The fourth informal meeting of the heads of offices responsible for international legal services of the foreign ministries of the member states of the United Nations (the Legal Advisers) took place at UN headquarters in New York on October 25 and 26, 1993. The meeting, like the previous three, was organized at the invitation of the Legal Advisers of Canada, India, Mexico, Poland and Sweden, and with the assistance of the Legal Counsel of the United Nations, Under-Secretary-General Carl-August Fleischhauer. Forty-eight Legal Advisers and thirteen of their deputies attended, together with nearly fifty other interested participants, including the chairman of the Sixth Committee, María del Lujan Flores, the chairman of the International Law Commission, Julio Barboza, the Secretary-General of the Asian-African Legal Consultative Committee, Frank X. Njenga, a representative from Switzerland and a representative of the International Committee of the Red Cross. Representatives of all five permanent members of the Security Council were present.

The International Committee of the Red Cross was one of the recipients of the 1978 Human Rights Prize, which the Secretary-General of the United Nations, Mr. Kurt Waldheim, presented to the President of the ICRC, Mr. Alexander Hay, in New York on 11 December before the United Nations General Assembly, on the occasion of the 30th anniversary of the Declaration of Human Rights. The prize was awarded to the ICRC for its work in promoting observance of human rights.

On October 26 and 27, 1992, a meeting was held of the heads of the offices responsible for international legal services of the foreign ministries of the member states of the United Nations—the Legal Advisers. The meeting—the third of its kind—was organized at the invitation of the Legal Advisers of Canada, India, Mexico, Poland and Sweden, and with the assistance of the Legal Counsel of the United Nations, Under-Secretary-General Carl-August Fleischhauer. Thirty Legal Advisers and sixteen of their deputies attended, together with nearly fifty other interested participants. All five colleagues representing the permanent members of the Security Council were present.

While in the new climate of international relations tension has indeed eased in several areas of conflict, violence has flared up in other parts of the world and is today claiming not thousands but millions of victims on every continent.

The meeting was organized at the invitation of the Legal Advisers of the Ministries of Foreign Affairs of Canada, India, Mexico, Poland and Sweden, and with the assistance of the Legal Counsel of the United Nations, Under-Secretary-General Carl-August Fleischhauer. Some twenty-five Legal Advisers and thirty-two of their deputies or other representatives attended, including all five colleagues representing the permanent members of the Security Council.

On 1 March 1971, the Conference of Red Cross experts on the reaffirmation and development of international humanitarian law applicable in armed conflict opened at the Peace Palace in The Hague. The Conference, of which the significance was explained in our March issue, and which continued until 6 March, was convened by the International Committee of the Red Cross and organized with the valuable co-operation of the Netherlands Red Cross Society. Sixty-nine delegates, representing 34 National Red Cross and Red Crescent Societies, participated in the session.The opening meeting, under the Chairmanship of the Jonkheer Kraijenhoff, President of the Netherlands Red Cross Society, took place in the main hall of the International Court of Justice, in the presence of H.E. Mr. C. H. F. Polak, Minister of Justice, Mr. V. G. M. Marijnen, Burgomaster of The Hague, Mr. Marcel A. Naville, President of the ICRC, Mr. Marc Schreiber, Director of the U.N. Human Rights Division, Mr. Nedim Abut, Under Secretary-General of the League of Red Cross Societies, and many diplomatic representativesA number of speakers took the floor. Mr. Marijnen bade the participants welcome; Mr. Schreiber presented the greetings and good wishes of the United Nations Secretary-General, underlining the excellent co-operation between the United Nations and the ICRC. The Presidents of the Netherlands Red Cross and of the ICRC each delivered an address, the main passages of which we reproduce below, not omitting to mention that Mr. Naville expressed the Geneva institution's gratitude to the Netherlands Red Cross which played a determining role in the organizing of the Conference.

The Secretary-General of the United Nations, Mr. Kurt Waldheim, accompanied by the Director-General of the European Office of the United Nations, Mr. Winspeare Guicciardi, visited the headquarters of the International Committee of the Red Cross on 4 July 1972. He was welcomed by Mr. Marcel A. Naville, President, and several members of the Committee and Directorate.The UN Secretary-General and the ICRC President discussed in private the work being carried out by the ICRC for the development of international humanitarian law, an undertaking with which the United Nations is closely associated. They conversed also on the functions of their respective organizations in disaster relief. In addition, Mr. Naville informed Mr. Waldheim of the ICRC current activities in the world, particularly in the Asian Sub-Continent.

Ambassador Averell Harriman, personal representative of the President of the United States, was received, at his request, on May 6, 1966 by Mr. Samuel A. Gonard, President of the International Committee of the Red Cross. The meeting bore on the position of prisoners of war in both North and South Vietnam.The day before, the ICRC President had met U Thant, Secretary- General of the United Nations, who emphasized the importance of the task devolving on the ICRC to improve the lot of prisoners of war in Vietnam.

Mr. Thant, United Nations Secretary-General, paid an official visit on July 7 1965 to the International Committee of the Red Cross, meeting in plenary session. The President, Mr. Samuel A.Gonard, in his address of welcome, stressed the common ideal of the United Nations and the Red Cross to promote the spirit of peace.
