The purpose of this research is to analyze a BUM Desa development strategy in Lumajang Regency. The research was conducted at BUM Desa Labruk Lor according to recommendations from the Lumajang Regency Government of East Java Province. The business units managed by BUM Desa Labruk Lor are fisheries, trade, agriculture, and culinary tourism businesses. Data were analyzed using the FFA (Force Field Analysis) approach by considering the driving factors for the development of BUM Desa (D) and the factors inhibiting the development of BUM Desa (H). The results show that the driving factor (key) is having formal legality (Village Regulations and AD/ART) and the formation of management is carried out democratically, while the inhibiting factor (key) is that business activities are still limited to the provision of production facilities and marketing services for fish-based processed products of catfish. The conclusion of this research is that the value of the strength field is smaller than the field of weakness, so it requires certain efforts to develop BUM Desa Labruk Lor. The recommendation for the BUM Desa development strategy is by expanding the network of cooperation with suppliers of fishery production facilities and the use of information technology as a medium for processed marketing.  Tujuan penelitian ini ialah menganalisis strategi pengembangan Badan Usaha Milik Desa (BUM Desa) di Kabupaten Lumajang. Penelitian dilakukan pada BUM Desa Labruk Lor sesuai rekomendasi dari Pemerintah Kabupaten Lumajang Provinsi Jawa Timur. Unit usaha yang dikelola BUM Desa Labruk Lor ialah usaha perikanan, perdagangan, pertanian, dan wisata kuliner. Data dianalisis menggunakan pendekatan FFA (Force Field Analysis) dengan mempertimbangkan faktor pendorong pengembangan BUM Desa dan faktor penghambat pengembangan BUM Desa. Hasil penelitian menunjukkan bahwa faktor pendorong (kunci) ialah memiliki legalitas formal (Peraturan Desa dan AD/ART) dan pembentukan kepengurusan dilakukan secara demokratis, sedangkan faktor penghambat (kunci) ialah kegiatan usaha masih terbatas pada pengadaan sarana produksi dan jasa pemasaran produk olahan berbasis ikan lele. Kesimpulan penelitian didapatkan bahwa nilai medan kekuatan lebih kecil jika dibandingkan dengan nilai medan kelemahan, sehingga membutuhkan upaya-upaya tertentu untuk pengembangan BUM Desa Labruk Lor. Rekomendasi strategi pengembangan BUM Desa dengan cara memperluas jaringan kerjasama dengan pemasok sarana produksi perikanan dan pemanfaatan teknologi informasi sebagai media pemasaran olahan.

