Parallel between the Economic Destabilization and the Creation of Safe Working Conditions in the Subjects of Small Business Entities in the Republic of Uzbekistan

Small business plays a significant role in the economy of the state and in providing employment for the population. This is confirmed by the statistical indicators of the share of small business in the gross domestic product of the Republic of Uzbekistan over the past 5 years — in 2020 it reached 48 %, while the share of employment in the small business sector was 68 %. Considering that the small business sector during the pandemic often escaped the attention of the state control over working conditions, it can be concluded that a significant part of the small business employees works in potentially unsafe conditions. The main economic and social problems in the sphere of small and medium-sized businesses, directly or indirectly affecting occupational safety are considered in the article. Analysis of the statistical data revealed the dependence between the economic destabilization, and an increase in incidents: their growth in 2020 amounted to almost 50 % in relation to 2019. It is concluded that forcing small businesses to work in accordance with the international codes and the current Occupational safety and health management system in the event of a crisis is inappropriate. Proposals were formulated on transforming the work of such enterprises, considering their capabilities, in three stages: mass audit of Occupational safety and health management system of small enterprises considering their structural and target differences; systematization of occupational safety management processes in the small businesses; introduction of Occupational safety and health management system as the main anti-crisis measure for the small businesses.

AbstractThe relevance of this work is intertwined with the problems of development of an occupational safety and health management system in the field of transport. Good working conditions and optimal safety should be of the priorities of the company management, because the safety and health together with profitability, quality and environment conservation are an integral aspect of their responsibilities. The realization that the safety and health of the employees are important indicators of the company is good understanding of the economic and organization benefits. The basic but underestimated factors for increasing the effectiveness of work are ensuring health and safety at work. Their provision within the organization’s context leads to decreasing expenses of any nature, to improving the organization’s image before the competitors and not last to increasing the effectiveness of labour.

The purpose of this research is to explain the implementation of occupational safety and health management systems in the Premier Basko Hotel F&B product department both in terms of the determination of occupational safety and health policies, occupational safety and health planning, implementation of occupational safety and health plans, monitoring and evaluation of safety performance and occupational health, review and improvement of occupational safety and health. This research is a descriptive research with qualitative data, while the method used in this study is the survey method. The data in this study were collected through observation, documentation, and interviews with 6 informants. The conclusion of this research is that the overall implementation of the occupational safety and health management system in Premier Basko Hotel's food and beverage product department is still lacking, as seen in the many things that have not been implemented in the implementation of the occupational health and safety management system, as well as many procedures that are lacking in application.

Occupational Health and Safety (K3) is aimed as an effort to create a workplace that is safe, healthy, free from environmental pollution, so that it can reduce and or be free from work accidents and occupational diseases and can have an impact on increasing work efficiency and productivity. The need for implementation and Monitoring of the Occupational Health and Safety Management System at PT. Mujur Lestari must have a good corporate culture and be able to contribute to SMK3. For that PT. Mujur Lestari makes implementation and Monitoring to minimize the risk of work accidents for employees. The sample used in this study were employees of PT. Mujur Lestari, totaling 81 people. The data collection method used a questionnaire while the analytical method used was multivariate analysis. The results showed that there was an influence between knowledge on the Occupational Health and Safety Management System (SMK3) at PT. Mujur Lestari with a tcount greater than ttable, the effect of applying the Occupational Health and Safety Management System (SMK3) with a tcount greater than ttable, the effect of Monitoring on the Occupational Health and Safety Management System (SMK3) with a greater tcount from ttable and there is no relationship between the implementation and Monitoring of the Occupational Safety and Health Management System (SMK3). The conclusion shows that the knowledge variable has a positive and significant effect on the Occupational Safety and Health Management System (SMK3), the application variable has a positive and significant impact on the Occupational Safety and Health Management System (SMK3) and the Monitoring variable has a positive and significant effect on the Occupational Safety and Health Management System. Introduction: Hospital as a health service institution for thecommunity is a workplace that has a high risk to the safety andhealth of hospital human resources, patients, patient companions,visitors, and hospital environment so that the hospital is obliged toimplement the Republic of Indonesia Ministerial Regulation No. 66of 2016 concerning Hospital Work Safety and Health Standards.Objectives: The purpose of this study was to determine theImplementation of Occupational Safety and Health Standards at theJagakarsa Regional Hospital in 2019.Method: This type of research is qualitative using 5 informants.Result: From the results of research Jagakarsa Hospital hasimplemented the application of occupational safety and healthstandards of the hospital which include risk management, safetyand security, occupational health services, Management ofhazardous and toxic materials (B3) from aspects of occupationalsafety and health, fire prevention and control, management hospitalinfrastructure from aspects of occupational safety and health,management of medical equipment from aspects of occupationalsafety and health, preparedness to deal with emergencies ordisasters have been implemented well by Jagakarsa RegionalHospital but in reality there are still some elements that have notbeen carried out according to the Occupational Safety and HealthStandards diseases including risk management, fire control andprevention as well as hospital infrastructure.Conclution: Jagakarsa Regional Hospital should complement theshortcomings in the field so that it can realize the dream of thehospital becoming a favorite and perfect hospital

Building construction projects have a high level of risk of work accidents, especially for workers in the field. Therefore, at the time of implementation of construction work, it is necessary to evaluate the implementation of occupational safety and health management system (SMK3) to provide a sense of security to workers in the field of this research aimed at evaluating SMK3. This research uses qualitative and quantitative methods to know the implementation of SMK3, by taking data by conducting structured interviews conducted on the building construction project Ayana Nort Wing Bali. Analysis conducted a descriptive analysis based on Government Regulation of the Republic of Indonesia No.50, 2012 advanced with 12 criteria containing 166 criteria elements. The result of this study is the application of PP No. 50 of 2012 for the advanced level of 92.89% categorized as satisfactory. In addition, there are 14 that have not been implemented. This the company that the evaluation level of occupational safety and health management system (SMK3) in the building construction project Ayana North Wing Bali is the level of application is very satisfactory for the project.
