<p>This thesis explores the potential large public architecture offers for efficient transformation into a relief station in post-disaster situations. The increase in catastrophic disasters globally has demonstrated a widespread lack of preparedness in these situations. There is a shortage of safe, comfortable, and self-sufficient hubs for coordinating relief activity, for sheltering temporarily and providing emergency care to disaster victims, and relief personnel.  Disaster relief generally involves the urgent dispatching of medical supplies, food, water, blankets, sanitation systems, temporary shelters, and relief personnel to affected locations. Following the recent devastating spate of earthquakes and flood disasters in New Zealand makeshift relief centres were set up in public parks, schools, and community facilities to house displaced victims. These were set up to function as efficient relief stations. The facilities also depend heavily on deployed relief supplies and the public for donations and support. In addition, these relief hubs are quickly overwhelmed and in adverse weather conditions, they are inadequate for providing warm, dry, hygienic, and safe environments for sheltering large numbers of people including the injured and the sick.  This thesis explores how an airport may be designed for a dual purpose and the feasibility and complexity of planning and designing public space for transformation into a disaster relief station.</p>

Sound disaster preparedness and a well-organized, local and material response will considerably reduce the necessity for calling on international assistance in the event of disaster. However, despite an excellent level of preparedness, some dramatic situations in the wake of a large-scale disaster always will make the mobilization of international resources absolutely essential.The international network for disaster relief is quite complex. Many governments have set up emergency relief teams to cope with disasters in their own countries and are able to assign these teams to international relief operations. This type of governmental assistance is provided under agreement with the other governments involved. The United Nations (UN), through the Office of the UN Disaster Relief Coordinator (UNDRO), can play a role in coordinating emergency operations.

The appearance of pest insects can lead to a loss in yield if farmers do not respond in a timely manner to suppress their spread. Occurrences and numbers of insects can be monitored through insect traps, which include their permanent touring and checking of their condition. Another more efficient way is to set up sensor devices with a camera at the traps that will photograph the traps and forward the images to the Internet, where the pest insect’s appearance will be predicted by image analysis. Weather conditions, temperature and relative humidity are the parameters that affect the appearance of some pests, such as Helicoverpa armigera. This paper presents a model of machine learning that can predict the appearance of insects during a season on a daily basis, taking into account the air temperature and relative humidity. Several machine learning algorithms for classification were applied and their accuracy for the prediction of insect occurrence was presented (up to 76.5%). Since the data used for testing were given in chronological order according to the days when the measurement was performed, the existing model was expanded to take into account the periods of three and five days. The extended method showed better accuracy of prediction and a lower percentage of false detections. In the case of a period of five days, the accuracy of the affected detections was 86.3%, while the percentage of false detections was 11%. The proposed model of machine learning can help farmers to detect the occurrence of pests and save the time and resources needed to check the fields.

It is a well-known fact that the 1989 Exxon Valdez disaster caused the escort towing of laden tankers in many coastal areas of the world to become compulsory. In order to implement a new type of escort towing, specially designed to be employed in very adverse weather conditions, considerable changes in the hull form of escort tugs had to be made to improve their stability and performance. Since traditional winch and ropes technologies were only effective in calm waters, tugs had to be fitted with new devices. These improvements allowed the remodeled tugs to counterbalance the strong forces generated by the maneuvers in open waters. The aim of this paper is to perform a comprehensive literature review of the new high-performance automatic dynamic winches. Furthermore, a thorough analysis of the best available technologies regarding towline, essential to properly exploit the new winches, will be carried out. Through this review, the way in which the escort towing industry has faced this technological challenge is shown.
