Вступ. У деяких математичних моделях управління проектами виникає потреба встановлення максимального радіусу гіперсфери, зануреної в поліедральну галузь. Сучасний математичний апарат теорії оптимізації сумісно із застосуванням комп’ютерних технологій дає змогу розв’язувати нелінійні задачі оптимізації, але завжди існує доцільність лінеаризації складних нелінійних задач. Таке спрощення дає змогу використовувати точні класичні методи оптимізаційного розв’язку, на відміну від наближених, для нелінійної оптимізації. Поставимо завдання строгого математичного зведення (лінеаризації) багатовимірної нелінійної задачі оптимізації про занурення гіперсфери максимального радіусу в опуклу ділянку типу поліедру. Нехай маємо замкнений поліедр, поданий системою лінійних алгебраїчних нерівностей. У ділянці замкненого поліедру необхідно розмістити гіперсферу максимального радіусу. Мета. У статті проаналізовано модель установлення максимального радіусу гіперсфери, розміщеної (зануреної) у поліедральну ділянку (опуклу множину, обмежену прямими лініями), яка забезпечує врахування великої множини факторів, серед яких – управління інтеграцією (Project Integration Management); предметна ділянка проекту (Project Scope Management); управління якістю (Project Quality Management); управління часом (Project Time Management); управління вартістю (Project Cost Management); управління комунікаціями (Project Communication Management); управління контрактами (Project Procurement Management); управління ризиками (Project Risk Management). Результати. У моделі запропоновано строге математичне зведення (лінеаризація) нелінійної оптимізаційної задачі про розміщення гіперсфери максимального радіусу в опуклу ділянку типу поліедру до задачі лінійної оптимізації. Таким чином, задача про розміщення гіперсфери найбільшого радіусу в поліедрі формулюється як задача лінійної оптимізації. Висновки. Строго доведено можливість лінеаризації задачі про занурення гіперсфери максимального радіусу у поліедр. Задачу зведено до класичної задачі лінійної оптимізації, яка може бути розв’язана відомими методами. Запропонований підхід узагальнюється на задачі довільної скінченої вимірності.

The article shows the methodological aspects of the formation of a portfolio of key competencies in the implementation of the management process. Applied calculations are carried out on the example of procurement management. The system of key competencies of the procurement management process, from our point of view, is a complex of elements interconnected and interacting to achieve sustainable competitive advantage and synergy effect, as well as highlighting the criteria for the development of key competencies of the process under study. The aim of the study is to form a portfolio of key competencies in procurement management. It was revealed that it is the key competencies, in contrast to the potential ones, that will contribute to the effective implementation of the process or the development of the organization. In this regard, it seems appropriate to highlight the factors that influence the formation of key competencies. The features of the selection of the system of key competencies from the set of potential competencies on the basis of economic and mathematical modeling are shown. The authors have developed a matrix "status risk", which is a visualization of the correlation between the status of competence and the level of its problematicity. As a result of the study, a profile of competencies was formed, which allows us to identify, in the future, two main directions of their development: 1) increasing the status of competence by increasing the level of importance; 2) reducing the level of risk due to more effective management. The proposed methodology is universal and allows the formation of key competencies of a company or process.

Purpose This paper aims to examine the influence of records management on the performance of procurement management units (PMUs) in Tanzania. Design/methodology/approach To meet the objective of the study, cross-sectional survey design and quantitative approaches were used for data collection and analysis. Preliminary analysis of the data was carried out using descriptive statistics and structural equation modelling was then used to analyse the influence of records management standards on procurement performance. The data were collected from 164 government PMUs in Tanzania. Findings The findings revealed that records management attributes significantly affect procurement performance in Tanzania. Furthermore, government policy and integrity factors confound the association between records management and procurement performance. Practical implications The policymakers and practitioners of public procurement are required to be aware of records management principles and how each related factor influences the performance of PMUs. They should emphasise proper storage and housing, equipment, arrangement and access and implement electronic records management. Originality/value This study shows how the ISO 15489 model can be applied to public procurement processes. This study also provides the lesson that procurement records need to be protected to ensure their authenticity, reliability, integrity and useability.

Economic and social challenges have obliged many organizations to re-evaluate their manner and approach in maintaining sustainable relationships with their customers. It has been witnessed in most successful organizations that implementation of ethical practices in procurement has ensured customers get the best services. The paper’s objective is to establish the relationship between codes of conduct and procurement management. The study was guided by virtue ethical theory. Correlation research design was used with a target population of 1100 tendering committee in 220 public secondary schools. A sample size was 294 respondents was selected using stratified random sampling technique. Questionnaires were used to collect data. Descriptive and inferential methods were utilized for data analysis and presentation. The findings indicated that code of conduct had significant effect on procurement management (P=0.000<0.05). The study recommended that the schools should continuously review of procurement staff from breach of code of conduct to reduce fraud and corruption. Therefore, there is need to tighten internal control systems in detecting procurement corruption and fraud to ensure integrity in the process. Modeling procurement management system is important for quality decision making regarding business capacity planning, supply and scheduling. In the Procurement Services Department (PSD), most commonly used indicators to measuring performance include supply period, products rating, ranking recommendations, resource scheduling and number of goods supplied and delivered. In this paper, a Decision Support Service (DSS) technique was proposed to optimize procurement services in business and public organization. First, a study of a typical public and private organization was conducted to gain insights into the operations of the procurement department and the contributions of important system parameters to procurement management. Second, a product and supplier collaborative filtering technique were investigated to obtain transformed data for model training and testing for implementation using Partial Correlation Coefficient (PCC). The Partial Correlation Coefficient (PCC) for a particular product or supplier was utilized for generating the outcomes with tuned values which were compared with actual observed outcomes. The residuals were evaluated in terms of linearity, normality, independence and constant variance. The visualized system plots indicate a good performance as the quality and accuracy of the decision support model was evaluated using some basic metrics. The overall system implementation and performance results demonstrated the importance of Decision Support Services in assessing the performance of procurement management systems. A robust tool for this assessment and a model for procurement and supply planning indicates that the system framework offered Quality of Service (QoS) provisioning.
