A comparison of classification features of audio books and audio-visual products as defined by law and national standards. Particular attention is paid to expediency of enhancement of electronic documents varieties as a part of an obligatory copy by amending the existing regulations.

On the new concept of the National library and information collection formation by book chambers, libraries, archives, scientific and technical information institutions and specialized depositories. The idea of a more complete preservation of documental cultural heritage of Russia, including network information resources is substantiated. Criteria of sharing responsibility between the organizations participating in formation of distributed national collection are offered in the paper.

In Russia, the definition of “Legal Deposit Copy” (LDC) applies not only to printed and electronic publications, but also to audio-visual documents (movies, replicable sound and video products, photographs, copies of television and radio programs); however, researchers usually focus on the printed editions. The aim of the article is to study the legal aspects and acquisition practices of the formation of LDC complex of audio-visual documents as part of the National library-information collection of documents and the Archival Collection of the Russian Federation. The author analyses the current state of Russian legislation on legal deposit system and archiving in the Russian Federation in relations to audio-visual documents and topical issues of its improvement. For the first time, the author reveals the history of using the term of “legal deposit copy” towards audio-visual documents. The practical consequences of the inclusion of State archives in the system of institutions — recipients of the LDC were the confusion of the concepts of “National library-information collection of documents” and “Archival Collection of the Russian Federation”, the rejection of the examination of the value of incoming documents and transformation of archives into media libraries. There is still no system in place of regularly informing users on the received LDC of audio-visual documents (as opposed to printed publications). Institutions-recipients, such as the All-Russian State Television and Radio Broadcasting Company, do not provide access to LDC as part of the national library-information collection, as required by law. The author revealed the shortcomings of the existing acquisition system of institutions with the LDC of TV and radio programs and replicated audio and video products. As a result, the author concludes that audio-visual documents are still a perfect stranger in the national legal deposit system of documents.


Currently, the professional construction community information field is largely filled with the topic of creating a comfortable living environment. However, architectural and engineering design that corresponds to the concept of sustainable development is currently hindered due to the lack of a formed conceptual framework that reveals the meaning of the term "comfort", as well as a criteria list that determines the indoor environment quality in the Russian Federation regulatory and technical framework. The article offers some components of a comfortable living environment, within which the parameters of designing the internal environment of premises are highlighted. A comparative analysis of the national standards of the Russian Federation regulating the design of the internal space of residential and public buildings, with international "green" standards for a number of parameters was carried out. It is concluded that it is necessary to update the Russian regulatory and technical base taking into account the international experience of "green" standards.

The article deals with the problem of collecting, preserving and researching the disappeared names of localities in the subjects of the Russian Federation, which for centuries have become an integral part of the historical and cultural heritage of the peoples of our country. The author believes that only a comprehensive analysis of the past oikonyms in nominational, lexical-semantic, historical-cultural, historical-ethnographic, local history aspects will restore the linguistic and cultural systems of different time periods in different microareals of the Russian Federation. The author comes to the conclusion that in order to preserve the historical memory of the disappeared names of geographical objects, local researchers need the support of regional state authorities and local self-government.

Volunteering is actively developing in the Russian Federation and around the world. Society that takes part in volunteer projects has a high level of civic identity, morality and forms humanistic values among young people. Volunteer movement is a tool to reduce the level of antisocial and extremist behaviour.Approximately 15% of the population of the Russian Federation is involved in volunteering activities at the present time. Thanks to the volunteer organizations created in educational institutions, the government creates positive image of a volunteer. At the same time, there is a problem of public distrust in this type of activity due to the lack of awareness of volunteer organizations and their projects. Organizers of the volunteer movement face the problem of lack of information about volunteering that entails the difficulties in setting goals and objectives of the volunteer organization. It is necessary to identify the information needs of volunteers, as well as to create an information field where they can meet these needs.There is no resource with comprehensive information about volunteering activity in Russia. Information needs of participants in such type of projects cannot be fully met. The main source of information is the portal “Volunteers of Russia”. It allows you to get e-book of a volunteer, register a volunteer organization, create an event and apply for participation in an existing project. However, the system has a number of factors that make it difficult to keep accurate records of volunteer activities; it is more designed to attract attention to projects.In 2018—2019, the study was conducted using the online survey (questionnaire). The survey involved volunteers (451 respondents) and their leaders (43 respondents) of the St. Petersburg Volunteer Movement “Our Future is in Our Hands”. The purpose of the study was to identify the information needs of volunteers and their managers. The survey results led to the conclusions: the availability of information resources on volunteering is not too high; the most interesting information is related to the experience of implementing volunteer activities, project development and management, the development of supra-professional skills. Volunteers prefer to use electronic documents.It is necessary to develop special programs and organize training courses on the formation of information culture of volunteers, to create a wider range of information resources for volunteers. One of the possibilities is to create a unified public resource that reflects different aspects of volunteering activities. It is important to form a comprehensive information support for volunteers.

The author outlines the goals, objectives and principles of the “Model Standard for Public Library Services”, developed and approved by the Ministry of Culture of the Russian Federation in the Year of Culture in 2014. There is given the description of the Model Standard, specified the principles of its development. There is identified the primary goal of the Model Standard, which is to enhance the cultural and educational mission of a public library. There are presented statistical data of libraries for the last five years. There are listed organizations and institutions participated in the development of the Model Standard, specified the events, where the discussionsof the Draft Model Standard took place. There are considered three areas of library activities: library as an educational center, library as an active agent in Web space, library as a custodian of cultural heritage. This document marks the beginning of the new stage of libraries development.
