This paper presents the Process Improvement Request System initiated at SUNY Empire State College as a case study for institutional change management. Through this system, employees can submit suggestions for improving any kind of institutional processes at the college using an Information Technology “ticketing” system like the one used for technical issues. These communications are addressed, tracked, and stored by the Process Improvement Committee which includes representatives from all areas of the college. The Process Improvement Request System addresses many critical goals including 1) the storage of process issues, concerns, and suggestions; 2) a mechanism for addressing these; 3) open access to all employees (and to students through employee representatives) to submit ideas; 4) the ability to make suggestions about all levels of process issues, from college wide to personnel specific; 5) anonymity for making a request when desired; and 6) a feedback loop about the effectiveness of new processes. In this paper, the essential aspects of this project are discussed and analyzed. The paper also enables readers to ascertain the viability of such a project at their campuses and invites them to reach out to the authors if they have questions about doing so.

With Mosaics of Knowledge, Andrew Riggsby has produced a very ambitious and thoughtprovoking book. Like Daryn Lehoux’s What Did the Romans Know? [2012], Riggsby’s new book reminds us that the Romans did not see science or technology as we do. However, where Lehoux focuses on a philosophical exploration of how the Romans made sense of the natural world, and why they saw such a different world from the one that we do, Riggsby explores how the Romans understood and used several types of information technology. Here I summarize and comment on what I consider to be the key contributions of each chapter. At the end of the review, I will give some general comments on the book as a whole. Reviewed by: Jason C. Through the past seven years, our research group has engaged in a participatory action research collaboration with a variety of community partners to explore understandings, possibilities, and commitments for a new community networking infrastructure in State College, Pennsylvania. This paper describes a case study of multifaceted information technology infrastructures, and of collaborating with the plethora of actors and institutions that are stakeholders in such infrastructures. Information technology projects increasingly depend upon the commitment and energies of a great diversity of stakeholders. Understanding better how such broad projects move forward is critical to society.

PurposeThis paper tries to generalize business process improvement (BPI) methodology. It utilizes the seven-waste framework as an essential step in the methodology. While the seven-waste concept is usually applied for manufacturing activities, this paper tries to explore the applicability of it to office-work activities. Also, this paper demonstrates that information technology can be used as a tool for reducing waste in the office-work.Design/methodology/approachA comprehensive literature review of BPI methodology studies was conducted in order to propose systematic flowcharts to represent the sequence of processes involved in each step of BPI methodology. The proposed flowcharts are applied to a case study in supply chain planning and allocation planning at a manufacturing company. The seven-waste framework is designed as part of the step, in which equivalency between the definition of waste found on the production floor and waste found in office work is presented.FindingsThe BPI methodology generally follows five steps: initialization, selection, design, implementation and evaluation. The seven-waste framework is effectively applied in the selection step. The case study shows that information technology can be used as a tool in business process improvement to reduce waste in the business process.Practical implicationsThe case study indicates that the proposed framework and methodology are proven able to reduce the three key performance indicators. They are the number of steps from 54 to 24 (55% reduction), processing time from 890 min to 313.5 min (64% reduction) and the number of the manual process from 41 to 17 (59% reduction).Originality/valueThis paper proposes a generalization of BPI methodology, the seven-waste framework in the selection step of the BPI methodology, the seven-waste concept in office-work activity and the use of information technology for BPI by reducing waste in office-work activity.

Purpose of the study: This study aims to examine the causes of seaport congestion at Chittagong seaport. Seaports are vital instruments of international trade and a key to the economic growth of any country. Seaport congestion is a significant issue faced by most of the seaport. Shipping lines carry the cargo from one seaport to another; seaport congestion faced at the one port has a detrimental effect on the economy and trade of the country. Methodology: This study used the survey-based data collected design through convenience sampling from the port employees. The collected data were analysed with SmartPLS 3.2.1. Main Findings: The results of importance-performance matrix analysis (IPMA) reveals that the three most important factors causing the congestion at seaport are information technology, equipment, and time. Research implications: The study findings advocate that seaport authorities need to improve the information technology use at the seaport as well as the equipment utilised for handling the cargo. However, congestion issues can only be resolved by taking a holistic approach and involving all the stakeholders to improve the Chittagong port efficiency as well as bringing trade growth for the country. The novelty of the study: Current work is that the data was collected from one seaport only but the analysis supported the arguments that the seaport equipment, labour, and customs significantly contributing to the seaport congestion. However, the impact of the infrastructure and information technology is insignificant on the seaport congestion as perceived by the study respondents.
