<p>The concept of temporary migration is commanding increasing attention. As the global community searches for new ways of promoting development in the developing world, and economically-advanced countries continue to experience labour shortages, labour mobility and temporary migration have arisen as potential ‘triple-win’ solutions. This thesis explores the concept of temporary migration as a development tool, using New Zealand’s Recognised Seasonal Employer scheme and Australia’s Pacific Seasonal Worker Employer Scheme as models. It examines the extent to which these two recently-adopted temporary migration schemes have the potential to meet the development goals and objectives of New Zealand, Australia and the Pacific region. This thesis argues that in fact, temporary migration can potentially provide a development ‘triple-win’ situation – for the countries that receive the workers, for workers who migrate, and for countries that send the workers in the first instance. However, in the case of New Zealand, Australia and the Pacific, the extent of that triple win depends on a number of factors. Some factors relate to the lessons derived from countries with past temporary migration experiences, about how to manage schemes effectively. Others are specific to the Pacific Island context, the development priorities present in the region, and the unique relationships that exist between New Zealand, Australia and the island states. Therefore, this thesis explores how two temporary migration schemes can be formulated, designed and implemented, in a particular context, to potentially address pressing concerns about development. This thesis does not attempt to analyse whether development objectives have actually been achieved through the schemes but rather assess their potential, as a step towards increasing what we know about how to achieve development in the Pacific, and how other regions of the world can adapt this knowledge in the future.</p>

The net migration gains of Pacific Islands-born to Australia increased steeply from 1986, mostly due to migration from Fiji in 1987–1988 after the coups. This is reflected in the differing migration trends and characteristics of the Fiji-born compared to other Islander migrants. Australia also receives secondary migrants from New Zealand, facilitated by the free movement of residents allowed by the Trans-Tasman Agreement. Due to poor job opportunities in the Islands and economic restructuring in the countries of the Pacific rim, Island states seem to have adopted a policy of increased brain drain to ensure remittances flows. This could also be related to changing fertility rates in the Islands in the 1980s.

Aims: To examine the prevalence of smoking, motivations for cessation, and impact of tobacco excise tax increases amongst a cohort of Pacific fathers at 11 years after the birth of their child.Methods: Within the context of broader interviews, 723 Pacific fathers participating in the Pacific Islands Families (PIF) Study were surveyed about their smoking at the 11-year measurement point. Prevalence of smoking was calculated, alongside motivations to quit, and the impact of increases to the excise tax on tobacco.Results: Smoking prevalence amongst Pacific fathers remains high (38%) at 11 years postpartum, although 81% of smokers disclosed interest in quitting smoking. The strongest motivation to quit smoking was their ‘own health’ (n = 185, 82%), followed by ‘the cost’ (n = 148, 66%), and the impact on ‘their child's health’ (n = 113, 50%). Among smokers, 12% (n = 31) had never attempted to quit, whereas 63% (n = 159) had made multiple attempts. Approximately 70% (n = 191) of smokers indicated the New Zealand Government-initiated tobacco excise tax increases caused them to reduce their tobacco consumption.Conclusions: High smoking prevalence amongst this cohort raises serious concerns about the risks Pacific families and communities face from smoking. Maintaining a sustained series of tobacco excise tax increases, alongside the utilisation of information on key motivators for Pacific fathers to quit smoking, may prove more effective in supporting Pacific communities to achieve the New Zealand Government's Smokefree 2025 goal.

<p>This study looks at the relevance of regional organisations in the Pacific Island region. It analyses the history of the key regional organisations: the Secretariat of the Pacific Community (SPC) and the Pacific Islands Forum Secretariat (PIFS). Since their establishment, there has been extensive criticism of the work of these organisations. This study tests and analyses the issue of legitimacy within supra-national organisations, and questions whether regionalism in the Pacific is an anachronism of the past.  In the Pacific, regionalism puts out a compelling argument for its existence. Throughout the region, small island developing states are spread across the world’s largest ocean. Pacific Island states face many challenges, including: small economies, geographical disadvantages, vulnerability to climate change, varying availability to resources and a diverse range of cultures and languages. Regionalism provides a chance for these island states to influence world policy, build capacity in the region, promote good governance, maintain peaceful neighbourly relations, and create positive development outcomes.  The methodology uses qualitative research of document analysis and semi-structured interviews with key informants. The research claims a social constructivist epistemology and uses an inductive conceptual framework in order to find solutions to the complex challenges of Pacific regionalism.  It was found that regional organisations need to increase their transparency in order to enhance their legitimacy. They need provide a clearer evidence base, where all Pacific people can recognise and understand the benefit of regional organisations. The organisations need to work strategically to be nimble and reactive to upcoming critical junctures and issues. Council of Regional Organisations in the Pacific (CROP) agencies need to coordinate better amongst themselves, open up communication with all stakeholders and create clearer mandates. In order to promote positive development, all stakeholders and Pacific people need to take ownership of these organisations, and support the Framework for Pacific Regionalism process. This study argues that there is great potential for regionalism in the Pacific, but this will only be possible if the region works collectively to enhance the legitimacy of these organisations.</p>

