Reinforcing the Innovation Performance of SMEs Through Innovation Culture and Government Support

Innovation has become an approach to create value to customer in order to remain competitive in the market. However, previous research on innovation performance particularly among Bumiputera SMEs has received little intention. Hence, Bumiputera SMEs need to inculcate the innovation culture in order to generate innovation performance. An interview was conducted with a sample of ten Bumiputera entrepreneurs in Malaysia which probing into their outlook on the innovation culture towards innovation performance. The results showed that innovation culture in Bumiputera SMEs is important and government support plays an important role to strengthen the relationship between innovation culture and innovation performance. Therefore, this study provides useful pointers to entrepreneurs and policy makers on the importance of innovative culture and enhancing innovation performance in Bumiputera SMEs.

Purpose Innovation has become an approach to create value for the customer to remain competitive in the market. However, previous research on innovation performance particularly among Bumiputera small and medium-sized enterprises (SMEs) had received little intention. Hence, Bumiputera SMEs need to inculcate the innovation culture to generate innovation performance. As such, the purpose of this study is to examine the ambidextrous orientation and innovation strategy on innovation culture, and how innovation culture could mediate the relationship between ambidextrous orientation and innovation strategy and innovation performance. In addition, this study also examines the role of government support as the moderator between innovation culture and innovation performance. Design/methodology/approach Data were collected from 140 Bumiputera SMEs and analyzed using partial least square-structural equation modeling via Smart PLS. Findings Findings indicated that ambidextrous orientation (alignment and adaptability) and innovation strategy (proactive creativity strategy and growth risk orientation strategy) had a significant impact on innovation culture. Besides, innovation culture mediated the relationship between alignment, proactive creativity strategy, growth risk orientation strategy and innovation performance. Surprisingly, innovation culture does not significantly mediate the relationship between adaptability and innovation performance. However, government support plays an important role to support innovation culture and innovation performance in Bumiputera SMEs. Originality/value This study makes both theoretical and practical contributions, especially in identifying the significant role of Bumiputera SMEs in creating an innovation culture. Besides, it explained government support as an important role in strengthening the relationship between innovation culture and innovation performance. The findings of the study will provide great help to Bumiputera entrepreneurs in formulating innovation culture in Malaysian SMEs.

However, there are many challenges faced by Bumiputera SMEs such as limited skilled workers, lack of creativity and knowledge. In this point of view, considering the specific human capital approach, the value, uniqueness, creativity, innovativeness and proactiveness are the most relevant features for innovation performance. To have an excellent innovation performance is to have an innovative culture where entrepreneurs needs to have creative employees which simultaneously improve the innovation performance in Bumiputera SMEs. This study focuses mainly on owner-manager of Bumiputera SMEs. It provides useful pointers to entrepreneurs and policy makers on the importance of specific human capital, innovative culture and enhancing innovation performance in Bumiputera SMEs.

Engineers have a vital role in addressing environmental degradation in construction projects. Therefore, engineers’ positive attitude towards the environment is important to ensure that construction projects are carried out responsibly. The objective of this paper is to investigate the factors that influence engineers’ attitude towards green practice. Six factors; Knowledge, Self-initiative, Firm Support, Government Support, Board of Engineers Support and Client Attributes were assumed to influence the engineers’ attitude towards green practice. A self-administered survey with 37 items was distributed to engineering firms in Peninsular Malaysia and 128 usable responses were received. The results show a moderate relationship with 32 percent of the variances in the relationship between the six factors and engineers’ attitude. The results reveal that self-initiative and government support have a significant and positive impact on the engineers’ attitude towards green practice with the higher effect coming from the support from the government (f2 = 0.210) as compared to self-initiative (f2 = 0.058). In contrast, the results provide insufficient evidence about the relationship between Knowledge, Firm Support, Board of engineers Support and Client Attributes and engineers’ attitude towards green practice. The results serve as a guide to the policy makers and engineers to ensure responsible attitude can be adopted towards the environment.

