This research explores the experiences of Child Protection Workers regarding Black youth hair maintenance while in care, as hair is a significant identity marker for Black children. Additionally, it is important to understand the rights and responsibilities of the child protection workers, foster parents, biological parents and outside paid resources, as they all play different, but vital roles in a child’s life. The training that child welfare agencies provide and community resources will also be discussed. I began the study by providing an overview of the literature on the topics of Black hair and responsibilities of the child welfare agencies. A critical race theory framework will deepen the understanding of racism intertwined with hair; as well as exploring terms such as organization, whiteness and cultural competency. A narrative approach was used as the methodology and detailed within the findings section. The study found that there was inconsistency within the agency together with lack of resources to be used in the community.

Abstract In accordance with the United Nations’ requirements for dealing with juvenile offenders, Ghana’s Children Act 1998 mandated local authorities to establish child panels to mediate minor offences committed by children. However, to date there has not been any research that has examined the functioning and effectiveness of the child panels. This research examined the operationalisation and effectiveness of child panels in Ghana. The study involved the use of semi-structured interviews and focus group discussions with panel members of four local authorities. Findings showed that the child panels are not functioning effectively in Ghana. The relevance of the child panels has been questioned since it was found to be duplicating the roles of some other child welfare agencies. This article discusses the challenges impeding the effectiveness of the child panels and outlines recommendations to improve their effectiveness.

Cases of violence against women and children in Daerah Istimewa Yogyakarta (DIY) in 2019 has reached 1,469 cases. This condition requires a special attention from the Government. The implementation of protection services for women and children victims of violence in DIY is carried out by P2TPAKK "Rekso Dyah Utami". This institution has been established and served the community since 2004. However, the existence of P2TPAKK "Rekso Dyah Utami" began to be interrupted by the Regulation of the Minister of Women Empowerment and Child Protection of the Republic of Indonesia No. 9 of 2016 on Guidelines for the Nomenclature of Regional Apparatus in the  Field  of Women Empowerment and Child  Protection which mandates that service providers for the protection of women and children victims of violence must take the form of Technical Service Unit (UPTD). This raises a dilemma for the DIY government. Then, what is the suitable institutional format for the implementation of the service for DIY government? This study employed a qualitative approach with data collection techniques using a desk study and a FGD. The parties involved in this FGD were the Office of Women Empowerment of DIY, P2TPAKK "Rekso Dyah Utami", and other stakeholders. The  data were analyzed through descriptive qualitative and SWOT analysis. The  study revealed that the service delivery was well established. However, the SWOT analysis found that there were still a number of problems that were not recognized by the central government as an institution. Therefore, to keep the services to the community, the DIY government is recommended to form an UPTD structure and organizational’s resources engineering.

Predictive risk modeling (PRM) is a new approach to data analysis that can be used to help identify risks of abuse and maltreatment among children. Several child welfare agencies have considered, piloted, or implemented PRM for this purpose. We discuss and analyze the application of PRM to child protection programs, elaborating on the various misgivings that arise from the application of predictive modeling to human behavior, and we present a framework to guide the application of PRM in child welfare systems. Our framework considers three core questions: (1) Is PRM more accurate than current practice? (2) Is PRM ethically equivalent or superior to current practice? and (3) Are necessary evaluative and implementation procedures established prior to, during, and following introduction of the PRM?

Abstract Observational and experimental studies show that leisure time sporting activity (LTSA) is associated with higher well-being. However, scholars often seem to assume that 1) LTSA fosters “general” life satisfaction, thereby ignoring effects on domain satisfaction; 2) the effect of LTSA on well-being is linear and independent of a person’s general activity level; 3) the amount of LTSA is more important than the repertoire of LTSA, i.e. the number of different activities; 4) all kinds of LTSA are equal in their effects, irrespective of spatial and organisational context conditions. Using data from the German SALLSA-Study (“Sport, Active Lifestyle and Life Satisfaction”), a large-scale CAWI-Survey (N = 1008) representing the population ≥ 14 years, the paper takes a closer look on these assumptions. Findings demonstrate that LTSA is associated with general life satisfaction and domain-specific satisfaction (concerning relationships, appearance, leisure, work and health), but that the relationship is most pronounced for leisure satisfaction. Associations of sport with life satisfaction, leisure satisfaction and subjective health are non-linear, approaching an injection point from which on additional LTSA is no longer beneficial. Moreover, findings lend support to the notion that diversity in LTSA matters, as individuals with higher variation in sports activities are more satisfied. Finally, results with regard to spatial and organizational context suggest that outdoor sports and club-organized sports have additional benefits.
