The article discusses the state of road traffic safety on the A1 motorway, on its section passing the territory of the Kuyavian-Pomeranian Voivodeship. The presented data concerns the years 2016 - 2017. As it is evidenced by statistical data prepared by Police, motorways are characterized by the highest level of accidents rates of fatalities and injuries from all types of public roads at present in Poland. Therefore, it is necessary to take effective actions to improve road safety on all motorways in Poland, including the A1 motorway passing the Kuyavian-Pomeranian Voivodeship. The paper presents the generic structure of road accidents, the time of their occurrence and circumstances, conditions of the surface caused by weather, as well as the reasons road accidents occurs.

The article shows the essence of road safety in the Lubelskie Voivodeship on the example of two longest and most dangerous No. 19 and 74 national roads running through the voivodeship. The article aims to diagnose the current state of road safety in the Lubelskie Voivodeship and identify opportunities for its improvement. The statistical data of the Central Statistical Office in Lublin, annual reports on road accidents of the Police Headquarters in Warsaw, reports of the National Road Safety Council, and documents of the General Directorate for National Roads and Motorways Branch in Lublin were used to analyze the safety. The analysis of the statistical documents allowed the conclusion that ten national roads run through the Lubelskie Voivodeship. Roads No. 9, 17, and 74 are the longest ones. However, on a national scale, roads No. 19 and 74 are of great importance to road safety. It has been observed that the number of road accidents in the Lubelskie Voivodeship is decreasing year by year; thus, the number of accident victims is also falling. The national road No. 19 remains the most dangerous. Passenger car drivers most frequently caused road accidents since they did not adopt the speed to road conditions or obey the right of way. The Provincial Road Safety Improvement Program in Lublin assumed a significant reduction in the number of victims killed and injured on the roads. Unfortunately, after analyzing the statistical data over the years, it can be stated that even though the assumed goal was not achieved, the accident victim rate improved.

Introduction. Improving road safety is a state-level task reflected in many regulatory documents of the Russian Federation, such as a federal law, federal target program, national project, etc. The systematic approach considered in the article is aimed at developing an effective approach and targeted actions in the field of ensuring road safety in road transport. The use of an integrated approach instead of disparate single actions will allow achieving the tasks set for the state to reduce the accident rate on the country’s roads.Materials and methods. Analytical methods based on analysis of links, flows, temporary analysis of events, methods of road traffic safety assessment based on detection of safety and accident factors, detection of accident concentration places, methods of probability theory and processing of research results, software-computing methods of information technologies.Results. A system of road infrastructure indicators has been developed in a complex application with the analytical methods and methods of the accident forecasting system, an information technology tool and systems – an electronic receiving organization for road safety to develop a system organization and manage the level of road safety in the road participant – vehicle – road – external environment system.Discussion and conclusions. The expediency of taking into account the mechanisms for achieving the results of the program-targeted approach and the direction of their implementation, the proven scientific results of studies of the concentration of road traffic accidents to improve the work of the state mechanism for ensuring road safety is substantiated.

The number and severity of road accidents in Vietnam is at alarming rate. From 2003, the Government has tried to improve traffic safety, therefore the number of accident and traumatic brain injury (TBI) and the rate of death reduced suddenly. However, from the end of 2008, even though accident number decreasing, a number of TBI and deaths due to road crash are jumping up. This paper aims to analyze the reason of heavy injuries, TBI and deaths happening increased. The specific surveys were taken to motorcyclists, helmet market, traffic safety agencies and hospital in Hanoi and Ho Chi Minh City. Statistic method, integrated comparison, observation, expert interview survey and brainstorming method have been used in this study to analyze the problem. Then road safety situation, helmet usage, regulation and enforcement were analyzed. Base on these, proposal to improve road safety in the two major cities in Vietnam is going to be discussed.

Introduction. The Road Traffic Safety Strategy in the Russian Federation for 2018-2023 includes the tasks of reducing an accident rate, among which the problem of accidents outside built-up areas is highlighted. The accidents outside built-up areas are characterized with high severity of consequences. The analysis of accident factors is necessary for the development of methods to improve road safety by preventing road accidents.Determining functional dependence is necessary for the development of information road safety management systems.The article is devoted to the study of the influence of precipitation amount on the change in the risk of road accidents.Materials and methods. The study applied a relative risk analysis, which is calculated by comparing observed variables of two groups: total rainfall data (climatic frequencies) and accident sampling (frequency at time of accident).The study bases on the data of road accidents with victims and material damage that have been registered on the А-322 road (Barnaul – Rubtsovsk – the state border with the Republic of Kazakhstan) during the period from 2012 to 2017.Results. A graph functional dependence and piece wise linear functional dependency were obtained. As the result of approximation, functional dependencies in the form of third-order polynomial function were found.Practical importance. The obtained functional dependencies can be used in the management system to assess the current risk of road accidents on roads outside build-up areas. The regularity of the influence of precipitation on the risk of road accidents can be used to implement accident prevention measures at the stage of road design and operation.Originality. The study contains new results on the nonlinear form of the functional dependence of the amount of precipitation on the risk of road accidents.

