During the interval between the inauguration of the President and the formation of the Executive Departments, the old Departments performed such executive duties as were indispensable. On July 11, 1789, for example, “ by the hands of Mr. Jay,” Washington sent to the Senate for ratification a consular convention with France. On July 22 the Senate — Resolved, that the Secretary of Foreign Affairs under the former Congress be requested to peruse the said convention and to give his opinion how far he conceives the faith of the United States to be engaged, either by former agreed stipulations or negotiations entered into by our minister at the court of Versailles, to ratify in its present sense or form the convention now referred to the Senate.

The militarycoup d'étatwhich installed General Maximiliano Hernández Martínez as President of El Salvador during December 1931 created a crisis involving the 1923 Washington Treaties. By the terms of these accords, the Central American nadons had pledged to withhold recognition from governments seizing power through force in any of the isthmian republics. Although not a signatory of the treaty, the United States based its recognition policy on this principle. Through this means the State Department had attempted to impose some stability in Central America, by discouraging revolts. With the co-operation of the isthmian governments, United States diplomats endeavored to bring pressure to bear on the leaders of any uprising, to deny them the fruits of their victory, and thus reduce the constant series ofcoupsandcounter-coupsthat normally characterized Central American politics.

The American War in Afghanistan is a full history of the war in Afghanistan between 2001 and 2020. It covers political, cultural, strategic, and tactical aspects of the war and details the actions and decision-making of the United States, Afghan government, and Taliban. The work follows a narrative format to go through the 2001 US invasion, the state-building of 2002–2005, the Taliban offensive of 2006, the US surge of 2009–2011, the subsequent drawdown, and the peace talks of 2019–2020. The focus is on the overarching questions of the war: Why did the United States fail? What opportunities existed to reach a better outcome? Why did the United States not withdraw from the war?

Este artigo analisa a política de guerra econômica aplicada no Brasil, especificamente com relação às cooperativas dos imigrantes japoneses, e a estratégia do governo Vargas para lidar com as pressões exercidas pelas autoridades do Departamento de Estado norte-americano. Abstract During World War II, the United States used the Proclaimed List of Certain Blocked Nationals as an instrument to eliminate the commercial networks and the companies associated to Axis countries operating in the American Republics. This article analyses the policy of economic warfare applied in Brazil, specifically in relation to the cooperatives of Japanese immigrants and the strategy of the Vargas government to deal with the pressures exercised by the State Department. This chapter revisits and explores the production history of director King Vidor’s independently made movie, Our Daily Bread (1934), its ideological and aesthetic motifs, and its exhibition and reception in the United States and beyond, not least its apparent failure at the box office. It further considers the relationship between the film and contemporary advocacy of cooperative activity as a response to the Great Depression, notably by the California Cooperative League, Franklin D. Roosevelt’s New Deal, and Upton Sinclair’s End Poverty in California campaign for the state governorship. It also assesses the movie in relation to Vidor’s own cooperative vision through its emphasis on individuals and community as a solution to the Great Depression and the significant absence of the state in this agency.

Each of the three Asian American suspects were considered and then dismissed as the Trojan Horse within the OSS. The suspicion that the double agent was someone with a short family history in the United States was proven incorrect. Instead, the foreign agent inside the OSS was one whose family heritage traced back to the American Revolutionary War and whose ancestor signed the Declaration of Independence. Yet blame for the intelligence leakage to a foreign power ultimately rests on the FBI, the State Department, and the director of the OSS itself for their inadequacies in securing classified documents and ineptitude at counterintelligence.

By telling how the US census classified and divided Americans by race and origin from the founding of the United States to World War II, this book shows how public statistics have been used to create an unequal representation of the nation. From the beginning, the census was a political undertaking, torn between the conflicting demands of the state, political actors, social scientists, businesses, and interest groups. Through the extensive archives of the Bureau of the Census, it traces the interactions that led to the adoption or rejection of changes in the ways different Americans were classified, as well as the changing meaning of seemingly stable categories over time. Census workers and directors by necessity constantly interpreted official categories in the field and in the offices. The difficulties they encountered, the mobilization and resistance of actors, the negotiations with the census, all tell a social history of the relation of the state to the population. Focusing in detail on slaves and their descendants, on racialized groups, and on immigrants, as well as on the troubled imposition of US racial categories upon the population of newly acquired territories, the book demonstrates that census-taking in the United States has been at its core a political undertaking shaped by racial ideologies that reflect its violent history of colonization, enslavement, segregation, and discrimination.
