The four labor unions and two environmental organizations that comprise the Blue Green Alliance worked intensively during the fall of 2008 and winter of 2009 to craft a joint statement on comprehensive climate change policy. The United Steelworkers, Sierra Club, Communications Workers of America, Natural Resources Defense Council, Laborers International Union of North America, and Service Employees International Union together released a policy statement on climate change and energy in late March. The goal of this undertaking is to articulate a framework by which the United States can rapidly put millions of Americans back to work building a clean-energy economy and reducing global warming emissions to avoid the worst effects of climate change.

After four years of not simply inaction but significant retrogression in U.S. climate change policy, the Biden administration has its work cut out. As a start, it needs to undo what Trump did. The Biden administration took a step in that direction on Day 1 by rejoining the Paris Agreement. But simply restoring the pre-Trump status quo ante is not enough. The United States also needs to push for more ambitious global action. In part, this will require strengthening parties’ nationally determined contributions (NDCs) under the Paris Agreement; but it will also require actions by what Sue Biniaz, the former State Department climate change lawyer, likes to call the Greater Metropolitan Paris Agreement—that is, the array of other international actors that help advance the Paris Agreement's goals, including global institutions such as the International Maritime Organization (IMO), the Montreal Protocol, and the World Bank, as well as regional organizations and non-state actors. Although the Biden administration can pursue some of these international initiatives directly through executive action, new regulatory initiatives will face an uncertain fate in the Supreme Court. So how much the Biden Administration is able to achieve will likely depend significantly on how much a nearly evenly-divided Congress is willing to support.

Despite growing evidence of significant impacts from human-induced climate change, policy responses have been slow. Understanding this policy inertia has led to competing explanations, which either point to the need to build a consensual politics separated from economic partisanship, or which encourage solidarities between environmental and social movements and issues. This article analyses a recent successful mobilisation, leading to the passage of the Clean Energy Act in Australia, to explore the relationship between attitudes to environmental and social protection, particularly among the core constituency in favour of stronger climate action. Using social survey data from the Australian Election Study, the article finds evidence of independent associations between prioritising environmental concerns and support for welfare state expansion, and a realignment of materialist and post-materialist values. This we argue is consistent with Polanyian analysis that posits a link between social and environmental causes based on resistance to commodification.

Energy “sustainability” and energy supply have again emerged as central public policy issues and are at the intersection of the economic, environmental, and security challenges facing the nation and the world. The goal of significantly reducing greenhouse gas (GHG) emissions associated with energy production and consumption, while maintaining affordable and reliable energy supplies, is one of the most important issues. Among the strategies for achieving this goal, increasing the efficiency of energy consumption in buildings is being emphasized to a degree not seen since the 1970s. “End-use” efficiency is the core of the State of California’s landmark effort to reduce its GHG emissions, of other state and local climate-change initiatives, and is emphasized in emerging federal GHG abatement legislation. Both economic and engineering methods are used to analyze energy efficiency, but the two paradigms provide different perspectives on the market and technological factors that affect the diffusion of energy efficiency. These disparate perspectives influence what is considered the appropriate role and design of public policy for leveraging not just efficient end-use technology, but other sustainable energy technologies. We review the two approaches and their current roles in the GHG policy process by describing, for illustrative purposes, the U.S. Environmental Protection Agency’s assessment of energy efficiency in the American Clean Energy and Security Act of 2009 Discussion Draft. We highlight opportunities and needs for improved coordination between the engineering, economic and policy communities. Our view is that a better understanding of disciplinary differences and complementarities in perspectives and analytical methods between these communities will benefit the climate change policy process.

Significance Beijing is seen as a potential global leader on climate change following US President Donald Trump’s June 2 announcement that Washington will pull out from Paris Agreement. China, the world’s largest greenhouse gas emitter, has already won applause simply by promising to honour existing commitment to the international climate accord. Impacts China prefers to aid developing countries through its South-South fund, so it is unlikely to contribute to the Green Climate Fund. Concerns over competitiveness, especially in export industries, will weaken the national carbon trading scheme due to launch this year. China will negotiate energy sector deals with the United States on economic criteria rather than environmental or climate impacts.

It is a long-held belief among scholars and practitioners that the State of California is a notable subnational leader in environmental and climate change policy. This article focuses primarily on four essential contextual factors that explain why and how within the United States’ federal system of government California has become such an important leader, performing far in excess of the national government and most other states. These essential factors are preferences, authority, capacity, and effectiveness. The article then moves to the multifaceted implementation strategy California policy makers have employed to realize their environmental goals. Finally, despite the history of strong leadership, the state continues to face a host of significant challenges in realizing its ambitious climate change goals for the coming decades.

A global shift away from diets dominated by meat, dairy and eggs to mainly plant-based diets is as necessary in mitigating anthropogenic climate change as the shift away from fossil fuels. Yet a large awareness gap exists about animal agriculture's contribution to greenhouse gas emissions. Recent studies in Australia and the United States show this issue is represented in less than 1 percent of all newspaper articles about climate change. This chapter examines the opportunities and barriers in addressing the livestock sector's impact on climate change. Policy recommendations in the literature are compared with the responses of governments, industry and the NGO sector. Australia's unique socioeconomic and cultural ties to livestock production and the consumption of animal products represent a significant barrier to demand-side mitigation. An analysis of newspaper articles mentioning animal agriculture's link to climate change in The Sydney Morning Herald between 2006 and 2014 provides insights into the facilitation and shaping of public awareness on the issue to date. The findings can inform strategies to increase future media coverage and encourage a more engaged discourse on demand-side mitigation.