Kesatuan Pemangkuan Hutan (KPH) mempunyai mandat untuk dapat menjaga kelestarian hutan sekaligus mempertahan fungsinya. Adanya tanggung jawab yang demikian berat ini tentu harus dikerjakan bersama mitra yang benar-benar mempunyai komitmen untuk bekerjasama dengan KPH menuju kelestarian hutan sekaligus meningkatkan kesejahteraan masyarakat di sekitarnya. Berdasarkan Peraturan Menetri Lingkungan Hidup dan Kehutanan Nomor 83 Tahun 2016 diketahui ada beberapa program Perhutanan Sosial (PS) yang bisa dan harus dilaksanakan di suatu KPH dalam menjawab kondisi dan tantangan di lapangan. Penelitian ini menggunakan analisis medan juang (Force Field Analysis atau FFA) untuk mengetahui nilai dari faktor-faktor pendukung dan penghambat dalam bermitra di KPH baik yang internal maupun ekternal. Dari hasil analisis FFA diketahui bahwa faktor pendukung internal yang tertinggi: karena dengan PS secara bermitra lebih jelas pembagian keuntungannya. Adapun untuk faktor pendukung eksternalnya yaitu karena ada permintaan yang tinggi atas komoditas yang dikelola secara bermitra tersebut. Faktor penghambat internal tertinggi nilainya adalah masih banyaknya masyarakat yang bermukim dalam hutan, dan faktor penghambat eksternal tertinggi adalah fluktuasi harga penjualan komoditas hasil hutan. Pada prinsipnya, implementasi program PS adalah salah satu tanggung jawab seorang Kepala KPH dalam mengoperasionalkan lembaganya terutama ketika banyak masalah sosial ditemui di lapangan. Dengan diketahuinya faktor pendukung maupun penghambat maka hasil analisa penelitian ini dapat digunakan oleh Kepala KPH menyusun strategi pelaksanaan program perhutanan sosial bersama mitra agar dapat mencapai tujuannya secara efektif.   The Forest Management Unit (FMU), also known as Kesatuan Pemangkuan Hutan (KPH), has the responsibilty to save and conserve the forest as well as maintain its function. In order to fulfil the task, collaboration with a strong commitment for forest conservation and local people prosperity among the FMU and other related stakeholders is necessary. According to Ministry of Environment and Forestry Decree No P.83/MENLHK/SETJEN/KUM.1/10/2016 it is stated that there are several Social Forestry (SF) Programmes which FMU has to conduct in doing their responsibilities and answering existing challenges in the field. This research uses Force Field Analysis (FFA) to discover the value as well as supporting and inhibiting factors of partnership in FMU, both internally and externally. Based on the FFA results, it is revealed that the strongest internal supporting factor is the clarity of benefit sharing in SF among the stakeholders. Meanwhile for the external factor, it is the occurence of high demand of the commodity that is managed in the partnership. For the strongest inhibiting factor, the internal one comes from the existing situation where there are still local people live in the forest. While the external factor is the price instability of forest commodity. In principle, the SF program implementation is one of FMU Head responsibilities in operating the organisation, particularly when there are challenges in the field. By acknowledging the factors that can support and inhibit them through this study, an effective strategy to conduct the forestry program with partners can be made.

The strategy of developing agricultural equipment and machinery in the framework of utilizing agricultural mechanization innovation and technology is carried out by growing and developing the institutional system of Agricultural Equipment and Machinery Rental Service Unit (UPJA). In Banyuwangi Regency, the UPJA institution that is classified as UPJA is developing towards professionalism is UPJA Tani Makmur Gapoktan Surangganti, Rogojampi Sub-district. The purpose of this study was to determine the development strategy of UPJA Tani Makmur as an effort to increase the role of UPJA in supporting increased productivity and efficiency of rice farming. The determination of the research area is determined based on a purposive method. The research sampling method uses the expert system method. The analytical method used is the Force Field Analysis (FFA) method. The results of the analysis show that based on the Key Success Factors (FKK) of the Driving Forces and Restraining Forces in the FFA analysis, the appropriate. UPJA Tani Makmur development strategy, among others, are: UPJA Management must increase more intensive efforts to socialize the use of alsintan to farmers, by socializing to farmers the benefits and advantages of using Alsintan in rice farming, as well as socializing the UPJA service system provided to farmers using services alsintan of UPJA Tani Makmur, especially to members of the Surangganti Gapoktan. The next effort is to expand marketing around and outside the Rogojampi Sub-district which has a large potential market share.Keywords—Force Field Analysis, Strategiy, UPJA

Abstract A complete vibrational analysis is performed for the 53 atomic PMo12O40 model of Td symmetry. The symmetry coordinates are classified into those of (a) ligand vibrations, (b) framework-ligand couplings, (c) framework vibrations, and (d) interligand vibrations. Simple valence force fields are estimated, and the influence of inclusion of redundancies on the calculated frequencies and symmetry force constants is investigated. Comments are made on calculated symmetry force constant values up to 345 mdyne/Å. Vibrational frequencies are calculated for the Mo3O7 and Mo3O13 units and for the PMo12O403- complex ion. For the latter compound the calculated values are compared with experimental data from infrared and Raman spectra.
