The purpose of this research is to analyze a BUM Desa development strategy in Lumajang Regency. The research was conducted at BUM Desa Labruk Lor according to recommendations from the Lumajang Regency Government of East Java Province. The business units managed by BUM Desa Labruk Lor are fisheries, trade, agriculture, and culinary tourism businesses. Data were analyzed using the FFA (Force Field Analysis) approach by considering the driving factors for the development of BUM Desa (D) and the factors inhibiting the development of BUM Desa (H). The results show that the driving factor (key) is having formal legality (Village Regulations and AD/ART) and the formation of management is carried out democratically, while the inhibiting factor (key) is that business activities are still limited to the provision of production facilities and marketing services for fish-based processed products of catfish. The conclusion of this research is that the value of the strength field is smaller than the field of weakness, so it requires certain efforts to develop BUM Desa Labruk Lor. The recommendation for the BUM Desa development strategy is by expanding the network of cooperation with suppliers of fishery production facilities and the use of information technology as a medium for processed marketing.  Tujuan penelitian ini ialah menganalisis strategi pengembangan Badan Usaha Milik Desa (BUM Desa) di Kabupaten Lumajang. Penelitian dilakukan pada BUM Desa Labruk Lor sesuai rekomendasi dari Pemerintah Kabupaten Lumajang Provinsi Jawa Timur. Unit usaha yang dikelola BUM Desa Labruk Lor ialah usaha perikanan, perdagangan, pertanian, dan wisata kuliner. Data dianalisis menggunakan pendekatan FFA (Force Field Analysis) dengan mempertimbangkan faktor pendorong pengembangan BUM Desa dan faktor penghambat pengembangan BUM Desa. Hasil penelitian menunjukkan bahwa faktor pendorong (kunci) ialah memiliki legalitas formal (Peraturan Desa dan AD/ART) dan pembentukan kepengurusan dilakukan secara demokratis, sedangkan faktor penghambat (kunci) ialah kegiatan usaha masih terbatas pada pengadaan sarana produksi dan jasa pemasaran produk olahan berbasis ikan lele. Kesimpulan penelitian didapatkan bahwa nilai medan kekuatan lebih kecil jika dibandingkan dengan nilai medan kelemahan, sehingga membutuhkan upaya-upaya tertentu untuk pengembangan BUM Desa Labruk Lor. Rekomendasi strategi pengembangan BUM Desa dengan cara memperluas jaringan kerjasama dengan pemasok sarana produksi perikanan dan pemanfaatan teknologi informasi sebagai media pemasaran olahan.

Abstract The Kebon Kongok Regional Landfill (TPA) is one of the final processing sites serving West Lombok Regency and Mataram City. The Landfill is managed by the Regional Technical Implementing Unit (UPTD) of the Regional Waste Landfill of NTB Province under the Department of Environment and Forestry of NTB Province. Currently, waste services in Mataram City and West Lombok Regency have not met the sanitation target. One of the factors that affects it is the financial problem where there is no budget flexibility which often causes difficulties in handling operations, especially at the beginning and end of the year. Therefore, the purpose of this study is to determine the institutional development strategy as an effort to increase the role of UPTD in solid waste services. The analytical method used is Force Field Analysis (FFA). Based on the FFA, it is found that the Total Weight Value (TNB) driving forces are more significant than the restraining forces; this means that UPTD of Regional Waste Landfill of NTB Province is encouraged to carry out institutional development. Therefore, the institutional development strategy is that UPTD applies for the Financial Management Pattern of Public Service Agencies (PPK-BLUD).

The purpose of this study is to identify and analyze the drivers and restraining factors of the development of local economic resources. This study uses force field analysis to analyze the various forces / factors that affect a change, determine the source of its strength, and develop strategies to strengthen the drivers and weaken the inhibitors. The results showed that there were a number of driving factors, namely: 1) superior commodities; 2) Rules / policies; 3) Budget allocation; 4) Human resources availability; 5) Leadership. The restraining factors are: 1) Lack of coordination and collaboration of stakeholders involved; 2) The quality of human resources of farmers is still low; 3) community participation is still low; 4) Availability of infrastructure; 5) Commitment of stakeholders involved. This research is expected to be a material consideration for developing strategies to achieve success in developing local economic resources and providing recommendations to local governments to implement planned changes to be able to increase the added value and welfare of local communities.

Penelitian ini bertujuan untuk merancang model peningkatan kinerja UMKM kuliner destinasi wisata di Kabupaten Toba. Perancangan model peningkatan kinerja UMKM kuliner dapat dijadikan sebagai motivasi pada pelaku UMKM kuliner sehingga UMKM kuliner dapat mempunyai daya saing terhadap kompetitor dalam jangkauan waktu tertentu. Populasi penelitian adalah UMKM kuliner di Kabupaten Toba dengan jumlah sampel 100 responden. Metode yang digunakan adalah The House model dengan menggambarkan permasalahan UMKM dengan fishbone chart dan imperial manajerial dengan force field analysis. Pengolahan data pada penelitian ini adalah analisis regresi linier berganda dengan menggunakan software IBM SPSS 23. UMKM Kuliner pada penelitian ini adalah UMKM yang berasal dari 13 kecamatan yang ada di Kabupaten Toba. Wilayah dengan jumlah UMKM terbanyak berasal dari Kota Balige hal ini menunjukkan bahwa destinasi ibukota dengan destinasi wisata terbanyak menjadi pilihan UMKM dalam mendirikan usaha. Hasil penelitian menunjukkan bahwa variabel permasalahan UMKM kuliner terdiri dari variabel dependen yaitu kinerja pemasaran, variabel specialized marketing capabilities dan variabel independen yaitu comparative advantage Ketiga variabel dapat mempengaruhi peningkatan kinerja UMKM kuliner dalam mencapai visi pada rancangan model the house model.

