Fiscal decentralization policies by giving greater authority to the regions to create efficiency and effectiveness to provide public goods, because the area is considered better understand the preferences of the community. Besides, fiscal decentralization policies can accelerate economic growth and changes in economic structure that has a devastating impact on the region is still considered backward. In general, backward areas still rely on primary sectors such districts/municipalities in Sulawesi, while the districts/municipalities in Java, relying on non-primary sector tends to be more advanced. Therefore, in general the economy is still underdeveloped Sulawesi compared to Java. The purpose of this research is to analyze the effect of fiscal decentralization on economic structural change districts/municipalities by comparing the two areas considered different economic structure,  Sulawesi and Java. By using a panel analysis of data from 2001-2010 results showed that the fiscal decentralization policies has no effect on changes in the economic structure in Sulawesi. Java, while in the region shows that the negative effect of fiscal decentralization, it means diminishing the role of the primary sector, which leads to changes in the economic structure.

ABSTRACT This paper investigates the changes to the essential economic structure of the Brazilian economy from 2005 to 2014. It uses the method of qualitative input-output analysis and its extensions, applied by Aroche-Reyes (1996) and Gosh and Roy (1998), to verify the pattern of structural change, the number of dynamic sectors, and to examine whether there has been change in the role of sectors in this period. The results indicate a change in the structure of the economy, leading to a decrease in intersector and intrasector economic linkages. In this context, the construction sector remains central, presenting a substantial number of important coefficients. However, the total number of important coefficients diminished in the whole period, indicating a deteriorated economic structure. This fact points to a restriction in the nation’s sustainable economic growth.

The MSME sector occupies a position of strategic significance in the Indian economic structure. This sector contributes nearly eight per cent to country’s GDP, employing over 80 million people in nearly 36 million widely-dispersed enterprises across the country; accounting for 45 per cent of manufactured output, 40 per cent of the country’s total export, and producing more than 8000 valueadded products ranging from traditional to high-tech. Furthermore, these enterprises are the nurseries for innovation and entrepreneurship, which will be key to the future growth of India. It is also an acknowledged fact that this sector can help realise the target of the proposed National Manufacturing Policy to enhance the share of manufacturing in GDP to 25 per cent and to create 100 million jobs by the end of 2022, as well as to foster growth and take India from its present two trillion dollar economy to a 20 trillion dollar economy. Despite the sector’s high enthusiasm and inherent capabilities to grow, its growth story still faces a number of challenges. In this light, the present paper examines the role of Indian MSMEs in India’s economic growth and explores various problems faced by the sector. The paper also attempts to discuss various policy measures undertaken by the Government to strengthen Indian MSMEs. Finally, the paper proposes strategies aimed at strengthening the sector to enable it to unleash its growth potential and help make India a 20 trillion dollar economy.

The implementation of fiscal decentralization policy has a good impact on the development of the potential and creativity of local governments. Effectiveness in managing the results of regional wealth will affect the original income of the region which can then be utilized for the welfare of the community. This study aims to determine the effect of fiscal decentralization and economic growth on poverty in Gorontalo Province. This research uses quantitative methods. The data used in this study were sourced from the Central Statistics Agency and the Directorate General of Fiscal Balance so that the data in this study were secondary data using the econometrics method through a panel data regression equation in the form of a combination of 10-year time series data (2008-2017) and cross section data 6 Regency / City areas in Gorontalo Province. Estimation is done using the Fixed Effect Model (FEM). The results of this study indicate that (1) Partially the degree of fiscal decentralization has a negative effect (unidirectional relationship) and significant on poverty means that the greater the fiscal decentralization variable will have an impact on reducing the level of poverty (2) Partially economic growth has a negative effect (unidirectional relationship) and significant to poverty means increasing economic growth can reduce poverty levels (3) Simultaneously the degree of fiscal decentralization and economic growth have a significant effect on poverty in Gorontalo Province. However, in practice, there are many areas that still rely on the assistance central finance for their regional development. This research aims to discuss the development of regional finance independency and analyze the influence of regional finance independency on economic growth in Banten Province. This paper addresses the gap in the literature by investigating the role of the institutional quality in the nexus of external debt and economic growth. By employing a dynamic panel data analysis, we found that the institutional quality plays some role in complementing the effect of external debt on a country’s economic growth. We also found that the negative effect of external debt and a country’s economic growth monotonically increases with the level of institutional indicator, which implies the possibility of debt overhang may still happen in economies endowed with good institutions, but for higher values of debt.

In daily life, some people are always seen dedicating available resources to support collective activities. In this paper, we call these people who care group goals more than individual goals dedicators. Inspired by this phenomenon, we studied the role of dedicators on the evolution of cooperation in public goods game (PGG) based on a Chinese Folk Spring Festival Gala. Three types of agents were introduced into our PGG model including cooperators, defectors and dedicators. Dedicators tried to donate when the Gala was short of funds. Cooperators and defectors imitated the strategy of the highest-payoff neighbor based on the rational mechanism. And their imitating probability was modified on account of the emotional mechanism for positive effect of the dedicator’s donating behavior and negative effect of continuous poor performance. Through numerical simulations, we found that the existence of dedicators can indeed promote cooperation in PGG. It should be noted that dedicators’ willingness to donate was more important than their donation quantity in facilitating cooperation. And the stronger the emotional effect intensity of dedicators’ donating behavior was, the better. So, the selfless dedication of participants should be praised to promote cooperation by improving their emotional effect intensity. Last but not least, a reasonable activity budget was needed to sustain the highest level of cooperation.
