With the development of big data analysis, blockchain and other technologies, the supply chain of enterprises is transforming to lean and intelligent. As an important link in the enterprise supply chain, the intelligent transformation of procurement plays an important role in the improvement of the supply chain efficiency, therefore, the construction of a common method supporting the intelligent upgrade of the enterprise procurement business has become a key concern for enterprise managers. Based on the balanced scorecard theory and the supply chain maturity model, this study combines the actual situation of procurement management in Chinese energy enterprises and constructs a procurement benchmarking system that balances the development direction of the industry and the actual needs of enterprises. Meanwhile, based on the grounded theory, three major themes of the intelligent procurement system (digital business module, procurement synergy mechanism and procurement ecosystem) are extracted to provide a methodological reference for the construction of intelligent procurement systems of energy enterprises. The study concludes with a case study of China National Energy Group Materials Company to demonstrate the application of the intelligent procurement system built in this paper, with a view to providing methodological reference for the intelligent procurement management in energy enterprises.

Purpose – The purpose of this paper is to describe and propose a new way to do benchmarking. It describes an explanatory case study whereby data are collected through an internet benchmarking system with multi-criteria performance. Design/methodology/approach – The research methodology was to conduct a literature review on international journals about evolution, typology and trends of benchmarking. Through a third year case study of Internet Benchmarking and Monitoring System of Productive Arrangements System the authors describe and propose a flexible benchmarking model. Findings – The paper provides empirical insights about a new model of flexible benchmarking taking into account different demands, whereby partners’ data are collected and processed according to their needs. Research limitations/implications – For monitoring and trending analysis more data and time is needed. These three-year applications show that it takes a long time to build a database that can be meaningful for benchmarking and monitoring purposes management. It also requires management maturity, performance system and finally procedures to invite companies to collect and input online data. Practical implications – The paper describes a flexible benchmarking, detailing its features in the form of a case study. The gap analysis shows the individual and collective gaps and requirements. Examples of practical use and reports generated “online” are presented. Originality/value – The paper presents a new potential for the use of benchmarking tools. It is expected to contribute to the academic area, describing ways to achieve greater potential in the use of benchmarking tools, proposing a new way to do benchmarking.

This case study is an example to demonstrate the application and potential strength of benchmarking and its application on non-industrial projects. The paper provides a review of the benchmarking system, benchmarking process, benefit of benchmarking, benchmarking types and barrier of benchmarking. It also describes the use of benchmarking in different knowledge areas. The research shows example of planned contingency and schedule growth results from oil and gas projects executed in Alberta phases 1 & 2 in CII/COAA database. The CII/COAA benchmarking approach was used to improve performance in projects executed in Alberta. The use of the benchmarking system can contribute to a better project performance on non-industrial projects. It is concluded that this approach can be used to benchmark other kinds of projects on non-industrial projects.

This paper aims at presenting a new flexible benchmarking model in civil construction. It describes an explanatory case study whereby data are collected through an internet benchmarking system with multi-criteria performance. This case study was based on the Production Arrangements Monitoring and Benchmarking System (SIMAP), the authors describe a flexible benchmarking model considering 46 criteria classified into 7 subsystems. The proposed benchmarking system can be used by companies from other countries with proper adaptations.

AbstractUsing interviews with former militants and previously unpublished documents, this article traces the genesis and internal dynamics of the Ejército Revolucionario del Pueblo (People's Revolutionary Army, ERP) in El Salvador during the early years of its existence (1970–6). This period was marked by the inability of the ERP to maintain internal coherence or any consensus on revolutionary strategy, which led to a series of splits and internal fights over control of the organisation. The evidence marshalled in this case study sheds new light on the origins of the armed Salvadorean Left and thus contributes to a wider understanding of the processes of formation and internal dynamics of armed left-wing groups that emerged from the 1960s onwards in Latin America.
