Our study aims to highlight one of the most important aspects of the Elbasan Prefecture, the educational aspect during 1925-1928. In order to analyze the education during the mentioned years, the attention and tradition and educational environment of Elbasan had to be considered during the earlier periods since the Ottoman conquest. The historical educational experience culminated in the opening of the "Normal" School in 1909, the first high school that trained and prepared teachers' teachers for the Albanian language; experience and educational achievements of 1920-1924, years in which education was given priority on the basis of the principles of massivization, nationalization, secularization and unification. Given this educational tradition even during the years we have been studying, the Prefecture of Elbasan has taken important steps in Education. In the educational development of Elbasan, the intellectual elite and educated teachers in the West, Austria and Italy, etc., who together with their scientific formation brought together the Elbasan City and the educational experience of the countries of who came. Problems, the level of primary and secondary education, the difficulties in the education system, the lack of school buildings and funds for opening and maintaining them, the education of women in special schools by males, and the charitable activity of elbasanas in terms of education, the school of education of the children of the region are some of the aspects that we have included in our study. Through this paper, the educational aspect of 1925-1928, a little handled in the context of the local history of the Elbasan Prefecture, sheds light on. The origins and characteristics of the rare book collection of L. Tolstoy Scientific Library are discussed. The focus is made of the unique publications in the local history of the late 19-th – eary 20-th century. The publications cover the history of the region and comprising vast document array. Several publications are described in detail, e. g. «Migrant small-holders in Turgay Oblast», «Essays in the Natural History of the 1- st and 2-тв Maurzum volost of Turgay Oblast», statistical reports, land management instructions, «The Proceedings of Kustanay Society of Local Lore and History», etc. The problem of the collection preservation and digitization is discussed.

Abstract The growing number of foreign applicants looking forward to getting education in Ukrainian medical universities makes us find the ways how to improve and make effective the pre-professional training system of foreign medical applicants for further education. The article deals with the issues of the history of formation and development of the preprofessional training system of foreign medical applicants in Ukraine. On the ground of the electronic databases of the official websites of higher educational establishments, the data on years of opening first offices of the dean, departments and preparatory faculties for foreign medical applicants in Ukrainian medical universities are analyzed and systematized. Also the data on the setting up preparatory faculties at other universities who carry out licensed training of foreign students of the medical profile are presented. The data on the operating and management of such institutions in the system of the University administration are generalized. It’s revealed that during the years of its functioning the pre-professional training has changed, in particular the system was commercialized and the institutions involved in training foreign applicants have been reorganized. The modern trends in teaching foreign medical students at the preparatory faculties of the Ukrainian medical universities are displayed. Based on the analysis of the data it is concluded that the system of the pre-professional training of foreign medical applicants was set up in the 50s-60s years of the twentieth century. During this time, some positive experience in the preparation of future international medical specialists has been gained. The system of the pre-professional training of foreign medical applicants has been comprehensively improved and an effective system of managing foreign medical applicants has been created.

The Civil War is one of the largest tragedies in the history of our country. One of its dramatic episodes is the rebel movement led by A.S. Antonov which took place in the Tambov gubenia in 1920–1921 and was brutally suppressed by the Bolsheviks. Its scope is evidenced by the fact that it went beyond the borders of the Tambov gubernia. Separate detachments of Antonovites from the autumn of 1920 to the summer of 1921 raided the territory of the Balashov uyezd of the neighboring Saratov gubernia. The paper attempts to consider the way the uyezd authorities fought the rebels and the way civilians treated them. On the basis of an analysis of the local archival material most of which has not yet been put into scientific circulation, periodicals and the local history literature the author comes to the following conclusion: every time the invasions of Antonov’s detachments into the territory of the Balashov uyezd were so rapid that the local authorities did not manage to organize a proper rebuff, and the peasants, for the most part, supported the rebels since they saw spokesmen and defenders of their interests in them. Only frequent requisitions of peasants’ property by Antonovites as well as the replacement of the surplus appropriation system (Prodrazvyorstka) by the tax in kind (Prodnalog) led to the fact that since the spring of 1921 the support of the rebels by the local population ceased.

Jan de Vries revised Akira Hayami’s original theory of the “Industrious Revolution” to make the idea more applicable to early modern commercialization in Europe, showcasing the development of the rural proletariat and especially the consumer revolution and women’s emancipation on the way toward an “Industrial Revolution.” However, Japanese villages followed a different path from the Western trajectory of the “Industrious Revolution,” which is recognized as the first step to industrialization. This article will explore how a different form of “industriousness” developed in Japan, covering medieval, early modern, and modern times. It will first describe why the communal village system was established in Japan and how this unique institution, the self-reliance system of a village, affected commercialization and industrialization and was sustained until modern times. Then, the local history of Kuta Village in Kyô-Otagi, a former county located close to Kyoto, is considered over the long term, from medieval through modern times. Kuta was not directly affected by the siting of new industrial production bases and the changes brought to villages located nearer to Kyoto. A variety of diligent interactions with living spaces is introduced to demonstrate that the industriousness of local women was characterized by conscience-driven perseverance.

The main goals and objectives of those who are engaged in the study of local history, is not only educational activities, but also historical, cultural and environmental. For several decades in the study of such science as local history, researchers have made great strides, significantly increasing public interest. The concept of local lore as it developed was divided into several branches of knowledge, such as literary local lore, historical, geographical, and the like. In this paper, we will focus on the results that have been achieved by historical science to date and consider the development of local history on the example of Smolensk region.

This review is dedicated to the monograph by Filip Škiljan, а Researcher from the Institute for Migration and Ethnic Studies (Zagreb), whose area of interest includes the position of ethnic minorities in contemporary Croatia. The book is an extremely detailed and scrupulous piece of research on the origins and history of the Italian community in Zagreb from the 12th Century to the present day. A significant part of the work is devoted to the results of field research conducted by the author, including interviews with different representatives of the Italian diaspora. As a result, this work creates a very comprehensive picture of the Italian presence in Zagreb with a broad historical perspective, which makes it a great contribution to the question of the position of the Italian minority in Croatia as a whole. It is worth emphasizing that this work is not free from different theoretical and methodological limitations which reveal a great deal about the historical and national psychology of Croatia. In this respect, it is quite interesting to look in particular at the chapter devoted to the Middle Ages regarding the methods, evaluations, and approaches used by author. According to F. Škiljan the Ottoman conquest of the Balkan peninsula led to the divide between Croatia and the Italian (and, consequently, European) civilizational space, which had a serious impact on Croatian identity.
