M. Seslavinsky’s Gift to the Russian State Library

Head of the Federal Agency for Press and Mass Media Communications of the Russian Federation M. Seslavinsky (Rospechat) presented albums and collection of books to the Russian State Library on February, 4, 2009. These interesting examples of bookbinding and series of ex-librises were created by known artists for his private library.

The article is devoted to the results of the research “Personnel of Methodologists of the Central Libraries of the Subjects of the Russian Federation”, conducted by the Center for Research on the Development of Libraries in the Information Society of the Russian State Library in 2017. The article presents the results of one of the aspects of the study related to the problems of education and professional development training of employees of methodical services of the Central Libraries of the Russian Federation. 97,9% employees of the methodical divisions have higher education that demonstrates high educational status of the methodical personnel. At the same time, almost one third of the staff does not have the specialized library training. Non-core education is represented by various disciplines, mainly of humanitarian area. Participants of the research also noted the discrepancy between the education of graduates of library qualification and modern requirements of methodical activities and the great need for continuous professional development training of staff of specialized methodical units. The author studied participation of methodologists in the activities of the professional development system, as well as the topics of these activities. There were almost no training events organized specifically for methodologists, and their participation in the numerous training events was not systematic. The analysis of educational needs of methodologists showed the greatest deficiency of events on legal subjects and organization of methodical activities. The results of the study are important for the subsequent development of the professional training strategy and system of professional development training of the personnel of methodical services.

The refusal of Russia from its territory in Alaska is presented to this day as a goodwill gesture for the peace and consent with USA. The fragments of the documents stored in the archive of foreign policy of the Russian Empire, Ministry of Foreign Affairs of the Russian Federation, in the Russian State Historical Archive, in the State Archive of the Russian Federation, in the research department of manuscripts of the Russian State Library, reveal the true reasons for the taken decisions. New facts for scientific use and previously unknown documents are introduced.

The article describes the history of appearance of the Baron Ginzburg Collection in the holdings of the Russian State Library. This Collection of Jewish and Arabic books and manuscripts of Baron Ginzburg is considered to be one of the treasures of the Russian State Library. The manuscript part of the Collection consists of 1913 units of the 14th - 19th centuries. In 2010 the Prime Minister of Israel Benjamin Netanyahu during the official visit to the Russian Federation raised the issue of transfer of the Ginzburg Collection to Israel “as a reciprocal gesture of good will” (the building of St. Sergius Metochion in Jerusalem was returned to the Russian Federation at the end of 2008). The search of documents relating to the fate of the Baron Ginzburg Collection in Russia held in the Russian archives produced unexpected results. After the First World War the Society of Friends of the Jewish National and University Library in Jerusalem (JNUL), created in London, got interested in the Ginzburg Collection. At the beginning of the 1920s representatives of JNUL claimed that Baronesse M. Ginzburg has been paid in advance and there has been drawn the act of purchase and sale of the Collection. However they did not submit any documents which could confirm the version of sale of the Collection. By that time books and manuscripts were nationalized as scientific treasures and got held at the Rumyantsev Museum. The Museum leadership and Soviet Jewish community objected the idea of transfer of the Collection. Director of JNUL G. Leve appealed to V. Lenin, to A. Lunacharsky, the People’s Commissar of Education, and to other leaders of the Soviet Russia to solve the matter concerning the transfer of the Collection to Jerusalem. The request was supported by the famous scientist Albert Einstein. His letters to A. Lunacharsky are published for the first time.

The article presents an overview of the Annual Meeting of the Heads of Federal and Central Regional Libraries of Russia - 2015, conducted by the Ministry of Culture of the Russian Federation, the National Library of Russia and the Russian State Library on 20-21 October, 2015 in St. Petersburg. The theme of the Meeting “State Cultural Policy: the Role of Libraries” was closely connected with the activities of libraries in relation to the approval of “Basic Principals of State Cultural Policy”. There are considered the topical problems of the legislative framework of libraries, as well as their projects facilitating to implement the state cultural policy. There are summarized the results of the All-Russian Competition of Library Innovations and the II All-Russian Competition “The Library Analytics - 2015”. There are announced the names of the awarded with the Medal of the Russian Library Association (RBA) “For Contribution to the Development of Libraries” and awarded with the title of the RBA Honorary Member. There is published the Resolution of the Annual Meeting of the Heads of Federal and Central Regional Libraries of Russia.

On October 22—23, 2019, the Russian State Library hosted the Annual Meeting of the Heads of Federal and Central Regional Libraries of Russia. The Forum, focused on the analysis of the current state of the library sector and the development of priority areas for its further development, was held for the 26th time. The Meeting was organized by the Ministry of Culture of the Russian Federation, the Russian State Library and the National Library of Russia. 294 participants from 57 regions of Russia, including employees of the Ministry of Culture and the Ministry of Science and Higher Education of the Russian Federation, the Main Information Computing Centre (GIVC) of the Ministry of Culture of the Russian Federation, regional authorities, heads and specialists of libraries of various levels, universities, publishing houses and corporations attended the Meeting. The broadcasting of the meetings on the website of the Russian Association of Electronic Libraries significantly expanded the number of participants — there were recorded 609 connections.The main theme of the 2019 Meeting is “The National Project “Culture” as the New Stage of Development of Libraries”. The Meeting considered the issues of formation of the Concept of librarianship development in the Russian Federation, the results and prospects of creation of model municipal libraries within the framework of the Federal project “Cultural Environment”, the development of the National Electronic Library (NEL), the formation of the register of book monuments, including the issues of their digitization and inclusion in the NEL in the framework of the Federal project “Digital Culture”, etc.There were announced the results of two competitions: The Third All-Russian Competition of Library Innovations and the Sixth All-Russian Competition “Library Analytics 2019”. The Meeting included sessions of the jury of the All-Russian Competition “Librarian 2019” and the Board of the Russian Library Association. There were organized two Round tables: “The new mission of libraries — new competences of staff: How the system of professional education of library-information workers should change in the new reality” and “Subject fields statistics (6-NC Form) and Indicators of the National project “Culture””. The outcome document of the Meeting reflects the results of discussions.