Introduction. The issue of road traffic safety has been studied by many modern scientists. However, despite the research, this issue remains relevant to this day, both theoretically and practically. This is due to the fact that the concept of road traffic safety is not currently enshrined in law, and there is no unanimity among scientists on its content. Moreover, the relevance of the practical component is evidenced by the fact that over the past three years a number of important regulations in the field of road traffic safety and procedures for their implementation have been developed. The purpose of the paper is to determine the state of road traffic safety in Ukraine. In accordance with the goal, the main objectives of this study are to formulate a definition of “traffic”, “road traffic safety”, outlining their elements; determining the state of road traffic safety in Ukraine and further development trends, establishing the main directions of implementation of state policy in the field of road traffic safety. Results. Covering the issue of road safety, it should be noted that the current legislation of Ukraine does not provide a definition of this concept, but in 2016 there was an attempt to legislate both the legal category of “road traffic safety” and a number of closely related to it. Thus, the authors of the draft Law on Road Traffic and Safety defined traffic as “the process of traffic on roads and other places where it is not prohibited by the draft law”, and road traffic safety as “a state of the road system, due to which the appropriate level of protection of road users from road accidents and their negative consequences is determined and achieved”. It should be emphasized that road traffic safety is achieved through the application of appropriate measures of organizational, administrative, socio-economic and technical nature, which are enshrined in regulations and which are aimed at ensuring the proper and safe level road traffic safety for all its participants. It should be noted that neither the Ukrainian legislator nor the state executive bodies reduce the state of danger on the roads of Ukraine, so they are constantly developing appropriate programs and taking measures to increase the level of road traffic safety. Thus, in 2020, a state program was approved, the main goal of which is to reduce the level of accidents on the roads and the severity, first of all, of the socio-economic consequences of road accidents. Conclusion. According to the legislation of Ukraine, road traffic safety should be understood as a set of socio-economic and organizational-technical measures to ensure road traffic safety and road user, prevention of road traffic accidents and elimination or minimization of their negative consequences.

The article addresses road traffic safety. The issue constitutes a contemporary and fundamental social problem. That is because over 1.3 million people die on roads annually globally, while in Poland alone about 3,000 people. The article aims to discuss the factors influencing road safety, emphasizing the human factor and its complexity. A hypothesis was made that the efficiency and nature of cognitive processes affect human activity during road traffic. The method of analyzing the subject literature and the available statistical data and the method of synthesis were used to verify the formulated hypothesis. The text presents the characteristics of the most important cognitive processes and attempts to analyze their significance for the proper functioning of the person driving the vehicle. It is an issue that requires particular emphasis in the process of building road safety. Scientific research and social practice indicate that a significant proportion of road accidents result from inappropriate reception of stimuli from the environment and storage, transformation, and use of information, i.e., broadly understood disorders of cognitive processes.

Chosen Problems of Road Accidents Analyses in Poland This article offers classification of car collisions from the point of view of the most frequent accidents and crash tests. The most important problems are the consequences of incomplete control of a car. The article focuses on the safety of road traffic in Poland and presents an attempt to analyze the causes of most frequent collisions and their consequences. It gives statistical data and attempts to analyze the level of road traffic safety. Some important indicators are shown here to compare the situation in France and Poland, which enabled verification of some opinions about road traffic safety in Poland.

Abstract Analysis of road traffic accidents revealed that most accidents are as a result of drivers’ errors. Over the years, active safety systems (ASS) were devised in vehicle to reduce the high level of road accidents, caused by human errors, leading to death and injuries. This study however evaluated the impacts of ASS inclusions into vehicles in Nigeria road transportation network. The objectives was to measure how ASS contributed to making driving safer and enhanced transport safety. Road accident data were collected, for a period of eleven years, from Lagos State Ministry of Economic Planning and Budget, Central Office of Statistics. Quantitative analysis of the retrospective accident was conducted by computing the proportion of yearly number of vehicles involved in road accident to the total number of vehicles for each year. Results of the analysis showed that the proportion of vehicles involved in road accidents decreased from 16 in 1996 to 0.89 in 2006, the injured persons reduced from 15.58 in 1998 to 0.3 in 2006 and the death rate diminished from 4.45 in 1998 to 0.1 in 2006. These represented 94.4 %, 95 % and 95 % improvement respectively on road traffic safety. It can therefore be concluded that the inclusions of ASS into design of modern vehicles had improved road safety in Nigeria automotive industry.
