Abstract Research background: The multidimensional assessment of the attractiveness of cryptocurrency exchanges seems to be an important issue, because the risk of the collapse of such an exchange or its use for illegal purposes is higher than in the case of traditional exchanges. Purpose: The aim of the work is to create ranking and identify groups of cryptocurrency exchanges with a similar level of attractiveness. Research methodology: 13 different composite indicators were considered. Finally, one of them was chosen as a representative according to the similarity of the obtained rankings. Clustering methods were used to identify groups of exchanges with a similar level of the constructed measure. Result: The best according to the adopted criteria of rankings similarity was the taxonomic measure constructed using the standardized sum method with equal weights. Combining hierarchical clustering with the k-means algorithm allowed to improve the quality of clustering measured with the silhouette index. Novelty: The originality of the paper lies in the use of different methods of a multidimensional comparative analysis on the cryptocurrency market.

Various clustering methods to obtain optimal information continues to evolve one of its development is Evolutionary Algorithm (EA). Adaptive Unified Differential Evolution (AuDE), is the development of Differential Evolution (DE) which is one of the EA techniques. AuDE has self adaptive scale factor control parameters (F) and crossover-rate (Cr).. It also has a single mutation strategy that represents the most commonly used standard mutation strategies from previous studies.The AuDE clustering method was tested using 4 datasets. Silhouette Index and CS Measure is a fitness function used as a measure of the quality of clustering results. The quality of the AuDE clustering results is then compared against the quality of clustering results using the DE method.The results show that the AuDE mutation strategy can expand the cluster central search produced by ED so that better clustering quality can be obtained. The comparison of the quality of AuDE and DE using Silhoutte Index is 1:0.816, whereas the use of CS Measure shows a comparison of 0.565:1. The execution time required AuDE shows better but Number significant results, aimed at the comparison of Silhoutte Index usage of 0.99:1 , Whereas on the use of CS Measure obtained the comparison of 0.184:1.

In the 21st century, in addition to the generally well-known indicators of material well-being, in the modern paradigm of the welfare state, the quality of the ecological environment is gaining an ever-increasing role. Besides that, the modern definition of welfare state takes into account not only environmental dimension, but also the quality of institutions through the governance system that affects the supply of environmental goods. The study provides the classification of countries according to indicators that can ensure the identification of welfare states and the assessment of the classification role of the criteria for environmental state.The strong direct correlation between environmental state and government efficiency has been established. The results of the classification of the studied countries obtained by k-means clustering methods indicate the possibility of using the Environmental Performance Index (EPI), Government Effectiveness Index (GEI) and government expenditures indicators as complementary attributes to the classical criteria for the welfare state.The level of country EPI can be regarded as an important complementary criterion for the welfare state. The country environmental state is much more determined by the government efficiency, the quality of state institutions and their activities, rather than by an extensive increase in the funding of such institutions and environmental measures.

This paper thoroughly examines three recently introduced modifications of the Gower coefficient, which were determined for data with mixed-type variables in hierarchical clustering. On the contrary to the original Gower coefficient, which only recognizes if two categories match or not in the case of nominal variables, the examined modifications offer three different approaches to measuring the similarity between categories. The examined dissimilarity measures are compared and evaluated regarding the quality of their clusters measured by three internal indices (Dunn, silhouette, McClain) and regarding their classification abilities measured by the Rand index. The comparison is performed on 810 generated datasets. In the analysis, the performance of the similarity measures is evaluated by different data characteristics (the number of variables, the number of categories, the distance of clusters, etc.) and by different hierarchical clustering methods (average, complete, McQuitty and single linkage methods). As a result, two modifications are recommended for the use in practice.

The article is devoted to the legal and economic aspects of the inventory of real estate objects. The article provides a comparative analysis of a large number of authoritative scientific studies on the study of the inventory process. Based on the results of scientific research, we have proposed a classification of types of inventory of real estate objects according to various classification criteria. We have identified the fundamental legal acts that govern this area of activity. It is considered what indicators (coefficients) characterize the efficiency and quality of the content of the inventory. In summary, improving the algorithm for conducting the inventory process based on the proposed coefficients (indicators) will lead to a reduction in labor-intensive verification procedures, increase the efficiency of its implementation, and reduce risks, that is, the effect of the inventory will be higher.

Abstract Background To enhance teleconsultation management, demands can be classified into different patterns, and the service of each pattern demand can be improved. Methods For the effective teleconsultation classification, a novel ensemble hierarchical clustering method is proposed in this study. In the proposed method, individual clustering results are first obtained by different hierarchical clustering methods, and then ensembled by one-hot encoding, the calculation and division of cosine similarity, and network graph representation. In the built network graph about the high cosine similarity, the connected demand series can be categorized into one pattern. For verification, 43 teleconsultation demand series are used as sample data, and the efficiency and quality of teleconsultation services are respectively analyzed before and after the demand classification. Results The teleconsultation demands are classified into three categories, erratic, lumpy, and slow. Under the fixed strategies, the service analysis after demand classification reveals the deficiencies of teleconsultation services, but analysis before demand classification can’t. Conclusion The proposed ensemble hierarchical clustering method can effectively category teleconsultation demands, and the effective demand categorization can enhance teleconsultation management.

Purpose – the article explores the R&D personnel as a competitive factor of the innovative enterprises in Bulgaria. Research methodology – a wide literature review and survey are conducted on R&D personnel and its performance together with a comparative analysis of secondary data resources. Findings – the article presents the essence, the peculiarities, the innovation results, the R&D competencies in the context of the innovative enterprises in Bulgaria. A generalized classification of the innovation goals and results is developed. The approach and the model clearly describe the R&D personnel as a factor, influencing the innovation activity and focus on its improvement. Research limitations – lack of relevant research studies on the topic in Bulgaria. Practical implications – the results help managers to make decisions on how to raise the enterprise’s innovation activity. The model can be implemented in the enterprise's innovation system to distinguish the R&D personnel's needs for improving their innovation competencies, motivation or performance measurement, and management. Originality/Value – a model for decreasing the discrepancies between the R&D personnel and the organisationаl innovation requirements. Framing constructs for developing an approach for identifying the needs for more competitive R&D personnel and overcoming the innovation gaps in search of high innovation activity.

Abstract. In the article, the concept of competitive social advantages is considered. Social competitiveness, the potential of social competitiveness, and the social competitive status are characterized. Competitive advantages are shown to have various forms of expression due to certain determinants. A classification of competitive advantages is carried out. The framework of competitive advantages is described. The determinants of competitive social advantages of a country, among which the components of the level and quality of life, the maturity of the human, intellectual and social capital, the quality of public institutions, conditions of business development and innovations are suggested. The trends and means of achieving social competitive advantages are considered. The assessment of Ukraine’s position according to freedom indicators, the indicator of network readiness, Ukraine’s competitiveness index and index of travel and the tourism competitiveness is conducted.Key words: social competitiveness, social advantages, competitive social advantages, social potential, social capital