<p>On April 2, 1987, the Treaty on Fisheries Between Governments of Certain Pacific Island States and the Government of the United States of America was signed. The signatories to the Fisheries were the 16 members of the South Pacific Forum and the United States of America. After six difficult years of negotiations, the Treaty permitted American fishing vessels to fish in Pacific Islands’ waters in exchange for a substantial access fee. This thesis identifies key aspects of that treaty and examines what it meant from both a theoretical and practical standpoint. How did a collection of small, comparatively weak Pacific states strike a satisfactory deal with the most powerful state on the planet? What did the agreement mean in terms of its political, legal and environmental consequences? As well as looking at the events and negotiations that led to the treaty, this thesis also attempts to discern the key political lessons that flow from this case that might be relevant for the future development of the Pacific island States in the key area of fisheries regulation. The thesis argues that disputes between Pacific nations and the United States over tuna resources and the presence of the Soviet Union in the Pacific region were the two critical factors that led to the adoption of the Treaty. From the United States’ perspective, the Treaty was seen (at the time) as the only viable option if it were to reconsolidate its long and prosperous position in the Pacific region. The US did not want the Soviet Union to capitalize on American fishing disputes with the Pacific islands, and it could not afford for the Soviet Union to establish a strong association with the Pacific islands. The Treaty therefore served three purposes for Washington: (i) it maintained its long friendship with the Pacific islands, (ii) it maintained its fisheries interests in the region, (iii) and it kept the Pacific communist-free. This fusion of US economic and strategic interests gave Pacific Island States a stronger hand in the negotiations than their size and power would have otherwise offered.</p>

Abstract One of President Joseph Biden's foreign policy priorities is to ‘renew’ and ‘strengthen’ the United States' alliances, as they were perceived to have been ‘undermined’ during the Trump administration, which regularly expressed concern that allies were free-riding on the United States' military capability. Yet the broad range of threats states face in the contemporary context suggests that security assistance from allies no longer only—or even primarily—comes in the form of military capability. We consider whether there is a need to rethink understandings of how alliance relationships are managed, particularly how the goals—or strategic burdens—of alliances are understood, how allies contribute to those burdens, and how influence is exercised within alliances. We do this by analysing how the United States–Australia and Australia–New Zealand alliances operate in the Pacific islands. Our focus on the Pacific islands reflects the United States' perception that the region plays a ‘critical’ role in helping to ‘preserve a free and open Indo-Pacific region’. We conclude that these understandings need to be rethought, particularly in the Pacific islands, where meeting non-traditional security challenges such as economic, social and environmental issues, is important to advancing the United States, Australia and New Zealand's shared strategic goal of remaining the region's primary security partners and ensuring that no power hostile to their interests establishes a strategic foothold.

This chapter presents a case study of the Pacific Islands Forum (PIF). It examines why the PIF has never established an international parliamentary institution (IPI) in spite of several favourable conditions, such as an increase in authority, a large scope, predominantly democratic member states, a legitimacy crisis in regional governance, and improving conditions for international diffusion. The explanation points to the absence of and contestation about general purpose. Small and recently independent island states blocked region building and occasional IPI proposals by dominant member states (Australia and New Zealand) to protect their sovereignty. The analysis is subdivided into two cases, the 1971–2000 period of initial institutionalization and the period from 2000 onwards during which the Forum experienced deepening integration together with a severe legitimacy crisis.

Ever since New Zealand became a British colony in 1840, it has attracted considerable numbers of European migrants. In the 1996 Population Census, 80 percent of the 3.6 million New Zealand residents claim European ethnic descent. While European immigration always has been, and continues to be, dominated by the UK, some noticeable Dutch immigration took place since 1950. Beginning in the 1960s, the overall share of European migration started a downward trend, with more and more immigrants arriving from the Pacific Islands and Asia.
