AbstractThe aim of this article is to describe the consequences of state intervention at the local level after a destructive earthquake hit the south of Italy in 1980. The kind of intervention adopted, the amount of financial investment and the way in which it was distributed affected the social and economic equilibrium of the local community in terms of perceptions of trust, patronage and effects on development.

Thinking of State in development illustrates that social life of an individual, community, society or territory becomes the subject of multiple interventions. The theology of development assumes that intervention is needed to reform the social life of an individual, community or society. State intervention in the name of development has a social and ecological cost for the indigenous community. State in Development is a series of events and actions as well as a particular discourse and ideological construct that demands examination to understand how state constructs the aesthetic deception which strengthened the State capacity to govern the unruly region of Indigenous population. It functions as a hegemonic order to order, control and represent the regions or populations where indigenous community are predominating in nature. This paper is about the issues and questions regarding the development intervention mediated and facilitated by State and the changes it has brought to local ecology of Jharkhand. By using the literature of political ecology this paper shows that development facilitated ecological degradation at local level while also induced State building and State formation among the local community.

Purpose The purpose of this paper is to reflect on what can be learned about disaster risk reduction (DRR) from the L’Aquila trial of scientists. The court case was initiated because of a controversial meeting on 31 March 2009 of the Major Risks Committee (MRC), held under the auspices of the Italian Department of Civil Protection. The purpose of the meeting was to consider (prior to the fatal earthquake of 6 April 2009) disaster risk in the L’Aquila area, which was being affected by an earthquake swarm since October 2008. Design/methodology/approach The authors undertook a document analysis of trial materials, and a review of academic and media commentary about the trial. Findings The legal process revealed that disaster governance was inadequate and not informed by the DRR paradigm or international guidelines. Risk assessment was carried out only in a techno-scientific manner, with little acknowledgement of the social issues influencing risks at the local community level. There was no inclusion of local knowledge or engagement of local people in transformative DRR strategies. Originality/value Most previous commentary is inadequate in terms of not considering the institutional, scientific and social responsibilities for DRR as exposed by the trial. This paper is unique in that it considers the contents of the MRC meeting as well as all trial documents. It provides a comprehensive reflection on the implications of this case for DRR and the resilience of peoples and places at risk. It highlights that a switch from civil protection to community empowerment is needed to achieve sustainable outcomes at the local level.

Social inclusion has been conceptualised as having two key aspects: distributional aspects relating to access to resources including employment, and relational aspects which concern the connections between people and the wider society. While both are important, the emphasis in Australian social inclusion policy has been on distributional aspects. This paper focuses on the relational aspects of social inclusion, and argues that it is critically important to include relational considerations in social inclusion policy. Central to the relational aspects of social inclusion is achieving a sense of belonging, particularly at the everyday, local level. Belonging in this everyday sense can be thought of as an ongoing project achieved through everyday practices, rather than solely in terms of membership of a group. While many such practices, for example regularly engaging in team sports, are accepted ways of establishing and maintaining belonging, for others in a community practices of belonging may necessitate disrupting or at least broadening the established norms of how one belongs. To ground this discussion of inclusion and belonging, this paper draws on practices of belonging in a regional community. Established norms of belonging are examined through the idea of ‘being a local’, a way of belonging that appears to be based on membership. The paper then turns to two local projects which disrupt the exclusive bounds of local membership and establish new and inclusive practices of belonging. To conclude, parallels are drawn between the boundaries which define ‘the social’ in social inclusion and ‘the local community’ in being a local, to argue for the importance of including relational aspects of social inclusion within social inclusion policy debates and program formulation.

This article explores fascist mobilization in Romania on a regional and local level. Focusing on the south-western Romanian county of Rîmnicu Vâlcea it combines qualitative analysis with the quantitative analysis of approximately 1,350 members of the Legionary Movement. Vâlcea provides an example of a district which was not a fascist stronghold: the fascist leader Corneliu Zelea Codreanu failed to establish a stable organizational network. Only when the local bishop actively supported small circles of young village intellectuals did fascist mobilization gain momentum. The overwhelming peasant majority of members joined the movement rather late (1937). This article concludes that there were differences between village intellectuals who believed in an ideological community of creed and peasant members who strove for social revolution.

