Law of the Republic of Indonesia Number 14 of 2005 concerning Teachers and Lecturers article 20 paragraph (b) mandates that to carry out their professional duties, teachers are obliged to continuously improve and develop academic qualifications and competencies in accordance with the development of science, technology, and art (Undang‐undang Republik Indonesia Nomor 14 Tahun 2005). The existence of this law is expected to provide the right opportunity to improve its professionalism through training, writing scientific papers, Kelompok Kerja Guru (KKG) and Musyawarah Guru Mata Pelajaran (MGMP). This research uses a qualitative approach. The informants used in this study were the teachers who were members of the Kelompok Kerja Guru Cluster 2, Duduksampeyan Regency, Gresik Regency who implemented the 2013 curriculum. The technique of taking research informants conducted in this study was using non probability sampling. Non-probability sampling techniques used in this study were purposive sampling and snowball sampling. Kelompok Kerja Guru are also forums or places that can be used to foster and enhance the professionalism of elementary school teachers (Depdiknas, 1997: 46). KKG has benefits including as a place to accommodate and solve problems faced by teachers in teaching and learning activities, discussions, examples of teaching, demonstration of the use and manufacture of teaching aids (Alwi, 2009). Based on the discussion of research findings about the role of the Teacher Working Group (KKG) in implementing learning to improve the performance of elementary school teachers, there can be some conclusions that the role of the Kelompok Kerja Guru in carrying out the stages of lesson study activities has been effective because the KKG can provide understanding, guidance, goals, and benefits of lesson study.

Measurement of teacher competence through TPACK is very important to do. However, the majority of the instruments used to measure TPACK for elementary school teachers are not yet in line with the needs of the 21st Century. This study aims to develop a TPACK instrument for elementary school teachers in a valid and reliable science lesson. This study uses the ADDIE model (Analysis, Define, Develop, Implementation, and Evaluation). The study sample involved 8 grade IV teachers from state and private elementary schools with A level of accreditation, spread across four sub-districts in the Surakarta region. Data analysis techniques use Pearson Correlation and Cronbach's Alpha. Research shows that there are 18 items that are declared valid and reliable. Valid is indicated by the Pearson Correlation value per question ranging from 0.504 - 0.904. Reliability is shown in the Cronbach's coefficient Alpha internal consistency value of 0.856. So that, overall, this instrument can be used to measure TPACK of elementary school teachers in the content of science lessons. This instrument can be used to map teacher competencies based on TPACK values. Furthermore, if there are some weaknesses in the 7 aspects of the TPACK, policy makers can determine the follow-up that needs to be determined to further improve the competence of elementary school teachers.

The Value Clarification Technique (VCT) approach can foster student’s awarenessof critical thinking through clarification and test the truth of values. In practice oflearning sometimes teachers ignore the guidance of attitudes and character values.This is caused by lack of teacher’s skills to implement the learning approach inlearning Civics and Social Science. So that impact to low student character andstudent unready to face competition globally. The purposes of this training are toincrease insight and train teachers in Talawi to apply VCT approach model matrixin Civics and Social Science lesson, in order to improve the student’s character.The targets are elementary school teachers in Talawi (20 people). The method inthis training consists of Lecture Method, Question and Answer, Discussions, used todescribe the material, encouraging active participation of teachers, selectingmaterial to be designed with steps of VCT model matrix. Recitation Method fortraining teachers to designing RPP with VCT matrix. Simulation Method to trainteachers to implement Civics and Social Science learning with VCT model matrix.The results are teachers in Talawi can understand, design-implement, improve theirskills in implementing Civics and Social Science with VCT matrix model that caninfluence the improvement of student’s character values
