that excludes human being. Her vagrancy is characterized through a continuous flight from police and people and through a continuous decrease of her standard of living and dignity. It’s not about a quest of oneself, but about a loss of oneself. Urged by a strong feeling of culpability, her vagrancy is a self-punishment that comes to an end when the concerns of her problems disappear and she finds out that her lover is alive.

AbstractThis paper proposes an algorithm for the cooperative operation of air conditioning facilities and the energy storage system (ESS) in railway stations to minimize electricity. Unlike traditional load patterns, load patterns of an urban railway station can peak where energy charge rates are not high. Due to this possibility, if applying the traditional peak-reduction algorithm to railway loads, energy changes can increase, resulting in higher electricity bills. Therefore, it is required to develop a new method for minimizing the sum of capacity charges and energy charges, which is a non-linear problem. To get a feasible solution for this problem, we suggest an algorithm that optimizes the facility operation through two optimizations (primary and secondary). This method is applied to the air-quality change model for operating air conditioning facilities as demand-response (DR) resources in railway stations. This algorithm makes it possible to estimate operable DR capacity every hour, rather than calculating the capacity of DR resources conservatively in advance. Finally, we perform a simulation for the application of the proposed method to the operation of DR resources and ESS together. The simulation shows that electricity bills become lowered, and the number of charging and discharging processes of ESS is also reduced.