Purpose With the aim of finding a balance between social and economic benefits, the social economy has reemerged in the crisis of the welfare state. The Fordist welfare state can be characterized by state-provided welfare, the mediation of paid work and welfare by the labor market and redistributive policies. Globally, neoliberalism and the market have given rise to social exclusion; in this context, the social economy is emerging as an alternative to the market domination of societies. This paper aims to construct a conceptual framework of welfare provision in an open innovation era. Design/methodology/approach The welfare state system between the Fordist welfare state and post-Fordist welfare state is different on provision and delivery of welfare service. To construct the conceptual relation among the social economy, the state and the market and welfare provision in the social economy, this study mainly used the literature review. Findings Attention should be paid to civil society at the local level to ignite social economy through open social innovation. Various social actors in the local community need to change and develop the social economy with collaborative entrepreneurship and collaborative economic mindsets. Research limitation/implications This paper presents the welfare service model led by social economy and open innovation, as well as social change. To fill the shortage of welfare provision caused by crisis of the welfare state, social economy is considered as an alternative for neo-liberalism. This study emphasizes that endogenous local development is a prerequisite for social economy as a welfare supplier. Practical implications In the social economy, reciprocity, democracy, self-help and social capital at the local level are emphasized. Also, open innovation put emphasis on collaboration economy among the local community, firms and the public sector: this emphasis can be expected to affect the welfare provision system and the social relations surrounding welfare. To address social problem and social needs, the social economy can adapt and apply the open innovation model. Originality/value The previous researches on open innovation mainly deal with the business sector and the public sector, but this paper has a focus on the relation between provision of social welfare and social innovation. The social economy is likely to function properly on the foundation of open social innovation.

Weingrod, writing of Sardinia, distinguishes between ‘patronage’ in the social anthropological sense of “patron-client relationships” —”how persons of unequal authority, yet linked through ties of interest and friendship, manipulate their relationships in order to attain their ends”; and ‘patronage’ in the political scientist's sense of “party-directed patronage”—”the ways in which party politicians distribute public jobsor special favours in exchange for electoral support”. Weingrod goes on to argue that the former conception is no longer relevant to an analysis of modern Sardinian political behaviour: with the narrowing of the gap between village, city and state, and the evolution of national parties at the local level, the conception of party-directed patronage is more appropriate.

Context: The article contributes to a discussion of how patterns of employment and qualifications are modified by the ongoing industrial transformation, called Industry 4.0. Although this transformation is said to be a global phenomenon, scholars increasingly discuss the national differences in the wake of Industry 4.0. Our article aims to intervene in this debate by analysing the industrial transformation of a small island situated at the West coast of Norway. We notably investigate the technological renewal by means of Computerised Numeric Control (CNC) and robotics in a network of mechanical firms. Approach: Nine small mechanical engineering firms are analysed by drawing on theories on business networks and clustering of firms. This allows for a discussion of how automation, employment, staff training and profitability are interconnected. The main research question is how the firms are locally embedded in a way that sheds light on the social dimension of vocational training, which is considered a form of Corporate Social Responsibility. Findings: It is informative to use the heuristic concept ‘pre-cluster agglomeration’ to characterise how the nine firms under scrutiny are interacting, while being assisted by a forward-looking industrial association and supported by an active local community. The municipality and the county to which this agglomeration belongs, provide training services and other infrastructures that support the firms when they recruit new employees and upskill their staff, - notably by setting up a CNC training centre attached to an upper secondary school. Conclusion: Our case does not support off-the-shelf narratives of robotisation implies job cuts. In the same way as previous technological transformations were not solely driven by their inherent technical opportunities, the ongoing robotisation is nuanced by the social shaping of technology. There is room for strategic choices when new technology is integrated in work organisations. The extent to which the workforce should be (re-)trained is subject to decisions and negotiations.

