On the new concept of the National library and information collection formation by book chambers, libraries, archives, scientific and technical information institutions and specialized depositories. The idea of a more complete preservation of documental cultural heritage of Russia, including network information resources is substantiated. Criteria of sharing responsibility between the organizations participating in formation of distributed national collection are offered in the paper.

On the problems of liberal interpretation of responsibilities for the delivery of electronic publications and audio-visual products by the producers, which leads to significant losses in the acquisition of National Library and Information Collection as an object of cultural heritage and in informing of libraries on information resources published in the territory of the Russian Federation. A comparison of classification features of audio books and audio-visual products as defined by law and national standards. Particular attention is paid to expediency of enhancement of electronic documents varieties as a part of an obligatory copy by amending the existing regulations.

The Scottish Science Library (SSL), part of the National Library of Scotland (NLS), was opened in 1989. The NLS, the largest library in Scotland, is one of the legal deposit libraries in the UK and had a large scientific collection that was underused. Together with the foreign periodicals collection of the Royal Society of Edinburgh this formed the basis for a new service. Housed in a new building, the SSL provides scientific and technical information services to Scottish industry as well as to academics and the general public. It also incorporates the Scottish Business Information Service.

The present process of digitalization of historical and cultural heritage through the publication of electronic resources, representation, visualization, as well as the development of online communications with a wide range of users is considered. The presentation of information resources on the history of Yaroslav Mudryi National Library of Ukraine in the structure of its website is described. Emphasis is placed on the features of the application of the results of digitalization in library science and historical research
