In recent years, mission-oriented approaches have received growing interest in science, technology and innovation (STI) policies against the background of two developments. First, while so-called “horizontal” or “generic” approaches to research, technology and innovation policies have largely been successful in improving the general innovation performance or the rate of innovation, there are perceived limitations in terms of insufficiently addressing the direction of technological change and innovation. Second, “grand societal challenges” emerged on policy agendas, such as climate change, security, food and energy supply or ageing populations, which call for thematic orientation and the targeting of research and innovation efforts. In addition, the apparent success of some mission-oriented initiatives in countries like China, South Korea, and the United States in boosting technological development for purposes of strengthening competitiveness contributed to boosting the interest in targeted and directional government interventions in STI. Against the backdrop of this renewed interest in mission-oriented STI policy, the OECD has addressed the growing importance of this topic and launched a project looking into current experiences with Mission-Oriented Innovation Policy (MOIP). The present study on MOIP in Austria was commissioned by the Austrian Federal Ministry for Climate Action, Energy, Mobility, Environment, Innovation and Technologiy (BMK) and comprises the Austrian contributions to this OECD project. The study aims at contributing Austrian experiences to the international debate and to stimulate a national debate on MOIP.

The 8th International Week of Science, Technology, and Innovation (8th IWSTI) took place from 21 to 24 September de 2021, in the city of San José de Cúcuta, Colombia, and was organized by the Universidad Francisco de Paula Santander headquarters in San José de Cúcuta and Ocaña. The 8th IWSTI is aimed at the academic and scientific community and to the productive sectors of the region, and have a purpose are the dissemination of academic, and research works; moreover, promotes the exchange of experiences between researchers as well as the participation of the productive sectors in research, extension, technological development, and innovation activities for contribution to strengthening the relationship School-University-Company-State. The 8th IWSTI generated spaces for the exchange experiences academic and scientific in different knowledge areas between students, teachers, entrepreneurs, and researchers from the United States of America, Mexico, Argentina, Chile, Perú, Venezuela, and Colombia. Additionally, during the 8th IWSTI, was held the V Interinstitutional Conference of Research Seedbeds, which has as the main goal to socialize the research proposals and research results, obtained in different areas of knowledge, by the Research Seedbeds of all Educational Institutions of Norte de Santander, SIES+, Colombia. The organizing committee of the 8th IWSTI is extremely thankful to all participants for providing their valuable contributions as well as the reviewers for their recommendations and constructive criticism that help to improve the articles presented in this volume of proceedings. The articles refer to one of the following topics addressed in the 8th IWSTI: Modeling, Simulation, and Diagnostics, Physical-Mathematical Problems in Engineering, Characterization of Materials. Likewise, we like to thank the Universidad Francisco de Paula Santander (UFPS), and the Foundation of Researchers in Materials Science and Technology (FORISTOM), for all the support technical and logistical received. Finally, the editor hopes that those interested in the area of research, technology, and innovation in sciences and engineering will enjoy reading this volume of the Journal of Physics: Conference Series (JPCS), which reflects a wide variety of current issues, contributing to the generation and transfer of knowledge, as well as to the strengthening of research in science and engineering in Colombia. “Education and expression freedom for anyone”. Abstract: This work aims to analyze the objectives and interactions of innovation financing tools from a point of view of a technology, research and innovation foundation. It brings as subject the case of the Technology, Research and Innovation Foundation of the State of Rio de Janeiro (FAPERJ), and its incorporation of a Technology Board. Working side by side with a Scientific Board, it faces the challenge of interact, finance, and boost innovation, whereas the Foundation carries more than 40 years of basic research funding (1980 until 2019) the financing of innovation activities was incorporated in 2002. With the R&D activities in Brazil centered on public University, Research Institutes and only a small presence in companies (only 5% of the innovative companies perform R&D), FAPERJ’s faces the challenge of create financing tools that improves the interaction between these actors. The sample analyzed in this study relates the eligibility criteria used in the FAPERJ’s Technological Development Support (ADT) with similar and inspiring program, the United States of America Small Business Innovation Research (SBIR). As result, we have found the lack of incentives for interaction between universities and business sector, showing that only a small part of the projects financed by FAPERJ can reach the commercialization.

