The current research explored the predictors of how police officers perceived the importance of combatting cybercrime. This is an era in which industrial security is threatened by perpetrators who use advanced techniques to steal information online. Understanding how law enforcement officers view the control of cybercrimes, especially those that steal confidential business information, can inform industrial espionage prevention and help maintain a nation’s industrial competitiveness in the world market. We surveyed a convenience sample of South Korean police officers attending training at the Police Human Resources Development Institute (PHRDI) using a paper-and-pencil questionnaire. The results indicated that the officers’ perceptions of colleagues’ and organizational views on cybercrime control significantly impacted their attitudes. Additionally, officers’ perceptions of the seriousness of online theft (in this paper, we use the terms online theft and property cybercrime interchangeably) and their computer proficiency were also found to affect their views on the importance of combatting cybercrimes. We conclude by suggesting that the police take a proactive organizational approach to prevent and respond to online property crimes through education and public awareness programs, which could positively impact the prevention of industrial espionage.

<p>While ensuring public safety and fighting against criminals the police are given exceptional powers such as the use of force to protect themselves as well as others in the process of fighting criminals. In a democratic society the limits of the use of force given by the state to the police is regulated by law. Misuse of power by the police, regarding humanitarian concerns, in terms of philosophical dilemmas and political implications has great impact on people. Use of force is defined as; use of physical strength and any equipment in increased proportion to neutralize acts of resistance or attack. The power to use of force is a direct intervention to the fundamental rights and freedoms of persons. Therefore, use of excessive force is considered as a direct violation of human rights. There have been numerous researches and studies about Police use of force. However, the complex structure of use of force, and it association with many factors creates a lot of limitations in this area. Therefore, the researchers have systematized the use of force by the police and focused on situational and institutional factors. Individual factors affecting the use of power and force by the police officers are defined as; The age of the police officer, education level and occupational experience. Regarding situational factors the researchers have focused on characteristics like; type of event that the police officer has encountered the public and the characteristics the suspects. Regarding explaining the Institutional factors it is focused on; the affect of the police culture (subculture) and service delivery philosophy of de unit that the officer is working at.</p><p align="left"> </p><p align="left"><strong>Özet</strong></p><p align="left">Kamunun güvenliğini sağlama ve suçlularla mücadele etme görevini yerine getirirken polise hem kendisini hem de başkalarını koruması ve suçlularla mücadele edebilmesi için zor kullanma gibi bir takım istisnai yetkiler verilmiştir.  Demokratik toplumlarda devletin polise vermiş olduğu zor kullanma yetkisinin sınırları hukuk tarafından düzenlenmiştir. Polisin sahip olduğu gücü suiistimal etmesi insani kaygılar, felsefi ikilemler ve politik sonuçlar açısından halk üzerinde büyük etkilere sahiptir. Zor kullanma; direnme ve saldırı karşısında bu fiilleri etkisiz hale getirecek derecede artan nispette bedeni kuvvet her türlü teçhizatı kullanmak şeklinde tanımlanmaktadır. Zor kullanma yetkisi kişilerin temel hak ve özgürlüklerine doğrudan bir müdahaledir.  Bu nedenle zor kullanma yetkisinin aşılması doğrudan insan hakları ihlali sayılmaktadır. Polisin zor kullanması ile ilgili sayısız araştırmalar ve çalışmalar yapılmıştır.  Ancak, zor kullanmanın kompleks yapısı ve  çok çeşitli nedenlerle ilişkili olmasından dolayı bu alanda oldukça fazla sınırlamalar vardır.  Bu nedenle, araştırmacılar polisin kuvvet kullanmasını sistematize ederek bireysel, durumsal ve kurumsal faktörlerin üzerinde durmuşlardır. Polis memurlarının güç ve kuvvet kullanmasını etkileyen bireysel faktörler; polis memurlarının yaşı, eğitim seviyesi, mesleki tecrübesi gibi karakteristikleri üzerinde durulmuştur. Durumsal faktörler; polislerin halk ile karşı karşıya geldikleri olayların cinsi ve şüphelilerin karakteristikleri üzerinde yoğunlaşmıştır. Kurumsal faktörler; polisin memurlarının görev yaptığı polis biriminin kurumsal kültürü ve hizmet anlayışının etkilerini açıklamaya çalışmaktadır.</p>

The EU Charter of Fundamental Rights (2000) forbids discrimination, and national legislations follow suit. Language is a symptom of and a contributor to an unequal status. Civil servants, and the police to a higher extent, must observe this in order to prevent secondary victimisation and contribute to attitudes of inclusion and equal opportunities. Therefore, training in non-discriminatory language is a must in any EFL course for law enforcers.Different teaching methodologies are applied with trainee police officers (CEFR B1) in the Spanish Police Academy to obtain critical language awareness. These strategies allow trainee officers to produce discourse sensitive to difference, and have beneficial results in building up their linguistic proficiency addressed to their professional performance.

PurposeThe purpose of this study is to examine the contours of police integrity among Korean police officers a decade after police reform was started.Design/methodology/approachThe data were collected in 2009 at the Korean National Police University (KNPU) and the Police Comprehensive Academy (PCA). The questionnaires distributed to police officers contained 14 vignettes describing various forms of police misconduct. The sample consists of 329 police officers, mostly non‐supervisors, attending courses at the KNPU and PCA.FindingsResults indicate that the contours of police integrity vary across different forms of misconduct. Regardless of whether the respondents' views were measured through questions about misconduct seriousness, appropriate discipline, willingness to report, or knowledge about official rules, the findings suggest that Korean police officers perceived corruption as a serious form of police misconduct, while they considered the use of excessive force to be substantially less serious. In addition, a strong code of silence among the police was detected.Research limitations/implicationsThe study examines the contours of police integrity among a convenience sample of police officers from South Korea.Practical implicationsThe Korean police administrators interested in controlling police misconduct could utilize this methodology to explore the contours of the code of silence among the Korean police. The results of the study indicate that substantial focus should be put on changing police officer views about the use of excessive force and narrowing the code of silence in general.Social implicationsThe results show that the contours of police integrity among South Korean police officers clearly reflect the attitudes and views of the society at large toward corruption and use of excessive force. The lenient attitudes that South Korean police officers have expressed regarding the use of excessive force reflect both the historical attitudes and the lack of clarity of official rules. The strong code of silence is related to the insufficient protection for whistleblowers and the adherence to Confucianism among Korean citizens.Originality/valuePrior research predominantly measured police integrity as the opposite of police corruption in Western democracies and East European countries in transition. This research expands this by focusing on different forms of police misconduct. In addition, it explores integrity in an Asian democracy with the police agency undergoing extensive reform.
