Fiscal decentralization aims to improve regional finance independency and reduce the fiscal dependency of central government. However, in practice, there are many areas that still rely on the assistance central finance for their regional development. This research aims to discuss the development of regional finance independency and analyze the influence of regional finance independency on economic growth in Banten Province. This research uses descriptive method and panel data on 6 (six) regencies and cities in Banten Province at 2001-2011. The results showed the significantly positive effect of regional finance independency on economic growth and significantly negative effect of balance fund’s ratio on economic growth. However, in practice, there are many areas that still rely on the assistance central finance for their regional development.This research aims to discuss the development of regional finance independency and analyze the influence of regional finance independency on poverty in Banten Province. This research uses descriptive method and panel data on 6 (six) regencies and cities in Banten Province at 2001-2011. The poverty model showed negative effect of regional finance independency on percentage of the poor and positive effect of balance fund’s ratio on percentage of the poor. Income inequality index and unemployment rate have positive effect on the percentage of the poor. Evalution for the allocation of the fund balance and development policy are needed to reduce inequality of income distribution.Keywords: local revenue, economic growth, povertyABSTRAK Desentralisasi fiskal bertujuan untuk meningkatkan kemandirian keuangan daerah dan mengurangi ketergantungan fiskal terhadap pemerintah pusat, namun pada pelaksanaannya masih banyak daerah yang bergantung pada bantuan dana pusat untuk pembangunan daerah. Penelitian membahas perkembangan kemandirian keuangan daerah dan pengaruhnya terhadap kemiskinan di Provinsi Banten. Penelitian ini menggunakan metode deskriptif dan data panel pada 6 (enam) kabupaten dan kota di Provinsi Banten tahun 2001-2011. Hasil penelitian menunjukkan kemandirian keuangan daerah berpengaruh positif terhadap peningkatan persentase penduduk miskin, sedangkan rasio Dana Perimbangan berpengaruh negatif terhadap persentase penduduk miskin, indeks ketimpangan pendapatan dan tingkat pengangguran terbuka berpengaruh positif terhadap persentase penduduk miskin.Implikasi kebijakan yang dirumuskan adalah perlunya dilakukan evaluasi kebijakan alokasi penggunaan Dana Perimbangan dan kebijakan pembangunan untuk mengurangi ketimpangan distribusi pendapatan.Kata Kunci: Pendapatan Asli Daerah, pertumbuhan ekonomi, kemiskinan

Fiscal decentralization is a policy made by the government to reduce fiscal dependence on the central government and create financial independence in the region. The independence of regional finance itself can be reflected through the high percentage of PAD revenue to total regional revenues. Where the existence of regional financial independence is expected to help implement regional development that can affect economic growth in the region. The purpose of this study was to determine the relationship of the level of regional financial independence to economic growth of districts/cities in East Nusa Tenggara Province in 2012-2017. The results of study uses secondary data analysis tools to approach the data panel Fixed Effect Model (FEM). The results of this study indicate that the local revenue had significant positive effect on economic growth, equalization funds had no significant positive effect on economic growth.

Abstract The paper aims at studying the effect of education measured by enrolment ratios in secondary and higher education on economic growth measured by the rate of GDP growth in a sample of 40 developing countries during the period from 2002 to 2016 using the dynamic panel data estimators. The results of estimating the model of this study using the difference GMM estimator or what is known as the Arellano and Bond estimator showed that the proportions of those enrolled in tertiary education had a significant positive effect on economic growth, while the proportions of those enrolled in secondary education had a significant negative effect.

The purpose of this study is to know and analyze the influence of the local revenue, the balance fund, the capital expenditure and the private investment on economic growth. This research is an exploratory study conducted on 19 regency/city government in West Sumatera Province. Data analysis techniques are descriptive analysis, classical assumption test, and panel data regression analysis. The results of this study found that: 1) The local revenue of the region has no significant effect on economic growth, 2) the Balance fund has a significant positive impact on economic growth, 3) the Capital expenditure has a significant positive effect on economic growth, 4) the Private investment has a significant positive effect on economic growth.

