<p>The objective of this project was to examine how liaison librarians perceive the role of the academic researcher in the electronic journal environment. An interview process was undertaken with twelve liaison librarians from the Arts, Business and General Science disciplines, at a New Zealand tertiary institution, to elicit their views in this regard. Interviewees were questioned on the researcher/liaison librarian relationship in terms of their interaction involving direct and indirect forms of communication, on the topic of electronic journal publications. The direct forms of communication examined in this study, included e-mail, phone interviews and face-to-face interactions. The material placed on the Library subject resource web pages, concerning electronic journal publications, encapsulated the indirect method of communication between liaison librarian and researcher. This study was conceptualized with Anthony Giddens' "Structuration Theory" as a contextual basis. Continuous access and search methodologies were discovered to be the predominant themes between liaison librarians and researchers engaged in direct communication, on the topic of electronic publication. Access to available information found in electronic journals proved to be the most critical factor for researchers engaged in information retrieval and dissemination. Search enquiries amongst researchers were generally found to be more about ratification of their methodologies rather than a didactic engagement on how to carry out a particular search. Though these themes were found to be universal across the disciplines, variances between the faculties examined and between academic departments within their respective faculties were discovered. Input from researchers, concerning information on issues surrounding electronic journal publication, which is published on library subject resource pages has been found to be negligible. Although some academic departments do have certain researchers who do engage in the publication of these pages, they are situated in a distinct minority. Information on bibliometric measurement, copyright, and licensing are placed on these pages predominantly on the initiative of the liaison librarians examined. Issues surrounding scholarly communication, bibliometric measurement, open access platforms and institutional repositories have been found to be a part of the liaison librarian/researcher interaction, in this study. Whilst researchers do engage in these topics on a collegial level, they are also engaging with liaison librarians to better educate themselves in these matters. The principal influence on researchers, asking about these topics, is Performance Based Research Funding (PBRF), and most lines of questioning involve this facet of academic research. It can be said that liaison librarians believe that researchers play an active role in their relationship with the electronic publication environment. The role of the liaison librarian can be seen increasingly as that of facilitator rather than educator and this role is readily accepted by researchers. This study involved only a small research population, at one New Zealand tertiary institution and as such the findings cannot be regarded as universal to all researchers. In addition to this, the findings are based on the perceptions of liaison librarians and not researchers and although these perceptions offer a useful and unique view, it cannot be described as definitive. However this study can be utilized as a starting point for further research that examines both the views of researchers and the study of other academic institutions.</p>

The purpose of this paper is to provide a ‘work in progress’ report on some initiatives emerging from local government practice in New Zealand which should help us consider how we think about the role of local government in a world which is undergoing dramatic change. The starting point is work which the writer undertook with the support of Local Government New Zealand (the national association) and a number of New Zealand councils considering the ‘proper role’ of local government. The context is an ongoing public debate driven substantially by the New Zealand business community from a perspective that this ‘proper role’ should be restricted to the delivery of local public goods, narrowly defined. This has included argument that local governments themselves should be structured substantially to promote the efficient delivery of services generally within the now well understood prescriptions of the ‘new public management’. One implication which the business sector in particular drew in looking at the workings of local government was that there should be economies of scale through further amalgamation of councils (the local government sector having been through a major amalgamation process in 1989 which eliminated a large number of special purpose authorities and reduced the number of territorial local authorities from more than 200 to 73). Debate continues, with the latest manifestation being the National Party led government's proposals for the restructuring of local government within the Auckland region, New Zealand's major metropolitan area. The initiatives discussed in this paper are partly a response, but more significantly a result of selected local authorities reflecting on the nature of their role, and the opportunities for being proactive in using their statutory privileges in ways that could produce benefits for their communities without any associated increase in the cost of local government itself.

Abstract In this article, we extend empirical understandings of feminist institutionalism by outlining a new methodological approach to the study of parliament as a gendered workplace. We argue that while a localised approach to studying institutional change allows a more nuanced appreciation of the role of local cultural context, internationalised norms can be an interesting starting point to work back from. A case study of the New Zealand parliament’s ‘family-friendly’ workplace practices illustrates this methodological approach. By tracing the establishment of family-friendly practices in this parliament, our study shines a light on the intractable nature of local institutional context in global norm diffusion and hints at the next phase of work required to further the agenda of transformational gender-sensitive parliaments.

Over the past three decades, many nations have accelerated their efforts to develop academic research commercialization to help drive their innovation and productivity goals. Despite failure to achieve the desired results, surprisingly very few studies have examined how research commercialization initiatives are designed at the government level. This study reviews the historical role of the government and the interplay between significant shifts in research direction, funding and accounting that contributed to the development of academic research commercialization in New Zealand. The paper concludes that funding pressures combined with the government’s lack of early recognition and formal endorsement of research commercialization as a vital activity contributed to previous low levels of academic research commercialization. The important lessons to be learnt from the New Zealand case are that academic research commercialization requires a coherent long-term national strategy that is responsive, promises results and has funding incentives.