The aim of the article is to study some aspects of the participation of Ukraine in the European innovation programmes, particularly in the Framework programme for research and technological development and to consider factors that contribute to the attractiveness of these programmes for Ukraine and possible risks associated with the implementation of EU policies in the field of science in Ukrainian reality. The methodological basis of research constitute the historical and logical and systematic approaches in the study of patterns of innovation development in the context of economic growth and increase competitiveness. Actuality of this theme is explained by the creation of the global information society, the incipience of the new technological production method and by wide development of innovative cooperation between countries. Such collaboration, as a rule, promotes comprehensive expansion of trade, mutual investing in national production complexes, wide integration. The results of the analysis. Basic features, components and the role of European framework programme for research and innovation “Horizon 2020” for European Research Area’s creating were analyzed. Ukraine’s involvement in the process of international scientific and technical integration and economic component of Ukraine's participation in European framework programme for research and innovation “Horizon 2020” were investigated. The main priorities of national innovation policy were defined and measures concerning Ukraine’s innovative potential activation and improvement through participation in European innovative programmes were proposed. International innovative programs will promote adaptation of the country to the EU norms and standards, increase mobility of Ukrainian experts, researchers and educators in the European space, speed up European integration. Full participation in the Framework Programme “Horizon 2020” projects would attract countries to the advanced technology of its scientific potential, additional financing of the Ukrainian research organizations and institutions involved in joint projects. Scientific novelty of the research results consists of predicting a possible increase innovation potential of the economy of Ukraine based on the study of international innovation programmes as a factor of integration of Ukraine into the EU. The practical significance of the results consists of importance of theoretical propositions, conclusions and recommendations for practical application of these results in the learning process, the development and improvement of certain legislative acts of Ukraine and to justify special measures for government agencies to address the problems associated with the innovative development of Ukraine. Conclusions and directions of further researches. The practical result of international cooperation Ukraine should be achievement standards of innovative progress inherent in the developed world. These standards are primarily related to the rationalization of energy consumption and using natural resources, technology standards, legal protection of intellectual property, international quality standards, certification of products and services. With appropriate adaptation in Ukraine, it is possible to use the EU strategic instruments, in particular the "open method of coordination", which will enable Ukraine to study the experience of other countries, as well as exchange of innovative practices. In the future, it is worth exploring the ways of adaptation and implementation of EU strategic tools in Ukraine, which will provide the basis for the implementation of the programme initiatives of the “Europe 2020” Strategy.

A new direction of science, technology and innovation policy, initiated by the Organization for Economic Cooperation and Development (OECD), has been investigated. The proposed OECD paradigm of new mission-oriented policies encompasses initiatives aimed at overcoming public challenges in the world and achieving the Sustainable Development Goals 2030 (UN), which is especially relevant for Ukraine. The general characteristics of the instruments of political influence and interaction are given. These instruments are the “mix” of policies that aim to implement direct and indirect forms of support. The examples of developing the national strategic documents and supporting a sustainable economy in the OECD member countries are considered. Highly developed countries introduce special instruments that promote breakthrough innovations to implement strategic priorities. The OECD notes the feasibility of creating different types of institutions that will be responsible for defining national strategies and shaping science, technology and innovation policies. The challenges and trends of political support for innovative business by the OECD member countries are described. The governments of these countries are initiating the formation of new directions and the use of new public policy instruments, in particular: a combination of fiscal instruments and direct support instruments, simplified access to financing schemes and increased transparency through the creation of a “single window” or digital support services, etc.

Funding is the core activity of EU contemporary public policy in the areas of research, technology and innovation (RTI), since the introduction of Framework Programmes (FP) in the early 1980s, as it is traditionally focused on one main aspect of relevant public policy, namely project funding. The discussion on EU RTI policy has been intensifi ed and deepened, as EU has upgraded research, technology and innovation sector in its policy agenda, trying to contribute to European economy’s transformation into a “smarter” and more knowledge intensive pattern. For that purpose, EU, has included research and innovation prominently in its growth strategies, since 2000, both in Lisbon Strategy and Strategy “Europe 2020”. On this ground, the paper highlights aspects of EU RTI policy until now, as well as towards the next Multiannual Financial Framework, 2021-2027, according to Commission’s proposal and all relevant developments, so far, referring also to the (potential) impact that EU RTI policy has had (may have) on member states, and more particularly on Greece.