Anthropologists have often contrasted ‘caste’ and ‘tribe’ as forms of social organisation based on opposite principles (eg ‘castes' are based on hierarchy, ‘tribal’ society is undifferentiated and egalitarian). The concept of ‘caste’ is both an imposed one, a product of colonial governmental and academic exercises, and one which has political realities. However, whilst such national and regional formulations of caste are important, they do not always reflect the social categories which are central to the organisation of people's lives at the local level. The Girasias (generally held to be a ‘tribe’ by others) live in Rajasthan in proximity to the Rajputs (generally held to be a ‘caste’; Girasias themselves claim to be a branch of the Rajput caste). On many points the way in which a group categorises itself does not correspond with the way in which it is categorised by members of other groups. In practice the Girasias share many social, economic and religious institutions with the other ‘caste’ communities in the region as also with the ‘tribal Bhils. This does not mean that these groups are indistinguishable, but ‘Rajput’ and ‘Bhil’ stereotypes were used within the Girasia group to express differences, identifications and evaluations. However the tribe/caste distinction and the corresponding division of labour between anthropologists and sociologists in India is thereby called into question. To the Girasias, patrilineal kinship and territory play a central role in their sense of ‘caste’ identity, unlike other communities (the Rajputs and Bhils are exceptions) for whom caste is a more dispersed, agnatic and affinal group. Descent is crucial. Although their kinship ideology emphasises a sense of separation rather than hierarchy, Girasia kin divisions present members with equal opportunities to be unequal. Lineal kinship provides the paradigm for talking about all relationships whether or not based on actual biological ties. Equally, gender provides an idiom for the construction of difference. Descent groups are differentiated according to the evaluation of groups from which they have been able to obtain wives. Both Girasias and outsiders use the attire and the behaviour of women and perceived gender roles to distinguish between themselves. Despite the local complexity of Girasia kinship and gender relations which cannot be expressed in the language of caste and tribe, outsiders (other castes, classes, government officials, academics) continue to regard the Girasias as tribal as a result of the politics of caste and gender at the local, regional and national levels.

The article deals with the concept of green spaces by highlighting its social benefit to the local community. Green spaces have become an important element in shaping rural and urban public spaces, creating attractive living surrounding, promoting integration, interaction and participation of locals, strengthening their health and enhancing overall wellbeing. Moreover, green spaces are often characterized as public spaces, so the interest in this topic implies that being in or using these spaces influences various social groups in any community. Unfortunately, the emphasis of social benefit of green spaces on the local level still lacks solid grounds in the social science discourse in Lithuania. In view of the above, the research methodology includes both theoretical and empirical research methods, where the following scientific problem is addressed: the ways or forms that the social benefit of green spaces manifests itself in relation to local communities? The aim of the research is to analyse manifestation of social benefit of green spaces to local community. The results of scientific literature analysis and interview with the specialists have provided some common insights such as how social benefit of green spaces can manifest itself on the local level. It has been acknowledged that, in terms of social benefit, green spaces are multifunctional, with their main purpose, however, being satisfaction of the needs of local community needs at the place they live in. Although green spaces are not fitted enough to support active participation, awareness of the variety of existing green spaces may contribute to promotion of various local community activities, interaction between different social groups, and appears as a “social bridge”, influencing overall wellbeing of individuals and community.

The paper focuses on the case study of a settlement in the immediate vicinity of the Hungarian capital, which became nationally recognized in the second half of the 20th century through the staging of the community’s wedding customs, known as Wedding at Ecser. Over the decades, the element lifted out of the local lifeworld – and ultimately constructed – has become linked with various community meanings and interpretive structures, through the examination of which the underlying historical, economic, and socio-cultural processes are being presented. Not only has the cultural relic – initially constructed by and through external actors – appreciated for local society, it soon developed into a central element of self-representation. At the same time, the cyclically growing interest in the staged custom and the repeated re-articulation of the wedding in new ways were closely linked with the social changes of the given period and the transformation of the local community and also dependent on the nature of power discourses at the local level. However, the wedding became not only an economic, ideological, political resource for the local community but also a valid meaning structure beyond the local level. This study pays special attention to discussions of the role that this phenomenon – which has nearly 60 years of history and many layers of meaning – may have played in the heritagization practices of the 21st century. There is particular emphasis on how the wedding as a heritage element and – more broadly – heritagization are linked to local experiences of a changing rurality.