Findings This research paper concentrates on the impacts that innovation culture, government support, forms of innovation strategy, ambidextrous orientation, and innovation performance have on one another. From Malaysian SME survey data it transpires that an innovation strategy focused on creativity and achieving growth through risk taking, when coupled with an alignment-led team orientation, yields the highest innovation performance. Receiving government support, the presence of an aligned team orientation, and following a proactive creativity or growth-risk oriented innovation strategy were all found to drive SME innovation performance, as a direct result of these efforts developing the SME's innovation culture. Originality/value The briefing saves busy executives, strategists and researchers hours of reading time by selecting only the very best, most pertinent information and presenting it in a condensed and easy-to-digest format.

Since small and medium enterprises (SMEs) play an important role in economic development, the government implements various supports. Nevertheless, SMEs have difficulties in gaining a competitive advantage in the market owing to lack of capital and capacity. Accordingly, SMEs try to secure a competitive advantage through innovation. Government support is necessary for the innovation of SMEs, and it is essential for food SMEs as well. Whether government support for firms can affect firm’s innovation is still a matter of debate. In particular, it is necessary to empirically investigate the relationship between government support and innovation for SMEs in latecomers to the food industry such as Korea. Therefore, this study conducted an empirical study on the factors that determine the innovation performance of food SMEs by government support. This study used a two-stage regression model. The government support does not unilaterally affect innovation performance, but rather, an endogeneity problem occurs through the interaction between them. This study examined the interrelationships between variables for a clear estimate of government support. Before two-stage regression, this study used the ordered logistic regression to determine the instrumental variables. Each instrumental variable was estimated for the seven types of government support that are normally implemented. The result suggests that the government certification support is effective in improving the innovation performance of food SMEs. This study is useful to establish innovation strategies for supporting food SMEs’ innovation in late-coming countries.

ABSTRACT Understanding policy process involves many distinctive approaches. The most common are institutional, groups or networks, exogenous factors, rational actors, and idea-based approach. This paper discussed the idea-based approach to explain policy process, in this case policy change. It aims to analyse how ideas could assist people to understand policy change. What role do they play and why are they considered as fundamental element? It considers that ideas are belong to every policy actor, whether it is individual or institution. In order to answer these questions, this paper adopts Kingdon’s multi streams approach to analyse academic literatures. Through this approach, the relationship between ideas and policy change can be seen clearer. Ideas only can affect in policy change if it is agreed and accepted by policy makers. Therefore the receptivity of ideas plays significant role and it emerges policy entrepreneurs. They promote ideas (through problem framing, timing, and narrative construction) and manipulate in order to ensure the receptivity of ideas. Although policy entrepreneurs play significant role, political aspects remains the most important element in the policy process. Faculty engagement has been proved to be a critical driver of the universities’ efficiency and effectiveness. The first step towards building an engaged workforce is to get a measure of faculty perceptions of their engagement level to their universities. Accordingly, the purpose of this paper is to investigate the faculty members' engagement in the Imam Abdulrahman Bin Faisal University. It examines the relationship between the faculty professional variablesand their level of engagement to their institutions. William Kahn's (1990) three-component model of employee engagement was partially adapted as a framework to measure the faculty members' engagement. A questionnaire was used to better address the objective of this study. The data were obtained from the Imam Abdulrahman Bin Faisal University (Dammam University) through an internet-based survey. The validity and the reliability of the questionnaire has been evaluated and reported. Results of the analyses show that cognitive engagement is reported to be higher than both the emotional and physical engagement, with a mean rating of 4.040 and a standard deviation of .487, based on the five-point scale. Given the engagement level of the faculty members in this study, the university administrators should develop policies, and strategies that encourage and support engagement among faculty members at the University in order to maximize their engagement. Policy makers must also take into consideration the needs of the faculty members