This paper takes as its starting point the need for community level action as an immediate step toward 'Closing the Gaps'. The focus is on local employment initiatives underpinned by a broader approach to community development. New Zealand case studies are used to illustrate. The paper examines the development and refinement of an alternative framework - positive spirals of ‘societal capital’. This is differentiated from the concept of social capital. The role of the Community Advisor is also discussed. Lessons are drawn for the future.

PurposeThis paper considers two sectors critical to New Zealand's economy and identity – food and tourism – and addresses the question: what role will – or could – food and drink play in a more resilient tourism future for the country?Design/methodology/approachThis is largely a conceptual paper, informed by the academic literature, media commentary and recent market research.FindingsThe paper concludes that there are trends apparent in the food and tourism sectors prior to the COVID-19 pandemic that have intensified during lockdown and which are likely to influence the resetting of tourism on a more resilient and regenerative pathway. Three potential trends in food and drink tourism are identified, labelled “Getting back to basics”, “Valuing local and locals” and “Food for well-being”.Originality/valueBy synthesising recent research and academic, industry and media commentaries, this paper provides a timely assessment of a potential future role of food and drink tourism in a reimagined tourism sector for New Zealand, with this assessment offering a starting point for further discussions about a more regenerative, equitable and inclusive tourism future.

Science diplomacy is a widely practiced area of international affairs, but academic research is rather sparse. The role of academia within this field of politics–science interaction has hardly been considered. This article analyzes this scholarly perspective: Based on a literature review, a case study of a German science diplomacy program is used to explore objectives, benefits, and constraints of science diplomacy for participating scholars. While political approaches suggest an ideal world where both sides profit from the collaboration, the findings of the case study point to another conclusion which shows that the interaction of scholars and officials in science diplomacy is far more complex. Thus, the contribution is regarded as both a useful starting point for further research and for a critical reflection of academics and politicians in science diplomacy practice to gauge what can be expected from the collaboration and what cannot.

<p>This thesis reports on an action research project undertaken to explore the role of the Clinical Nurse leader (CNL) in a District Health Board (DHB) in New Zealand. The CNL role has evolved against a backdrop of significant reforms that took place in the country in the 1990s. These reforms altered how public health services were funded, organised and delivered. Nursing leadership positions at both executive and clinical level were challenged in the reforms, as health services were expected to function using a market model. Not surprisingly, this clashed with the humanism of nursing. The action research project involved seven CNLs researching with the principal investigator to explore the role and establish how support afforded the role could be further improved. The research had two phases: Phase One involved each CNL being interviewed one-on-one and Phase Two involved a series of 10 action research meetings and related activities. The findings of the interviews consisted of 24 themes that related to the role of the CNL, the attributes of the CNL, the skills and knowledge requirements of the CNL, and the experience of being a CNL. These themes were presented by the principal researcher at the second action research meeting as the starting point for the group to decide its agenda. After three meetings, the group chose to focus on two themes: the conflict experienced between the leadership and management aspects of the role; and professional development afforded the role. The group identified what was important, agreeing the role was one of leadership and management as well as patient care. Plans for role development for themselves and for the advancement of new CNLs were also created. The project provides an important contribution to our understanding of the work of the CNL. Not only did it produce outcomes related to role, support and scope but it also shed light on the importance of the relationship between the role and its context of the DHB. The culture of business and the profession of nursing and a shared understanding of responsibilities as a way forward were recommended.</p>

As the future of engineering education emphasizes more interdisciplinary work and more work performed in teams, one logical starting point for this evolution is for faculty from different academic departments to work together. Engineering educators cannot ignore the real world’s shifting focus to interdisciplinary engineering, and they should adapt as well. Similar to the total engineering process as a team effort, the engineering education process also benefits from excellent communications among a diversity of team members. This paper highlights a classical dynamical modeling and controls course with students from two different disciplines: electrical engineering and mechanical engineering. Faculty from both departments teach every semester. Sections are assigned to individual instructors but all activities are planned jointly. Course administration is the role of a course director and this role alternates between the two departments each semester. Responsibilities throughout the semester are shared between the instructors. This organizational structure is important, allowing the interdisciplinary faculty team to synchronize their efforts, each contributing their individual strengths and resources to promote student learning and faculty development. The instructors engage in meaningful dialogue concerning their assignments, lesson preparations, laboratory exercises, and their results. The information flow between instructors from different departments encourages faculty learning by pushing the instructors beyond their own discipline. This paper provides details that illustrate the structure and benefits of the course. Advantages to empowering an interdisciplinary faculty are also described. The approach described allows the students to benefit from the work of an interdisciplinary faculty team enriching the students’ understanding through real world projects and examples that have aspects of multiple disciplines.
