The dramatic increase in international food and fuel prices in recent times is a crucial issue for developing countries and the most vulnerable to these price shocks are the poorest segments of society. In countries like Pakistan, the discussion has focused on the impact of substantially higher food and fuel prices on poverty. This paper used PSLM and MICS household level data to analyze the impact of higher food and energy prices on the poverty head count and the poverty gap ratio in Pakistan. Simulated food and energy price shocks present some important results: First, the impact of food price increases on Pakistani poverty levels is substantially greater than the impact of energy price increases. Second, the impact of food price inflation on Pakistani poverty levels is significantly higher for rural populations as compared to urban populations. Finally, food price inflation can lead to significant increases in Pakistani poverty levels: For Pakistan as a whole, a 20% increase in food prices would lead to an 8% increase in the poverty head count.

Purpose – Taxing tobacco is one of the most effective means to reduce smoking but concerns about the impact on poor smokers are a barrier. New Zealand resumed increasing tobacco taxes in April 2010. The paper hypothesised smokers would attempt to stop smoking and/or adapt, changing their smoking behaviours in response to price increases. The paper aims to discuss these issues. Design/methodology/approach – The authors conducted a door knock survey of smokers and recent ex-smokers who were home when visited. Participants (n=428) were from socioeconomically deprived neighbourhoods of Auckland with large proportions of Māori and Pacific Island people. Findings – Many smokers (66 per cent) attempted to quit an average of 3 times. More than 40 per cent stopped for at least 24 hours without intending to quit altogether, monthly or more. Consumption reduced among 40 per cent of participants, by an average 7.1 cigarettes daily. More than a fifth of participants switched to cheaper brands. Switching from factory made cigarettes to roll your own tobacco (6 per cent) or vice versa (5 per cent) was uncommon. Research limitations/implications – The method resulted in a low response rate. Tobacco tax is associated with reduced consumption and high levels of frequent quit attempts in socioeconomically deprived communities therefore our study supports tax increases as a means of reducing smoking. Originality/value – This is the first paper to investigate the effect of large recent New Zealand tobacco tax increases on low-income smokers’ adaptive behaviours.

The impact of the so-called "food-feed-fuel competition" on hunger has been a major concern worldwide. In addition, the environmental impacts caused by increases in the production of certain foods have made food supplying even more challenging. As few studies have dealt with this issue in Brazil, this paper aims to evaluate the country's nutritional situation since 1995, focusing on the effects of producing animal feed and biofuels on both the domestic availability of food and the role of Brazil as a food supplier to foreign countries. We estimate the quantity of nutrients produced in the country, compare them with the necessities of Brazilians and estimate the population that could be fed by means of Brazilian exports. The results indicate that despite the food-feed-fuel competition, the supply of food has increased and has been sufficient to nourish all Brazilians plus a number even larger of foreigners. As food availability is adequate, the large number of Brazilians still exposed to undernourishment reflects the limited access to food by low-income consumers. We also conclude that Brazil could contribute even more to feed foreigners if policies were implemented aiming to induce farmers to produce a different sort of products.

In analyzing the impact of recent energy price increases on agriculture, agricultural economists have suggested the possibility of substitution of labor for farm machinery inputs [3, pp. 881-833] [17, pp. 195-196]. Since large energy input is embodied in farm machinery [14, p. 195], energy-price increases not only raised costs of machinery fuel, but also provided a cost-push effect on other fixed and variable machinery cost components. However, these potential price incentives have not been sufficient to reverse aggregate historical trends towards larger equipment in current machinery purchases [11, 15]. Understanding the nature of recent shifts in optimum machinery size on different farm sizes is important for consideration of future farm size and labor-capital structure of agriculture.
