Each German federal election since 1949 has resulted in a reduction in the number of parties securing representation in the Bundestag. While this trend continued in 1961, there is evidence that the party system is becoming stabilized, making it unlikely that any of the present parties will disappear in the near future. This article examines the 1961 election and its significance for the German party system.The major outlines of the present German party system became apparent as early as 1946, when party activities were resumed on a zonal basis. The principal parties then in the field were the Communist Party, the Social Democratic Party, the Christian Democratic Union, and the Free Democratic Party. The last two of these were known differently in different sections of West Germany, but today, with very few exceptions, the designation for each group is the same throughout the Federal Republic.

The elections for the German Bundestag on 24 September 2017 saw heavy losses for the two governing parties—the Christian Democratic Union (CDU) and the Social Democratic Party (SPD)—and the rise of the rightpopulist Alternative for Germany (AfD). It took almost six months for a new grand coalition to be formed in light of the extremely fragmented parliament. Despite the good economic situation and relative calm domestically and internationally, much change is occurring under the surface. Most importantly, the country is preparing for the end of Chancellor Angela Merkel’s long tenure. Who and what will come next? Can the surging AfD be contained? Will Germany step up into the leadership role for which so many have called?

AbstractThis article traces the rise of new ideas about energy and growth in West Germany between 1973 and 1986. It shows how new economic expertise emerged in response to the oil shocks, and looks at how West Germany could, paradoxically, sustain growth in a world of seemingly exhausted and insecure energy sources. These experts reconceptualized the economy to imagine a future where “decoupling”—reducing energy consumption while expanding Gross Domestic Production—was possible. They found support in the Social Democratic Party, which, in using their ideas to overcome an internal rift precipitated by the rise of the Green movement in the 1970s, helped make these new ideas mainstream. Investigating this new energy paradigm helps us understand why Germany began to diverge from other large, industrialized states in the 1980s, as it increasingly focused on energy conservation rather than on expanding its energy supply.

The regional decentralisation of government has been persistently advocated in Britain, but none of the attempts to move in this direction has had any success. The comprehensive proposals published on behalf of the Social Democratic Party in July 1982 are taken as a basis for examining why this reform theme nevertheless persists. The assumptions underlying the call for regional government in Britain are set out and then examined in the context of West German federalism. It is argued that the main assumptions in the British case for regional decentralisation were of relatively little importance in the reshaping of a federal system in West Germany, nor have they had much influence on the subsequent consolidation of such a system. Further light is thrown on the obstacles to decentralisation in Britain by considering some of the centralising tendencies which have actually been reinforced after the structural reform of local government. The conclusion is that proposals for extensive regional decentralisation in Britain fail because they work against the grain of British experience in the structuring of government.

This chapter addresses social democracy in Germany. For many years, the Social Democratic Party (SPD) has performed poorly at the German parliamentary (Bundestag) elections, and crucially, has been unable to puncture the dominance of the CDU/CSU (Christian Democratic Union/Christian Social Union). The SPD is facing a range of problems, on numerous fronts. Programmatically, the SPD lacks a vision for society that is sufficiently coherent and forward-looking to attract voters. Moreover, the SPD's credibility has declined over the last two decades largely due to a combination of its failure to implement campaign promises and the difficulties it has experienced while seeking to address its tarnished legacy of office in the periods after 1998 and 2009.

Despite its recent electoral successes, the Left Party's position in the German party system is more fragile that it may at first appear. The Left Party gained support in 2005 largely on account of dissatisfaction with other parties and not because masses of voters were flocking to its (nominally socialist) cause. Not even a majority from within its own supporter base thought it possessed "significant problem solving competences." Rather, much of the Left Party's political discourse is based on negative dismissals of much that it sees—in policy terms—before it. We discuss the Left Party's political development through the prism of populist politics. After outlining what we understand populism to mean, we analyze the Left Party's programmatic stances and political strategy within the context of this framework. Although populism is certainly not the sole preserve of the Left Party, it clearly excels in using populist tools to make political headway. We conclude by discussing the ramifications that this has for German party politics in general and for the Social Democratic Party in particular.

This chapter focuses on Rosa Luxemburg, who proposed to embrace workers' councils as a political infrastructure of emancipation at a moment when the modern party system had begun to consolidate. It explains the Social Democratic Party as a party in support of the interests of the working class, which had gained partial control of the German government. It discusses Luxemburg's realization that the liberty of the working class demanded a different political infrastructure. The chapter cites the betrayal of the revolutionary party that proved to Luxemburg the truth of Karl Marx's argument that the “working class cannot simply lay hold of the ready-made state machinery and wield it for its own purposes.” It highlights Luxemburg's proposal to alter the foundation and base of the social constitution by institutionalizing workers, soldiers, and peasant councils and establishing a national council of workers as part of a revolutionary constitutional political order.

THE RESULT OF THE FEDERAL ELECTION OF NOVEMBER I972 APPEARED to many as a turning point in the post-war history of the German Social Democratic Party. For the first time in the history of the Federal Republic, the SPD. was the largest party winning 45.9 per cent of the list votes (230 seats in the Bundestag) to the CDU/CSU's 44.8 per cent (225 seats). In 1957 the Christian Democratic Union/Christian Social Union had enjoyed a lead of 18.4 per cent over the SPD. This lead was steadily whittled away after the party adopted the moderate Bad Godesberg Programme in 1959. The SPD gained 4.4 per cent in 1961,3. 1 per cent in 1965, 3.4 per cent in 1969 and 3.2 per cent in 1972

Significance Just over one year after the grand coalition between the Christian Democratic Union (CDU), its Bavarian sister party the Christian Social Union (CSU) and the Social Democratic Party (SPD) was renewed, all three parties are preparing for its breakdown by sharpening their profiles. Impacts Conflicts between the coalition parties may deepen if deteriorating economic conditions force hard budgetary choices. Chancellor Angela Merkel’s international influence is likely to decline as her domestic position weakens. Low poll ratings could moderate the parties’ desire for early elections.

This chapter tests the book’s premises on a case of mixed-member proportional representation (MMP) representation, using the case of legislative committees in the Bundestag of Germany. Its results cover the two largest parties, the Christian Democratic Union and the Social Democratic Party. German parties should have a strong tendency to use the expertise model, because the MMP system means that votes cast anywhere in the country are of approximately equal value in maximizing seats. Thus, parties are able to emphasize their national reputation for policy, for which matching the expertise of their personnel to committee function is valuable. The MMP system also creates local single-seat districts in which nearly half of members are elected. Thus, aspects of the electoral–constituency model also should apply, as parties seek to develop connections to constituencies through local and personal vote of their legislators. The results offer strong support for the premises of the theory.
