Subject. This article discusses the issues related to institutional support for public-private partnership in the regions of the Ural Federal District. Objectives. The article aims to analyze the development of the regional institutional environment of public-private partnership and find regulatory deficiency. Methods. For the study, we used a comparative analysis and the graph and tabular methods to interpret the collected data. Results. The article presents certain results of the study of the institutional framework, strategic development and planning documents, the public-private partnership administration system, and the evaluation of its institutional environment. Conclusions. The local regulatory deficiency and the need to improve the investment climate of the Ural Federal District regions and attract new participants in the partnership confirm the relevance of the identified problem research.

Subject. This article discusses the issues related to regulatory support for public-private partnership in the regions of the Ural Federal District. Objectives. The article aims to assess the institutional aspects of public-private partnership. Methods. For the study, we used a comparative analysis and the tabular methods to interpret the collected data. Results. The article points to the positive changes in the development of public-private partnership in the regions of the Ural Federal District. It also identifies institutional traps in local legislation and offers some recommendations to improve the investment climate. Conclusions. The article concludes that all the prerequisites for effective cooperation between private and public capitals have been created in the Ural Federal District regions. The development of public-private partnership is not possible without the continuous improvement of the institutional environment.

Theoretic aspects of the formation and development of public-private partnership (PPP) are studied. By using a systemic approach, it is determined that the most important factor in improving the efficiency of public-private partnership is its institutional support. It is substantiated that globally, the PPP is mostly initiated by public authorities, which can be explained by a number of reasons. Firstly, public authorities are responsible for the country's strategic development. Secondly, public authorities formulate "rules of the game" for businesses and individuals, plan capital investments, and select PPP entities that are a priority in terms of public interest. In fact, it is the state that undertakes to address objectives facing society. Therefore, nowadays the importance of creating a favorable institutional environment to develop PPPs is recognized at all the levels of economic management and is emphasized in the scientific community. It is proved that the interests of public authorities, private businesses and the community are reconciled through the complementation of political, legal, and socio-economic norms and rules of conduct. The functions of public authorities at the national and regional levels of government are systematized.

Subject. This article discusses the role of public-private partnership in solving the priorities of the socio-economic development of the regions. Objectives. The article aims to identify institutional factors in public-private partnership development. Methods. For the study, we used the methods of statistical analysis. Results. Regarding the Ural Federal District subjects as a case study, the article examines the dynamics of public-private partnership projects development over the past decade. It considers the forms of institutional corruption and proposes certain mechanisms to overcome it. Conclusions. Analyzing key internal and external factors influencing the development of the public-private partnership system directly or indirectly will help enhance opportunities and capabilities when implementing economic projects.

Public private partnerships have been gaining the interest of emergency management and security-related federal organizations. In 2010, the National Academies Press published a framework for resilience-focused private-public sector collaboration which may be the catalyst for how resilience-oriented public private partnerships are developed in the future (National Academies Press. 2010). Public private partnerships can be utilized to increase citizen awareness and preparedness, to address a specific need in a community, or to accomplish any other function that brings a community and government together. “Utilized correctly, a public private partnership is a win-win situation for all participants” (Hahn, 2010, p. 274). Although perceived as very successful, no prior systems analysis has been conducted on these partnerships. In this chapter, a successful public private partnership is evaluated using systems analysis techniques. Results of that analysis, along with details of the original case study and the public private partnership itself are presented.

The experience of the institutional support of public-private partnership in the Republic of Poland has been analyzed. It is noted that Poland was one of the first among the post-communist countries to implement a mechanism of public-private partnership. The peculiarities of the practice of realization of public-private partnership in Poland during the 1990s and its legal support were determined. The possibility of its development on the basis of general norms of civil, economic, administrative and other branches of law is emphasized. The process of development and adoption of separate laws on public-private partnership and their specific features are described. The essence of discussions about the need for creation of a special authorized body for regulation of public-private partnership, which was caused by the problems that arose from public and private partners during the conclusion and implementation of the relevant agreements, was disclosed. The modern components of organizational support for supporting the development of public-private partnership in Poland, their role and their inherent functions are revealed: the Department for Public-Private Partnerships of the Ministry of Investment and Development, similar departments in public administration bodies of different levels, the Public-Private Partnership Platform, Polish Entrepreneurship Development Agency, Institute of Public Private Partnership, private law firms, scientific and educational institutions. The necessity to improve the institutional support of public-private partnership, which is realized by the government of Poland as well, is stated. The content and significance of the latest program documents in this area that are intended to improve the process of administration the development of public-private partnership — the concept «The vision of sustainable development for Polish business 2050» and «Government policy in the field of development of public-private partnership» are characterized. The importance of using the experience of the Republic of Poland in the practice of public administration of the Ukrainian system of public-private partnership is emphasized.

In this article the relevance and economic goals of public-private partnership (PPP) implementation in Russia are defined. The analysis of the realization of PPP projects for public infrastructure creation is carried out. The regions-leaders by the level of PPP development in Russia and the Southern Federal district are identified. The study of the public-private partnerships sphere in the Rostov region is conducted. The influence factors and the basic directions of increase of PPP mechanisms efficiency in the regional economy are considered.

Developing Asia’s infrastructure gap results from both inadequate public resources and a lack of effective channels to mobilize private resources toward desired outcomes. The public-private partnership (PPP) mechanism has evolved to fill the infrastructure gap. However, PPP projects are often at risk of becoming distressed, or worst, being terminated because of the long-term nature of contracts and the many different stakeholders involved. This paper applies survival-time hazard analysis to estimate how project-related, macroeconomic, and institutional factors affect the hazard rate of the projects. Empirical results show that government’s provision of guarantees, involvement of multilateral development banks, and existence of a dedicated PPP unit are important for a project’s success. Privately initiated proposals should be regulated and undergo competitive bidding to reduce the hazard rate of the project and the corresponding burden to the government. Economic growth leads to successful project outcomes. Improved legal and institutional environment can ensure PPP success.

Крім того,застосування моделей ДПП у сфері охорони здоров’я матимеекономічний ефект для суспільства у вигляді більш якісніших медичнихпослуг при зменшенні бюджетного навантаження. The article clarifies the peculiarities of institutional support for theimplementation of public-private partnership in the field of health care. The structure of the acting public-private partnership in the sphere of healthprotection is presented. It has been proved that cooperation between powerstructures, business and the public sector in the implementation of PPPmechanisms will be the basis for the development of innovative forms ofproject management, stimulation of entrepreneurial activity, and willcontribute to solving medical and social problems in the country. In addition,the use of PPP models in the healthcare sector will have an economic effect forthe society in the form of better quality medical services while reducing thebudgetary burden.

The trend of involving private sector in affordable housing segment is observed globally. In India, it has been mainstreamed through the Pradhan Mantri Awas Yojana (PMAY) under which one component deals with in-situ slum redevelopment through the public–private partnership (PPP) mode in which the private sector brings in finance and skills to construct housing while the public sector provides land. Taking case study of one slum site, wherein the slum rehabilitation scheme has been implemented in Ahmedabad, this article narrates the bottlenecks faced in its implementation in spite of the agency of an NGO involved as a mediator in the process.