Abstract This study aims to analyze the influence of local revenue and equalization fund on the economic growth and the poverty of regencies/cities in the East Nusa Tenggara Province. Sample in this study consists of 21 regencies/cities in the East Nusa Tenggara Province. The type of data used in this study is secondary data, time series and cross-sectional data of regencies/cities since 2007 to 2016. Data are examined by using SEM-based variant named WarpPLS. The results of this study indicate that the local revenue had significant positive effect on economic growth, local revenue had significant negative effect on poverty, equalization fund had no significant negative effect on economic growth and poverty, and economic growth had no significant nega­tive effect on poverty.

This study aims to examine the influence of district and city characteristics (fiscal decentralization ratio, dependency level on the central government, capital expenditure, age, regional status, population) and audit opinion on the performance of local and district government in Indonesia for the period of 2013-2015. Population of this study consists of all local government units of districts and cities in Indonesia for the years of 2013-2015. The purposive sampling method was used resulting in a total of 1,158 samples for three years period observations. The results of this study indicate that the variables of age area, population, and audit opinion have a positive effect on the performance of the studied Districts and Cities. Conversely, the dependency level on the central government has a negative effect on the performance of studied local governments. However, the ratio of fiscal decentralization, the capital expenditure, and the regional status have no effect on the performance of the local governments

The objective of this paper is to study the effect of governance and poverty on economic growth of a set of eight developing countries during the period 2000-2009, using a dynamic and static panel data model and a simultaneous equations model. The key findings generated from these three empirical tests stipulate a negative effect of governance on poverty and a positive effect of political instability and corruption on poverty.

This study aimed to examine the direct and indirect effects of fiscal decentralization on regional disparity in eastern and western Indonesia through economic growth. Analyzing variable between economic growths because growth based on several theories and previous research says that the increase in local revenues and fund balance can increase economic growth. Meanwhile, according to theory said that increasing economic growth will increase regional disparity. The method of analysis used in this study is a quantitative method, with the use of Path Analysis. The variables used in this study are the General Allocation Fund (DAU), Special Allocation Fund (DAK), Revenue Sharing Fund (DBH), local revenue (PAD), Economic Growth (G), and regional disparity (IW). While to compare the results of the analysis between Eastern Indonesia Region (Borneo, Celebes, Maluku, Papua, and Nusa Tenggara) and Western Indonesia Region (Sumatera, Java, and Bali). The results of the study is that there is no direct effect of fiscal decentralization on regional disparity and economic growth through direct fiscal decentralization on regional disparity both in eastern Indonesia western Indonesia. Although the outcome in eastern Indonesia there is only DAU variable that affects. Whereas in the west Indonesia DBH only have an influence. This is consistent with the composition of the balance funds are disbursed by the central government to local governments, where the composition of the greatest in eastern Indonesia is the General Allocation Fund in which it reflects the dependence of local governments to the center of the high, while for the West Region Indonesia composition equalization funds is greatest DBH where this is a reflection of the independence of local governments are not dependent on the central government. So as to create fiscal decentralization well then required a greater allocation of the fund balance.

This study aims to examine the effect of local revenue, balance funds, and inflation on capital expenditure with economic growth as an intervening variable in the City / Regency of Banten Province. The sample from this study was 8 regencies / cities of Banten Province. which consists of Kab. Lebak, Kab. Pandeglang, Kab. Serang, Kab. Tangerang, Cilegon City, Tangerang City, Serang City, South Tangerang City. With the sampling technique using the saturated sample method. This data is obtained from the website of the Director General of Financial Balance of Regional Governments through www.djpk.depkeu.go.id and BPS of the Banten Provincial Government. The data in this study were processed using SPSS software. The results of this study conclude that the regional original income variable has a positive effect on economic growth, balancing funds have a positive effect on economic growth, inflation has a negative effect on economic growth, regional original income has a positive effect on Capital Expenditure, positive influential balancing funds adapts the realization of capital expenditure, Inflation has a negative effect on capital expenditure realization, economic growth has a positive effect on capital expenditure realization, regional original income has a positive effect on capital expenditure realization mediated by economic growth, balancing funds have a positive effect on capital expenditure realization mediated by economic growth, and inflation has a positive effect on realization of capital expenditure is mediated by economic growth.
