Participation experiences, particularly in the school context, have been considered a crucial opportunity for developing personal and social resources for citizenship involvement. However, the impact of these experiences needs to be considered. The IEA Civic Education Study (1994-2002) is an example of a large-scale study that made an enormous effort for evaluating quality and efficacy of civic education in various countries; however, the very nature of the research results in over-emphasizing civic knowledge. This paper intends to critically analyze the limits of a knowledge-based approach to school citizenship education projects. Assuming an ecological-developmental perspective, that views life contexts as a locus for action and interaction with different others, we argue that both the design and evaluation of school-based citizenship education projects should extend beyond the school to include other contextual dynamics and others active actors who support the students' learning from participation.

This article analyzes the treatment of the Holocaust in Quebec's history textbooks, in view of the subject's potential and actual contribution to human rights education. Given that Quebec's curriculum includes citizenship education in its history program, it could be argued that the inclusion of the Holocaust has particular relevance in this context, as it contributes to the study of both history and civics, and familiarizes Quebec's youth with representations of Quebec's Jewish community, which is primarily concentrated in Montreal. This article demonstrates that the textbooks' treatment of the Holocaust is often superficial and partial, and prevents Quebec's students from fully grasping the impact of this historical event on contemporary society.

This chapter describes a conceptual framework for developing civic education for citizen and non-citizen students. Human rights cosmopolitan education is conceptualized as the focus of civic education for non-citizen students. Multicultural citizenship education is conceptualized as the focus of civic education for citizen students from diverse groups who are marginalized because of their racial, ethnic, cultural, linguistic, and religious characteristics. Multicultural citizenship education helps students from diverse groups become full participants in the nation-state while maintaining important aspects of their home and community cultures. The author maintains that transformative civic education should be implemented in schools because it incorporates elements of both human rights cosmopolitan education and multicultural citizenship education. It also helps both non-citizen and citizen students to acquire the knowledge, skills, and values needed to make reflective decisions, internalize human rights values, and take personal, social, and civic action.

This article pursues to clarify the crucial contribution of the Inter-American Court of Human Rights to protect the rights of refugees and asylum seekers. It debates that the Court has instituted its renewed jurisprudence in the sphere of refuge throughout its case-law and advisory opinionsassociated with the safeguard of refugees, specifically the Court's direction towards affirming on the extended principles affiliating to asylum. The Inter-American Court went further than its European counterpart in interpreting regional and international asylum law. However, the actual protection of asylum seekers promoted by the Court is established on some controversial concepts like jus cogens norms and obligations egra omnes. Furthermore, the Court has an unclear vision concerning asylum and refuge. This may, therefore, curb the impact of a stronger humanrights-based approach to the protection of asylum seekers in Latin America.
