Abstract Financial control, as part of internal managerial control and economic control, is an activity of overwhelming importance for the efficient, effective and economical use of resources economic and financial institutions in public institutions and beyond.The profile literature in this field has outlined the conceptual aspects, the necessary classifications and other defining dimensions of financial control as a highly responsible activity, meant to prevent facts contrary to the good management of wealth elements in public institutions and private entities.Preventive financial control, with its two components (own and delegated), is designed and carried out in public institutions according to a very rigorous methodology, meant to grant a visa only to those public money expenditures that meet all the requirements entered in the checklist. inserts requirements regarding the existence of supporting documents, visas, certifications and approvals regarding the legality of operations, the inclusion of amounts in the allocations of budgetary appropriations and the existence of supporting documents specific tooperations.

Abstract The field of campaign services is currently the most complex area of logistical support, as it covers a wide range of services, requires cooperation between military bodies and various institutions, entities involved in providing them and requests promptness from planning and logistical management bodies in immediately solving the various problems that may arise. As part of the campaign services, feeding the personnel and providing water, as subsistence services. in the quantity and quality standards provided by the instructions, directly influences the health of the military and contributes to maintaining a high morale of the military. In order to give a more accurate overview of the influence of this functional field on the actions of the mechanized brigade in the operation, we will detail for each subsistence services some theoretical and practical aspects that we consider important.

Abstract The military staffs are vital parts of military organizations dealing with the numerous details required for the successful conduct of either the peace-time daily routine tasks or the war-time missions. In NATO’s view the staffs are the bodies of specialists whose main task is to provide advice for the commanders on problems at hand as well as to materialize a bold plan acting upon the commanders’ intent and guidance. Staffs capable of meeting these requirements do not have a long history, although different kind of advisory bodies of selected personnel were accompanied the military leaders throughout the history. The military staff of today can be considered as a step on the evolutionary ladder of staffs, on which the emerging technologies will reveal new steps to be taken. One of the most important technology that will affect, or revolutionize even, the internal work processes and the constitution of a military staff is the artificial intelligence. This paper describes the technological and social changes that led to the emergence of the current NATO staff organization and gives some hints about the possible future effects of artificial intelligence on the staff system.

Abstract The effect of the presence of magnetite nanoparticles inside biological objects when they are exposed to microwaves has not yet been investigated completely. Microwaves magnetic hyperthermia is a field under development, and the use of biogenic magnetite is a relatively new vista. In this regard, the present approach presents a first step in a modeling-simulation process focused on the computation of the absorbed power distribution in bacteria cells containing native magnetite nanoparticles in the form of chains (magnetosomes). The presented simulations’ results refer to the simplest case of two-dimensional computation, which doesn’t take into consideration the geometric and magnetic anisotropy characteristics of the real magnetosomes.

Abstract The adoption of The Treaty on the Prohibition of Nuclear Weapons (TPNW) by the UN General Assembly in July 2017 is a real success for the international community in the fight against armaments and the danger of an apocalyptic war. Despite the scepticism of many, the treaty entered into force in January 2021, with its 50th ratification. Although this story seems to have come to a happy end, it is only now that the turmoil begins. No nuclear-weapon state has supported the adoption of the treaty and they refuse to recognize its legal power. The implementation of this treaty will be the hardest test for the UN. Nuclear states are the strongest and most decision-making, especially within the Security Council. In this context, the question arises whether the UN will succeed in finding an effective way to persuade nuclear states to give up these weapons or whether we will witness an international “putsch” of nuclear states.

Abstract The paper proposes an analysis of Unmanned Aerial Vehicles (UAVs) features that enable them to support naval operations in general, but the focus drawn to the Black Sea basin peculiarities in particular. In the introductory part, the authors succinctly present the Black Sea basin’s physical and strategic characteristics. Then, follows a description of UAVs features and potential missions conducted by these types of robots. In the next section, the article presents the uninhabited aerial vehicle classification and system components. The last chapter analyses the efficiencies and vulnerabilities of these vehicles. The closing section gives some short conclusions regarding the suitability of using such assets to support naval operations and a few further research directions..

Abstract The paper presents the technologies currently available on the market in the field of anti-drone systems (C-RPAS -Counter Remotely Piloted Aircraft System). These include technologies with the help of radar, audio interception systems or via infrared and electro-optical devices, which are limited in remote sensing. The purpose of this paper was to highlight the multitude of factors that can influence the main mission of C-RPAS systems, the detection. Without detection the other features of a C-RPAS system could not be applied. I used specialized documents and studies, but also comparative analysis as research methods. The results of the study confirmed to me the hypothesis that anti-drone systems use in combination, one or more of the technologies (to detect, to recognize, to identify, to locate, to block, to capture or to destroy the drone). The first four (the detection, the recognition, the identification, the localization) are in the basic configuration for any C-RPAS system. In the future, there will be a challenge (for the producers of C-RPAS systems), the capture of the RPAS, especially the military ones. It is also important to prepare the operators / beneficiaries for such systems. They can influence the effectiveness of drone combat missions.
