Abstract One of the measures of the quality of education system is equal access to the education opportunity to enable learning for everyone. In the recent years, multiple conventions, declarations, announcements and resolutions regarding inclusive education have been approved internationally and included in the Latvian law of education. Nevertheless, even with the abundant amount of data and previous research results, the introduction and provision of inclusive education in practice has been controversial. The main focus has been placed on child inclusion within the educational system, but support for teachers and parents or legal guardians has not always been sufficient. For inclusive education to be truly successful, all involved parties should be receiving adequate support. Aim of the present study: analysis and evaluation of the present state of inclusive education framework and its success within the Latvian educational system. Materials and methods: literature review, survey. Conclusions: Inclusion of children with special educational needs in the inclusive education framework is a complicated pedagogical and psychological process requiring a specific attitude and preparedness of the education professionals, school staff, parents, children and society as a whole.

ABSTRACT Objective To assess the diagnostic status, the sociodemographic and health profiles for students with special educational needs (SEN) in a public educational system, and to map their use of educational/social services. Methods The sample comprised 1,202 SEN students from a total of 59,344 students. Results Only 792 students of the 1,202 had an established diagnosis. The most prevalent SEN condition was intellectual disability. There was a low percentage (29.4%) of use of specialized educational services or support. It was found that, for some neurodevelopmental disorders, prevalence data suggest an under-reporting in the school system. Conclusion Results suggest that there is a mismatch between the diagnostic reports and the SEN condition legally recognized according to Brazilian law, in addition to the under-reporting and under specialized service use of students with disabilities.

In Norway, there has been an increasing focus on the importance of the quality of early childhood education and care (ECEC). Several challenges have been identified, including significant criticism of the quality, validity and usability of special educational needs (SEN) practices. This primarily means that kindergarten employees do not seem to be aware of their practices and how their practices can be developed and improved. The research question in this chapter is how video observation and video-based conversations can contribute to developing the quality of employees’ special educational needs practices in kindergarten. The theoretical part of the chapter is based on various approaches, but Jakob Meløe’s concept of the ‘aware gaze’ is the main inspiration. The data were gathered through video observations and video-based conversations, and the chapter presents two kindergarten employees’ SEN practices. Using video-based conversation, they were able to reflect upon and aquire new knowledge relating to their own practice. The results show that it may help to consider inspiring kindergarten employees to use video observation and video-based conversation as meaningful tools to help employees reflect upon their own experiences and practices, thus contributing to the development of high-quality kindergartens.
