During the first three decades of the post-war period, the Netherlands developed a system of welfare provision that by most standards belonged to the most equitable and solidaristic in the world. It did so under the patronage of Christian democratic governments, which are generally viewed as being predisposed to rejecting solidaristic welfare reform. The purpose of this article is to explain why the Dutch Christian democrats came to adopt such a solidaristic welfare stance during the formative post-war period of welfare state expansion. Rather than attributing this stance to electoral or strategic considerations, this article focuses on the formative role of the Christian democratic labour union movement in persuading these parties to gradually adopt a more solidaristic welfare stance.In de eerste drie decennia van de naoorlogse periode ontwikkelde Nederland een stelsel van sociale voorzieningen dat naar de meeste maatstaven tot het meest rechtvaardige en solidaristische ter wereld behoorde. Dit stelsel kwam tot stand met steun van christendemocratische regeringen, waarvan over het algemeen wordt aangenomen dat zij geneigd zijn solidaristische welzijnshervormingen af te wijzen. Het doel van dit artikel is om te verklaren waarom de Nederlandse christendemocraten een solidaristische welvaartskoers zijn gaan varen in de naoorlogse periode, een tijdvak dat gekenmerkt werd door uitbreiding van de verzorgingsstaat. In plaats van deze houding toe te schrijven aan electorale of strategische overwegingen, richt dit artikel zich op de christendemocratische vakbeweging. Deze speelde een invloedrijke rol in het overreden van christendemocratische partijen om geleidelijk een meer solidaristische welvaartshouding aan te nemen.

Abstract Traditional accounts of state expansion and of the rise of state schooling in the nineteenth century emphasize economic, political, and social development as well as conflict and domination. These accounts explain the introduction of new state structures, like ministries of education, rules of compulsion, and the general elaboration of bureaucracies. This article contributes to the historical sociological study of state expansion with specific regard to schooling by refocusing on the role that macrocultural processes of social scientization played in shaping the discursive construction and expansion of the state. Designed to analyze the 1.3 million speeches given in the UK parliament during the nineteenth century, the research reported here supports the argument that the development, professionalization, and institutionalization of the social sciences—social scientization—was a powerful force of cultural construction across the West and was positively associated with expanded notions of the state, as evidenced with the case of the United Kingdom. This article therefore not only provides an important alternative view to those who emphasize economic and social transformation but it also advances the empirical study of the powerful role that social science, as generative institution of cultural construction, played in shaping official discourses of the state—in this instance, the schooling state.

Stochastic reaction networks are a fundamental model to describe interactions between species where random fluctuations are relevant. The master equation provides the evolution of the probability distribution across the discrete state space consisting of vectors of population counts for each species. However, since its exact solution is often elusive, several analytical approximations have been proposed. The deterministic rate equation (DRE) gives a macroscopic approximation as a compact system of differential equations that estimate the average populations for each species, but it may be inaccurate in the case of nonlinear interaction dynamics. Here we propose finite-state expansion (FSE), an analytical method mediating between the microscopic and the macroscopic interpretations of a stochastic reaction network by coupling the master equation dynamics of a chosen subset of the discrete state space with the mean population dynamics of the DRE. An algorithm translates a network into an expanded one where each discrete state is represented as a further distinct species. This translation exactly preserves the stochastic dynamics, but the DRE of the expanded network can be interpreted as a correction to the original one. The effectiveness of FSE is demonstrated in models that challenge state-of-the-art techniques due to intrinsic noise, multi-scale populations and multi-stability.

There are significant inequalities in health by socio-economic status, race/ethnicity, gender, neighbourhood deprivation and other axes of social inequality. Reducing these health inequalities and improving health equity is arguably the ‘holy grail’ of public health. This article engages with this quest by presenting and analysing historical examples of when sizeable population-level reductions in health inequalities have been achieved. Five global examples are presented ranging from the 1950s to the 2000s: the Nordic social democratic welfare states from the 1950s to the 1970s; the Civil Rights Acts and War on Poverty in 1960s USA; democratisation in Brazil in the 1980s; German reunification in the 1990s; and the English health inequalities strategy in the 2000s. Welfare state expansion, improved health care access, and enhanced political incorporation are identified as three commonly held ‘levellers’ whereby health inequalities can be reduced – at scale. The article concludes by arguing that ‘levelling up’ population health through reducing health inequalities requires the long-term enactment of macro-level policies that aggressively target the social determinants of health.

In the face of a global demographic shift, an aging population and a ‘crisis’ in adult social care (ASC), this study analyses over 3000 pledges on ASC in political parties’ manifesto discourse following the United Kingdom’s move to a multi-level electoral politics in 1998/1999. Although often overlooked, attention to this formative phase of social policy-making reveals the discursive political antecedents of welfare interventions. The analysis shows a major increase in issue-salience and party politicisation of ASC policy. The discourse reveals political cleavages on welfare mixes and policy framing, and sub-state resistance to central government policies. Against the backdrop of the international rise of devolved governance, the present case is of wider international significance because it illustrates how the transition from state-wide to (quasi-)federal electoral practices gives rise to new territorial dynamics in the electoral discourse of welfare provision; in turn, promoting territorialisation, pressure for welfare state expansion and the rise of ‘sub-state’ welfare regimes.

While the 1964 election marked a high point in confidence in state-led modernization, by the 1970s there was a widespread loss of faith in the ability of governments to deliver on their promises. Long-term planning was replaced by short-term crisis management. The Scottish and Welsh nationalists and the Liberal Party created the authority of the Westminster duopoly, reinvigorating the local campaign with their ‘pavement politics’. However, the New Right was the main beneficiary of this crisis. As Conservative Party leader from 1975, Margaret Thatcher believed that politics had been debased by parties competing for power by making promises of state expansion and greater public spending which were unrealistic and led to poor outcomes. Thatcher based the Conservatives’ 1979 manifesto around a small number of pledges, reviving the anti-promise rhetoric which had been key to Baldwin’s appeal in the 1920s and 1930s.
