This article employs a new approach to studying internal colonialism in northern Scotland during the 18th and 19th centuries. A common approach to examining internal colonial situations within modern state territories is to compare characteristics of the internal colonial situation with attested attributes of external colonial relations. Although this article does not reject the comparative approach, it seeks to avoid criticisms that this approach can be misleading by demonstrating that promoters and managers of projects involving land use change, territorial dispossession and industrial development in the late modern Gàidhealtachd consistently conceived of their work as projects of colonization. It further argues that the new social, cultural and political structures these projects imposed on the area's indigenous population correspond to those found in other colonial situations, and that racist and racialist attitudes towards Gaels of the time are typical of those in colonial situations during the period. The article concludes that the late modern Gàidhealtachd has been a site of internal colonization where the relationship of domination between colonizer and colonized is complex, longstanding and occurring within the imperial state. In doing so it demonstrates that the history and present of the Gaels of Scotland belongs within the ambit of an emerging indigenous research paradigm.

AbstractThis article offers a textual and historical reconstruction of Francis Bacon's thought on imperial and colonial warfare. Bacon holds that conquest, acquisition of peoples and territory through force, followed by subjugation, confers a legal right and title. Imperial expansion is justified both by arguments concerning the interstate balance of power and by arguments related to internal order and stability. On Bacon's view, a successful state must be expansionist, for two key reasons: first, as long as its rivals are expansionist, a state must keep up and even try to outpace them, and, second, a surplus population will foment civil war unless this “surcharge of people” is farmed out to colonies. These arguments for imperial state expansion are held to justify both internal and external colonization and empire. Paradoxically, Bacon holds that the internally colonized may be treated with greater severity, as suppressed rebels, than the externally colonized, who are more fitly a subject of the ius gentium. Bacon holds that toleration offers both an imperial stratagem and a comparative justification for why English and British imperial expansion is more desirable than Spanish imperial expansion. The article concludes with reflections about how one might understand the place of imperial and colonial projects in Bacon's thought, contending that these projects are central to an understanding of Bacon's political aims and thought more broadly.

ABSTRACTThis article examines three voyages of the late 1840s to advance the argument that emigration – often treated by its historians as ‘spontaneous’ – actually involved the laissez-faire mid-Victorian imperial state in significant projects of social engineering. The tale of the Virginius exemplifies that state's commitment to taking advantage of the Famine to convert the Irish countryside into an export economy of large-scale graziers. The tale of the Earl Grey exemplifies its commitment to transforming New South Wales into a conspicuously moral colony of free settlers. The tale of the Arabian exemplifies its commitment to saving plantation society in the British Caribbean from the twin threats posed by slave emancipation and free trade in sugar. These voyages also show how the British imperial state's involvement in immigration frequently immersed it in ethical controversy. Its strictly limited response to the Irish Famine contributed to mass death. Its modest effort to create better lives in Australia for a few thousand Irish orphans led to charges that it was dumping immoral paupers on its most promising colonies. Its eagerness to bolster sugar production in the West Indies put ‘liberated’ slaves in danger.

As Tak-Wing Ngo has argued, the ‘dominant’ view of colonial rule in Hong Kong is one of a state which governed through ‘a deliberate policy of indirect rule—a combination of economic laissez-faire and political non-intervention’. It depicts a government which was disengaged from the population, preferring to see the colony as a trading opportunity, whilst leaving the condition of the peoples it held sway over to the philanthropy and humanitarianism of the colony's Chinese elites. This view of British rule was even supported by the primary representative of the imperial state when Sir David Trench admitted in 1970 that social policy, in the sense of responding to the needs of the populace, only began in the colony in 1953. But as Tak-Wing Ngo has argued, these ‘established narratives’ of Hong Kong's colonial history need to be reassessed and a more nuanced approach adopted to reveal the complexity of even Hong Kong's seemingly simple ‘colonial state-society’ relations.

Abstract. After the imperial land consolidation acts of 1906, the Russian land commune became a center of territorial struggle where complex alliances of actors, strategies, and representations of territory enacted land enclosure beyond the exclusive control of the state. Using original documentation of Russian imperial land deals obtained in the federal and municipal archives, this study explores how the Russian imperial state and territories in the periphery were dialectically co-produced not only through institutional manipulations, educational programs, and resettlement plans but also through political and public discourses. This paper examines how coalitions of landed nobility and land surveyors, landless serfs, and peasant proprietors used enclosure as conduits for property violence, accumulation of capital, or, in contrast, as a means of territorial autonomy. Through this example, I bring a territorial dimension into Russian agrarian scholarship by positioning the rural politics of the late imperial period within the global context of capitalist land enclosure. At the same time, by focusing on the reading of territory from the Russian historical perspective, I introduce complexity into the modern territory discourse often found in Western political geographic interpretations.

AbstractThis article challenges the dominant historical paradigms used to analyze imperial plant and animal transfers by examining the role of fodder crops in early colonial development in New South Wales and the Cape of Good Hope. In Alfred Crosby's enduring formulation of ecological imperialism—that is, the ecological transformation of temperate colonies of settlement by European plants, animals, and pathogens—was a largely independent process. To Crosby's critics, his grand narrative fails to acknowledge the technocratic management of plant and animal transfers on the part of increasingly long-armed colonial states from the mid-nineteenth century. Yet neither approach can adequately explain the period between the decline of Britain's Atlantic empire in the 1780s and the rise of its global empire in the 1830s, a period dominated by an aggressive ethos of agrarian improvement but lacking the institutional teeth of a more evolved imperial state. Traveling fodder crops link these embryonic antipodean colonies to the luminaries of the Agricultural Revolution in Britain. The attempt to transfer fodder-centric mixed husbandry to these colonies points to an emerging coalition of imperial ambition and scientific expertise in the late eighteenth-century British Empire.

AbstractAt the end of the first century A.D., at the height of the Roman empire, a new abstract deity of eternal time, Aeternitas, appeared. This first discrete personification of abstract time was initially a female image represented on official coins and monuments, but in A.D. 121, a new male personification of eternal time appeared in imperial, state sponsored art. Both male and female depictions of eternal time were accompanied by a rich array of attributes that connected eternity, immortality, and earthly prosperity. This change in the image of time occurred simultaneously with tremendous changes in Roman culture: the creation of universal time keeping, the creation of elaborate beliefs in the afterlife, and transformations in Romans' expectations of life, lead to the embodiment of an ideal of eternity in the personification Aeternitas, and explain the radical transformations in her/his iconography. It is through a study of the representation of time that we identify a profound reenvisioning of the nature of time in Western thought, when human temporal and metaphysical experiences of time were expanded, laying the foundation for the successful spread of the Christian conceptions of eternal blissful time after the apocalypse.