The formation of an orderly culture of administration for educators and students in schools cannot be separated from the routines that were born in school policy. Mastery of the use of Information and Communication Technology (ICT) media will have a major impact on efforts to carry out of e-Government in Indonesia, which is implemented as a government program in effectively streamlining public services. Conventional administrative culture is still secure in person management to the level of institutionalization. Like routine measurement, administration and reporting still use conventional culture. Other conventional cultures such as accreditation, school control in governance, and documentation are clear. This conventional routine can affect the slow pace of government programs, especially in the transformation efforts towards e-Government. Research with this qualitative approach focuses on issues about the culture of e-Learning intranet implementation in schools in Malang, as well as factors that support and hinder the implementation of e-Learning intranet in schools. Analysis of the data used is interactive model analysis and force field analysis. The results showed that the culture of using the e-Learning intranet can be used as a habit towards e-Government efforts. Optimization of e-Government can be realized if the basis of administrative activities that cultivate e-Learning intranet routinely at school. By cultivating the e-Learning intranet in schools, government programs especially the transformation towards e-Government can be achieved.

Magetan mrupakan sentra produksi pamelo di Jawa Timur. Di Magetan, lemahnya posisi tawar petani Jeruk pamelo dicirikan dengan sistem pemasaran yang diijonkan ketika masih di kebun sehingga harga menjadi murah.  Salah satu cara mengembangkan ushatani jeruk pamelo adalah melalui  pemberdayaan kelembagaan petani.  Penelitian ini bertujuan untuk menganalisis faktor penghambat, pendorong dan strategi penguatan kelembagaan untuk meningkatkan usahatani Jeruk Pamelo. Penelitian dilakukan di Kecamatan Sukomoro, Bendo, dan Takeran Kabupaten Magetan Provinsi Jawa Timur.  Pengambilan sampel petani dilakukan dengan metode simple random sampling berjumlah 37 orang petani, dan pengurus kelompok tani berjumlah 21 orang yang diambil secara purposive. Data dianalisis secara deskriptif eksplanatori dan analisis  medan kekuatan (Force Field Analysis). Hasil penelitian menunjukkan terdapat 18 faktor penghambat dan 12 faktor pendorong faktor penghambat terdiri atas umur petai tua, pendidikan, penerapan teknologi, pemeliharaan, kualitas bibit, sistem tebasan, penentuan harga, sumber pemasaran, akses pasar, manajemen gapoktan, peran serta petani, kualitas buah tidak menentukan harga, rendahnya kerjasama dalam pengadaan saprodi, kurangnya informasi dan akses ke lembaga keuangan, kemarau panjang, tingginya serangan hama dan penyakit, dan pandemi. Faktor pendorong terdiri atas pengalaman petani, keberagaman aksesi, kepemilikan lahan, kemudahan menjual hasil, petani aktif berkomunikasi, aktif mencari informasi budidaya, adanya pedoman teknik budidaya, bantuan bibit, bimbingan, penyuluhan, APM, kios sarana produksi, dan kesuainya materi PPL. Strategi penguatan kelembagaan adalah meningkatkan akses informasi dengan lembaga penunjang, membuat kerjasama penyampaian informasi, bimbingan dan evaluasi, menjaga kelestarian berbagai aksesi, bekerja sama dengan lembaga pemasaran/ asosiasi yang dapat meningkatkan bergaining position petani, akses dan informasi pemasaran.

The study aims to assess the performance of paravets towards veterinary extension services in Nepal. The participatory methods like questionnaire survey, key informant interview, focus group discussion, direct field observation, force field analysis and score ranking was adopted during the study. The quality of the Private Paravets was sound in terms of relevance, appropriateness, targeting, and sustainability issues. Project activities associated with Private Paravets promotion were observed appropriate and in line with the needs of farmers. The concerned private paravets were found to be working effectively for institutional, social and economic transformation of the beneficiaries. Large majority of the Paravets have been providing veterinary service on technical advice, curative services (98 %), AI (87 %) and vaccination (75%) against hemorrhagic septicaemia and black quarter diseases in the cattle and buffaloes. There has been increased access to veterinary extension services in the rural farming communities because of increased accessibility to Paravets. In the study areas 89 %paravets have annual turnover of Rs less than 2 lacsto3-5lacs in their fee based private veterinary services. Overwhelming majority of the Paravets had future plan to expand their business. Of the total 96 % Paravets expressed job satisfaction for their current veterinary private practices despite some problems. The private paravets seems to be instrumental and sustainable to provide services towards veterinary and livestock production technology in the study areas. However, there is room for improvements to make it economically viable, technically sound, legally regulated and developing professional ethics as Paravets practices in Nepal.
