Впервые для публикации предложены документы, раскрывающие некоторые вопросы набора студентов и слушателей в Восточный институт во Владивостоке в 1899 г. Авторы приводят самые первые правила приёма в востоковедческий вуз, выявленные на страницах «Правительственного вестника» (г. Санкт-Петербург). Два других уникальных исторических источника – рукописные, извлечены из фондов Государственного архива Приморского края. Они представляют несомненную ценность для всех, кто интересуется становлением высшего образования на российском Дальнем Востоке, историческими корнями Дальневосточного федерального университета. Предлагаемые читателям материалы позволяют увидеть, оценить и сопоставить, как проходил набор студентов в прошлом и настоящем. For the first time, the documents revealing some issues of recruiting students and trainees to the Oriental Institute in Vladivostok back in 1899 are offered for publication. The authors cite the very first rules of admission to the higher educational institution for oriental studies. They were identified on the pages of the “Pravitel’stvennyi Vestnik” (Government Gazette) (St. Petersburg). Two other unique historical sources are handwritten, and were retrieved from the funds of the State archive of Primorskiy Krai. They are of great value for anyone who is interested in the development of higher education in the Russian Far East and the historical roots of the Far Eastern Federal University. The materials allow readers to see, evaluate and compare how the recruitment of students took place in the past and present.

The larvae, male and female imagines, and eggs of Cinygmula levanidovi Tshernova & Belov 1982 are described based on reared specimens from the Russian Far East. The larvae, female imago and eggs are described and illustrated for the first time. The larva of C. levanidovi is similar to the one of C. hirasana Imanishi, 1935 and C. kurenzovi (Bajkova, 1965). However, it can be distinguished from these species and from all other Far Eastern Cinygmula by the shape of its tergalius I, which has a heart-shape and bears a single short gill filament. Tergalius I of C. hirasana and C. kurenzovi possess a similar shape, but there are no gill filaments on the first and the other tergalii.

The subfamily Araeopteroninae Fibiger, 2005 from the Russian Far East and neighbouring countries is revised. Six species occur in Russia, three of which are new: A. ussurica sp. n., A. makikoae sp. n. and A. patella sp. n.; A. fragmenta and A. nebulosa are reported for the first time for Russia. In South Korea five species occur, two of which are new: A. patella sp. n. and A. koreana sp. n. Three species, A. amoena, A. nebulosa, and A. fragmenta are reported for the first time from China. The formerly described Far Eastern species (A. amoena, A. nebulosa, A. fragmenta and A. flaccida) are redescribed based on morphological characters. Adultss of all species from northern East Asia treated in the article are illustrated in color with their male and female genitalia. Distribution maps of the species in the Russian Far East are presented, along with an alphabetic checklist of 36 described species.

Three species of the Palaearctic genus Harpocera Curt, are distributed in the Far East of Russia H. koreana Jos. is recorded from Russia for the first time, the hitherto unknown males of H. choii Jos. and H. koreana Jos. are described and compared with H. orientalis Kerzh. from the Kuril Islands. A key to the three Far Eastern species is given.

Seascape is a special genre of painting. To show the vivid life of the sea is not an easy task for an artist. The creative heritage of marine painters not only delights, but also encourages modern artists to look for their own style, to develop their own painting technique to achieve it. The author analyzes the genesis of the special manner of the Far Eastern marine painter V.I. Shilyaev in the representation of a live transformation of the sea wave, attempts to characterize his original painting technique to perform a frozen in time moment of life of the dynamic volume on the plane of the canvas. Maintaining the creative tradition of the great marinists of the past, V.I. Shilyaev filled his works with patriotic content of self-identification of the Russian Far East, developed the art of depicting legendary ships on an aesthetically irresistible sea wave. The author claims that the mixed improvisational technique of visualizing the constantly changing volume and color of the sea wave is V.I. Shilyaev's innovative contribution to the achievements of the Russian seascape painting school.

The Far Eastern species of the genus Paracladopelma Harnisch, 1923 are revised. Four new species of Paracladopelma are described: P. augustus, P. globosum, P. pseudocamptolabis, and P. urkanensis. Seven species P. doris (Townes), P. furudoprimum Sasa, P. laminatum (Kieffer), P. nais (Townes), P. nereis (Townes), P. nigritulum (Goetghebuer), and P. undine (Townes) are redescribed on the basis of male morphology. Six species are recorded from Russia for the first time. Paracladopelma simantodeea Sasa et al. 1998 is presented as a junior synonym of Paracladopelma furudoprimum Sasa & Arakawa. A key for males of 12 Far Eastern species of Paracladopelma is given.

Subject. The article addresses the tax liabilities of taxpayers registered in the subjects of the Far Eastern Federal District, which should be paid to the consolidated budget of the Russian Federation, as well as the factors of the said debt growth. Objectives. Our aim is to assess the level of tax debt of regions of the Russian Far East and identify the correlation between the factors and the amount of tax debt. Methods. The study rests on methods of analysis, generalization, grouping, systematization, and the correlation and regression analysis. Results. We analyzed the level of tax debt for the entire Far Eastern Federal District and by region, identified factors affecting the growth of tax debt therein. The paper assesses the structure of tax debt by type of taxes and activity of debtors. The unveiled factors may help control changes in the size of tax debt in the Russian Far East and develop effective measures to improve the debt collection. Conclusions. The study shows that there is an increase in the tax debt in the regions of the Russian Far East, in the VAT in particular. The factor analysis revealed that the volume of sales of wholesale enterprises, investment in fixed capital, the consumer price index have the largest impact on the amount of tax debt.

A review of species of the genus Mokrzeckia Mokrzecki, 1934 from the Russian Far East is provided. Mokrzeckia lazoensis sp. nov. is described. M. abietis Kamijo, 1982 is recorded for the first time for Russia, and M. pini (Hartig, 1838) for the Russian Far East. A key to six known species of Mokrzeckia is provided.

The monograph presents the search for solutions to the problems of the Far Eastern region. The proximity of China and the remoteness from the center of Russia make us look for effective measures to overcome the problems of settling the Far East in the context of sustainable economic development of modern Russia. The paper analyzes the problems of the Far East: in industry, agriculture, forestry, energy problems, environmental problems, and provides recommendations for their solution. Considerable attention is paid to migration problems. The experience of China is studied through the prism of bilateral cooperation with Russia. It is intended for students, masters, postgraduates, researchers dealing with issues of macroeconomic regulation and forecasting.
